Those Present: Mayor: Councilmembers: John C Porter Glen Pond Darlene Blackburn Bruce Sutherland Bruce Casper Nile Boyle Nyle Fullmer Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, Treasurer A motion was made by Nile Boyle and seconded by Bruce Sutherland to approve the minutes. All Aye. RE: SNO 'N GO B. J. Stucki and Chris Walker was in the office to request a business license for Sno 'n Go, a mobile sno cone sales business. A motion was made by Glen Pond and seconded by Bruce Casper to approve the business license All Aye. RE: CELLULAR TELEPHONE TOWER Glen Pond reported on the Planning & Zoning meeting. Copy of the minutes on file. They had a request for a Cellular Telephone Tower. There are other communication towers up in that area but it is zoned R 1. The Planning Board did not have a problem with it, but felt we needed to control the area. Their recommendation to the City Council was that we issue a Special Use Permit for the use only not the ownership. This would provide service for portable telephones up 25 miles for large ones and 10 miles for small ones. It would provide service to Pocatello and American Falls. The mayor said the city has their radio building in that area and the cable company is in that same area. A motion was made by Glen Pond and seconded by Nile Boyle to issue a Special Use Permit for the use of the property. All Aye. RE: CABLE TV Mayor Porter told the council that Cable TV would like to build a small 12 x 8 building at the bottom of the water tower. They have a dish on the water tower. Sometimes storm or objects knock out the cable. They would like to put a small building 12' x 8' at the foot of the tower for a maintenance building so they can give better service. De Lynn said there would be no problem. A motion was made by Bruce Sutherland and seconded by Darlene Blackburn to give them approval to build a small building for Cable TV. All Aye RE: HOUSE ADDITION There was a request for an addition to a house on 127 East First South for Fogals. As they looked into it, it is in a Commercial Area so they can build right to the property line. One problem with it is he will be building over the sewer. Mayor Porter said whenever you build a residential home in a commercial area, you go by the residential rules. He asked Mary to check into it. The P & Z looked at the Bed & Breakfast Ordinance. They will wait and have a presentation at the next meeting by Don Hair. RE: CAROUSEL FUND RAISER Mayor Porter reported on a meeting with the Carousel Committee. They have some ideas on fund raisers. They are proposing to enter into a contract with American Recycling. They would gather up cans, plastic bottles, papers, glass bottles, corrugated boxes and recycle them. This would help raise money for the Merry-Go-Round. They want to put bins in parking lots so the public could bring bags of cans or whatever and then they would come and pick them up and pay for them. They suggest that they have different colored bags for each thing and give them away. They suggested that if someone had a large van people could throw their things in it. They had an idea that there could be names or numbers on the bags and every month have a drawing and give a prize. The council had no objection. RE: 2nd EAST PROJECT Bruce Sutherland said on the 2nd East Project, he had complaints because they are not telling the people when the water or gas is going to be shut off. The mayor said that part of the problem is they have been putting in pressure pumps and the water was off for that. They also had to put in a new water line from Main to First South. The old pipe had to be enlarged. Bruce also said we should be concerned when they put the trees in to check with the contractor to see how big the ball is. RE: STEINER DITCH BIDS Nile Boyle reported on the bid opening for the Steiner Ditch. There were 3 bids. Edstrom Construction $44,569 H & K 40,970 Zollinger 30,551.51 He said the engineer said they could go down a size on the pipe along the back of the residents property. That will save about $1,700 and bring it down to $29,000. Nile Boyle made a motion to except the low bid to Zollinger Construction and change the size of pipe All Aye. Nile and Jahn had talked and he had made Dale Steiner an offer for the farm for $50,000 or $30,500 for an easement, but he still wants to keep his farm. So we will have to proceed. Dale Steiner wants a letter stating if the ditch plugs up we will clean it out. RE: 2nd EAST PROJECT Mayor Porter said every Thursday we have a meeting on the 2nd East project. RE: VENDORS LICENSE Mayor Porter said we have a lot of people coming the city hall wanting a vending license to go around the streets selling. We need a vendors license. Then they will have to pay more because they don't pay taxes. Mary has some samples of ordinances for vendors licenses and she will draw one up for the next council meeting. We could even put something in it about temporary business licenses. RE: PERSONNEL MANUAL The mayor said we need to make some changes in the personnel manual. We need to take care of the sick leave and retirement pay off. When they retire we need a formula to pay the unused sick leave. We need to have a special meeting to take care of it. RE: RAQUETBALL CLUB The mayor had met with the Racquetball Club. He would like to see us help them get it in operation again. We have been investigating leasing it for a year or six months. The recreation department could run it. We have had a number of people call and want the city to do something. They are having a meeting of the Stockholders. We would continue their payments and see if the revenue is enough to run it. The life memberships would not be honored. Bruce Sutherland said if we just run it for six months we would not get a clear picture through the summer. We would need to run it through the winter as well. We need an agreement on prices. Nile Boyle said if we had it under the Recreation Program, we need it so the kids as well as the adults can afford to go there. John said we would have to write a letter to the life members and tell them they will have to pay. It would be no money from the taxpayers. Bruce Sutherland. said if the city could get it up and running it would be an incentive for a business to come in and take it over. Richard said he and Clair have been over there and there are l~(~ . ~_„ some changes that need to be made. There are a Iot of free services that were given that should be done away with. The mayor said it is an asset to the city to have a facility of that kind. Nile Boyle said if the college did not allow people to use their facilities it would go now.
