MINUTES OF THE CITY COUNCIL MEETING

A meeting of the City Council for the City of Rexburg, Madison County,
held August 16, 1989, at the City Hall.
Present were the following:

A motion was made by Bruce Sutherland and seconded by Darlene Blackburn
to approve the minutes. All Aye
RE: COST OF LIVING
Prior to the regular council meeting The Fire Commissioners was at the
meeting and went over their budget. They discussed the 4% cost of
living raise, and the sick leave benefit. (copy in manual)
RE: PICKUP FOR FARRELL
Richard Horner presented the 1989-90 tentative budge. They discussed
the changes that had been made. They discussed the pickup for Farrell,
Bruce Sutherland made a motion that it be bought this year and be basic
and plain. It will have to be bid. Seconded by Nile Boyle all aye.
RE: PUBLIC HEARING
Nile Boyle made a motion that we except the tentative budget of
$3,092,300 and set the public hearing for September 6, 1989. Seconded
by Glen Pond all aye.
RE: CAROUSEL FUND RAISER
Pat Burton was at the meeting to report on the fund raisers for the
Carousel. Mayor Porter told the council that there would be bins built
on the north end of the J.C. Penny Parking Lot for recycling. They
will pick it up each night and we will be paid for it. We will have
the pumpkin path again. The contributions are almost to $15,000.
RE: PLANTING TREES ON 2ND EAST
The mayor told the council that he and Bruce Sutherland, and Jim Long
had met with the State Engineer and H & K to go over the tree planting
on 2nd East. Jim Long was concerned on how it is handled. Bruce said
the specs were for 3 inch trees, but the only ones we can find is 2 1/2
inch trees. Another problem is we removed 40 trees and there are 113
trees on order. They plan on planting clear up to Aspen Village. The
council discussed the trees and types. There was going to be a meeting
on Thursday and a decision would be made there on the trees. The mayor
said some people don't want trees.
The mayor read a letter from a Sunbird.
The mayor said there would be a meeting on Landfills in Idaho Falls, on
Friday at 9:00 a.m.
RE: MEETING WITH THE DEPARTMENT OF COMMERCE

Friday at 1:30 p.m. there will be a meeting with the Department of
Commerce to have a mock sight review for Gem Cities, there will be a
group of people who want to establish a Industry in Rexburg.
RE: UNDERGROUND STORAGE
On August 28 there will be a meeting in Idaho for the Legislature
Interim Committee on underground storage.
RE: REFUND DEPOSIT
The mayor said there is a fellow who has been renting in Rexburg and
works at the Army Reserve Center. He has never missed a payment on his
water bill. He has a good payment record, and would like his deposit
back. A motion was made by Glen Pond that anyone who has a good
payment record for the past year, the city will refund their deposit.
Seconded by Nyle Fullmer. All aye
RE: PAVING PROJECT
Farrell Davidson checked on the paving of the property from the
intersection to the shop property in front of the Hope property. H & K
felt that the project should be engineered. Glen Pond felt that the
residents should participate. The price would be $4569 and does not
include curb & gutter. The mayor said they would continue to study it
and see about dividing the cost.
RE: ENERGY PROGRAM
Bonneville Power company would like to give a pitch on their energy
program. The council discussed letting them come to make the
presentation.
A motion was made by Bruce Sutherland and seconded by Nyle Boyle to pay
the bills. All Aye
