HomeMy WebLinkAbout1989.01.11 CITY COUNCIL MINUTES~~ Minutes of the City Council Meeting January 11, 1989 A meeting of the City Council for the City of Rexburg, Madison County, held January 11, 1989, at the City Hall. Present were the following: Mayor: John C Porter Councilmembers: Nile Boyle Bruce Sutherland Darlene Blackburn Bruce Casper Mayor Porter told the council Glen Pond excused because he is out of town. Nyle Fullmer is at a meeting with the Airport Board. Bruce Casper will be about 15 minutes late, he is attending at meeting a the college. A motion was made by Nile Boyle and seconded by Darlene Blackburn to approve the minutes. All Aye RE: BIDS FOR 2ND EAST PROJECT The notice calling for bids on the 2nd East project started running in the newspaper and the bid opining is for the January 24. The bid opening will be held in Rigby. Nile Boyle said he talked to Clint Kingsford about it, and he said if there is anything we want to do, we need to go down to the preconstruction hearing. We need to make sure that they get the area between 1st South and 2nd South done fast. Bruce Sutherland stated that the approach on 1st South and 2nd East, will have to have some modification done on that. The mayor said after the bids have been awarded they have a meeting with the contractor. The mayor said we opened the bids on the water project, the booster pump from the green reservoir up to the upper tank which we want to do at the same time. There is a booster pump so the water from the green reservoir can be pumped rapidly up into the upper tank in case a pump goes out in one of the other places. We want to do it at the same we do the other project. Engineer's Estimate $38,000, Agricultural Services $36,590,Zollinger Construction $44,350, H & K Contractors $59,800. The Iow bid is $36,590. As soon as we get aquorm, we will pass a resolution accept the low bid. RE: LONG DISTANCE FOR PAY PHONES At the 1st meeting in December we had a request from a telephone company ITI to have us designate them the long distant company to serve from the pay phones. They had agreed to pay us a percentage, 20~ a call. We took no action on that, because we needed a little more information. The mayor got in touch with a person with U S West Communications that is in charge of their pay phones. This had nothing to do with U S West. All local calls would be with U S West. The only calls we were concerned with was the long distant calls. At the present the primary long distant company is AT&T. If we would designate ITI, then they would they would be the primary long distant company. One problem is that their lined don't serve every community. ITI has a low rate if you are calling some area and a high rate when you're calling other areas. After checking it out the mayor thought we should wait, the council agreed. RE: CHANGE IN MEETING TIME Because of the Chamber of Commerce annual banquet is being held next Wednesday night, our next regular scheduled meeting will be held in the morning at 7:30 A. M. either Tuesday or Thursday. We will call all the members of the council when we decide which day. RE: SNOW REMOVAL We have had a lot of snow removal. One problem is up on Rexburg Bench. The college has a rotary plow, and we are trying to get them to use it to keep some of those road open and we will pay them for it. Part of 2nd East by the resivoir and in Cresthaven have been hard to keep open. RE: PRIVATELY CONTRACTED SNOW REMOVAL We have complaints about filling in the driveways. Every year we try to get some kind of a plan to help us to do a little better with that. We can't think of anything that can be done. What we are doing at the present time is Farrell Davidson is contacting private contractors that have backhoes to see how much they would charge to follow the snow plows around and go out about 7:00 A.M. in the morning after the snow plows have been around and take the windrow out of the driveway. The individual would have to pay the cost. We are going to see if they will do it for $2.50 for the removal of the windrow. Most of the contractors charge $5.00 to clean a regular size driveway. People who want to subscribe for that service and call city hall to complain, we can tell them who to call. RE: CONSERVATION We had a representative from our city attend a meeting in Boise sponsored by the Association of Idaho Cities and Bonneville Power. It has to do with the conservation on new construction. We sent Dave Thibault to the meeting. They are proposing to have us amend our uniform Building Ordinance to mandate a conservation in better insulation in homes as they are built. If we adopt the rules that they have come up with. They will for a new home they pay $850, they also provide the city with a grant for from $8000 to $15,000 to help us inspect the construction. We are going to get all of the building contractors in the area to meet and these people will come and make a presentation to see if the contractors are interested. Idaho Falls have adopted the conservation method of building and a few other cities have also adopted it. The meeting will be held on January 19 at 10:00 A. M. at the City Hall. RE: STATE INSURANCE FUND Every year the State Insurance Fund keeps a record of the claims they pay the city and see if we are trying to prevent accidents. If our claims are down they pay us a dividend. Our premium is $27,604.47 and our dividend check of $26,224. They also gave us an award of merit. They made a few suggestions. They said we have too many back injuries. They are going to send a man up to show us a film on safety. The street department, water department, and sanitation department are the ones that have most back injuries. Bruce Casper arrived at 7:55 P. M. RE: PLUMBING CONTRACTORS LICENSE Mayor Porter read the title for the second reading of the Plumbing Contractors License. The board each have a copy of the ordinance and the plumbers in Rexburg have copies. At the next meeting we will read the ordinance for the third time and take action on it. RE: CAROUSEL Mayor Porter read a Resolution from the "Restore the Carousel" Association and the City of Rexburg. (copy on file) A motion was made by Darlene Blackburn to adopt the resolution seconded by Bruce Casper. All Aye. RE: TABERNACLE PIPE ORGAN Mayor Porter told the council The Rexburg Civic Club have adopted for a Centennial project to restore the pipe organ in the tabernacle. A firm works on pipe organs at the college and different churches around the area is going to restore it. It was built in 1926 or 1927. He will restore it, improve it, and clean the pipes for $20,000. The Civic Club are planning on raising that money. It will be an advantage to our community. Our music teachers will be able to teach organ lessons on it. They will also be able to use it for programs. RE: PUMP STATION A motion was made by Nile Boyle to pass a resolution to except the low bid on the Pump Station from Agricultural Services for $36,590. Seconded by Bruce Sutherland.
