A meeting of the City Council for the City of Rexburg, Madison County,
held May 17, 1989, at the Rexburg City Hall.
A motion was made by Bruce Sutherland and seconded by Darlene Blackburn
to approve the minutes. All Aye.
RE: APACHE STREET
People from Apache Street wer at the meeting. The city is planning a
project to improve the street. There are bad curbs on that street and
some of the driveways have bad cracks right at the curb. We have
discovered on the streets that situation exists when the runoff occurs
and there is a storm the water seeps down and causes the soil on the
surface to wash away and the street is eventually a loss to us. We
would like to have the people replace the curb and driveways that are
bad. We have a bid on an LID and also on the 2nd East project at $10 a
running foot for curb and gutter. The city has been paying 1/2 and the
property owners have been paying 1/2. If there are curbs and gutters
that are not sunk or broken it is probably okay. We are paying $26,000
on the street and we would like to get the curb and gutter fixed before
we rebuild the street. If the people want to sign an agreement we
could put it on their water bill and give them a year to pay for it.
We will have the engineer and contractor go up to Apache and go over it
with the property owners so we won't have to redo the street in 4 or 5
years. The mayor said we would start getting it ready tomorrow.
Shirleen Magleby inquired about the light on the corner of Apache.
They have been talking to people to find out where to put the light.
RE: 3- AND 4-WHEELED VEHICLES
Don Heir was at the meeting to request an ordinance banning three and
four wheeled vehicles on the public streets and on private land. On
private land adjacent to Harvard Street, south of East first south,
motorized off-road, unlicensed three and four-wheeled vehicles are
operated on an almost daily basis, causing noise, dirt and dust in the
air so you cannot enjoy your own yard. A petition was given to the
council (on file). All the neighbors have declared it a nuisance. The
lot is owned by Gordon Smith. The mayor said we have discussed a noise
ordinance. The mayor told him the police gave some tickets last year.
The council asked Mary to investigate a noise ordinance, also for dust
and health safety.
RE: CAROUSEL
The mayor reported on a meeting with the Carousel Committee and the
American Recycling. American Recycling is ready to come in and pick up
cans, bottles. They are already picking up newspapers. They will
bring in a large semi trailer to park and be filled. There are three
sights they are thinking of using. Fergusens lot by Mc Donalds, lot
north of J C Penny's, and the parking lot between Andersons and
Morris's. The committee is going talking to people to get them to
agree to keep trash, bottles, and papers and put them in the trailer.
With each bag there will be a place to put their name and address, and
then have a drawing for a prize every so often. The council felt we
should go ahead with it.
8:15 P.M. Bruce Casper arrived making a quorum.
RE: DATE LID 26 MEETING
A motion was made by Nile Boyle and seconded by Bruce Casper to pass a
resolution setting the date for the public hearing on LID 26 for the
2nd meeting in June, the notice will be published in the paper.

A motion was made by Bruce Sutherland and seconded by Darlene Blackburn
to approve the bills. All Aye
