HomeMy WebLinkAbout1989.04.05 CITY COUNCIL MINUTES~~ 1 MINUTES OF THE CITY COUNCIL MEETING 4/5/89 A meeting of the City Council for the City of Rexburg, Madison County, held April 5, 1989 at the Rexburg City Hall. Those Present: Mayor: John C Porter Councilmember: Glen Pond Nile Boyle Bruce Casper Bruce Sutherland Nyle Fullmer Also Present: Mary Smith, Attorney Rose Bagley, City Clerk Richard Horner, Treasurer A motion was made by Bruce Sutherland and seconded by Nile Boyle to approve the minutes. All Aye RE: REQUEST FOR POOL HALL Glen Pond reported on the Planning & Zoning Board. The major issue was the request to put in a Pool Hall in the oldJehovah Witness Church on South 5th West. That property had been changed to Limited Commercialor the Check Stop Business. Because it was zoned Limited Commercial, the commercial use for which a permit is issued changes, or ownership of business or property changes, a new permit must be acquired. This request was not granted to put a Pool Hall at that location. The individual is now looking at a sight further down the street that is zoned commercial. RE: GAZEBO Don Heir & Carla Rasmussen was at the meeting to make a presentation on the Expansion of the Gazebo. He gave each member on the council a copy of the proposal. (copy on file) The proposal is put together in 6 elements. (1) Cement patio/deck, (2) Lighting, (3} Contour bleachers, (4) Recreation additions, (5} Upgrade toilets to include lights, (6) Lighting on & in west shelter. This would make if an activity place for year round. Cost (1) $1,100, (2} $380.00, (3) 575.00, (4) $525.00, (5} $1,189.00, (6) $376.00, total price $4,145.00. Mayor Porter said the Rotary Club built the gazebo and they would probably help. Also other service clubs would help. The city could help to bring the cost down. There would also be some contractors that would donate work. Bruce Casper said the only problem he had with the project was Phase 4. If we had another shed it would get broke into. These things could be issued from the swimming pool. Mr Heir suggested that a lot of the work could be one by teenagers so they could become part of it. The mayor said this year he had suggested to Jack Van Houten that we hire some people that do nothing but clean rest rooms. The council stated that they would go along with plan with a few minor revisions. Nyle Fullmer told him the council would be willing to offer any assistance they could. RE: BED & BREAKFAST Carla Rasmussen gave a proposal to the council for Bed & Breakfast. (copy on file). 1. There are times during the year when there is a requirement for more lodging space than can be provided by existing means in Rexburg. (a) College Registrations (b) Graduations (c} Folk Dance Festival (d) Special presentations by Ricks College or the city. 2. Sanctioning private homes to rent bed space and give breakfast is considered an acceptable alternative for providing more lodging space at specific/critical times(s). 3. Establishment of a bed and breakfast program in the Rexburg area could/would; (a) Provide additional income for home owners. (b) Encourage users to spend more time looking and shopping in Rexburg. L? , (e) Retain money in the community that is now being spent in other communities. (d) Increase city revenue if a bed tax is imposed. All the homes used for this would have to be inspected. Mayor Porter said it would have to go through the Planning & Zoning. The City Attorney would also have to check it out. Mr Heir said the motels are full at the time of the festival right now. Mrs Rasmussen said she has apartments and when parents bring students to school they cannnot find a place to stay. Mr Heir said that Bed and Breakfast would not be authorized unless all the motels were full, or someone comes into town and requests a bed and breakfast. The mayor said we would need to get a copy of an ordinance from another city. The chamber said they would control it. They would need some safety standards. There would have to be some inspections. Nyle Fullmer said he thought it was worth looking into. Bruce Sutherland said in the West we are use to going to a motel first so it should not hurt the motel business. A motion was made by Nyle Fullmer and seconded by Nile Boyle to pursue the Bed & Breakfast proposal. All Aye RE: CITY UTILITIES Steve Whitfield manager of GoldenCorral talked to a consulting engineer about municipal power. He talked to him about if it was feasible for a city to create its own power. It would be an opportunity to look at planning down the road. Steve would like to request the council to set up a meeting with this fellow. We have high utility rates. Businesses are going to continue to hurt as power rates increase. If the city would meet with Carl Palmer and see if it would be feasible or necessary. Some cities have checked with this city power and benefited from it. The council could talked to Mr Power and and see what he has done with other cities. It would be cheaper and the revenue would come back to the city. Mayor Porter said at the present time the city of Rexburg is not allowed to bond to buy a power company according to the Idaho constitution. It would be hard to pay the power company off. The mayor said that for 10 to 20 years the power rates would be higher to pay the power company off. Bruce Casper suggested that we have him come an make a presentation to the city. Nyle Fullmer told him we appreciate his concern. RE: DENIAL OF CLAIM The mayor read a claim from Kathy Beesley for tire damage on 2ndNorth. A motion was made by Bruce Sutherland and seconded by Bruce Casper to turn the claim down and turn it over to the insurance company. all aye RE: 2nd EAST TREES The city received a letter from Ruth & Delmar Rosen regarding the trees that are being taken out on 2nd East. (on file} The council. discussed the project and the trees being taken out. RE: STEINER DITCH PROJECT Nile Boyle discussed the Steiner Ditch project. He had a meeting with people. They had planned to pun in a 30" pipe, however an agricultural expert from Boise said we would have to go with a 42" pipe. A 30" pipe would not put through enough water. It would cost $26.59 afoot. The first six property owners still want to go on it. Their cost will be $15,174 for all six of them. That would be for the back of their property. If the city went from the canal down 5th west there is about 700 ft. It would cost us about $18,000 for that. Nile said he was sure we couldn't do that. We need to do it in front of the park, so we would need to put in a manhole and we would have about 250 ft along the park and another manhole, so the city cost of putting pipe in front of the park will cost over $7000. Nyle Fullmer said he thought we should get a second opinion on the size of the pipe. Nile said Steiner won't be satisfied for anything less than the water he has now. The council discussed buying his property. The total price will be about $23,000. They discussed fencing the ditch. The city is only responsible for the ditch in front of the park. Glen said we need to take care of the ditch we are liable for in front of the park. The mayor said we could have each property owner buy their own pipe and put it in. The city could borrow the money out of the Revolving Loan Fund and have them pay it back over 10 years. A motion was made by Nile Boyle and seconded by Bruce Casper to proceed to draw it up and set it for bids. All Aye. RE: WATER SALES Mayor Porter told the council that we sell water from the hydrant in front of the Fire Station. We have been charging $5.00 for 1000 gallon. We are going to change it to a minimum of $10.00 and $5.00 a thousand after that. So if it is a 2000 tank it is $15.00. The council agreed. RE: CLEANUP The State wants to start cleanup in May. Farrell wants to start free pickup now through April and. May. A motion was made by Nile Boyle and seconded by Bruce Sutherland to pay the bills. All Aye Meeting adjourned. .~ May C.
