All Aye RE: SCOUTS The mayor welcomed the scouts. RE: PUBLIC HEARING REQUESTED FOR PARKING ON CORNELL The mayor told the group that we had a request to have parking on one side of the street on Cornell Avenue. So we circulated a petition up and down that street and there were 5 people who opposed it and 14 who thought it would be a good idea. We thought we would have a public hearing and let you people come and express your feelings. Keith Peterson- The street that we live on is a narrow street, 35 feet. We have got along beautifully on that street for 30 years, but the last couple of years it is really congested on the upper end and is creeping down to the north end with student parking. When there is a car parked on both sides of the street it is almost impossible to get in and out of our driveways. It appeared to me that we should talk about parking on one side of the street. He had talked to several of the people and there was some differences of opinion on which side of the street should be parked on. Since then there have been some other ideas proposed. The problem has seemed to multiply since the closing of the street by the college. A lot of the cars that are coming down our way use to park up there. He had talked to a fellow that worked at the college and he said it appeared to him that the cars that are parking on some of the side streets are cars that the students that did not buy parking passes. It is almost impossible to park on both sides of the street and then get two lanes of traffic through the street. Lowell Luke- We are on a hill and when there is ice and snow it makes it impossible to make it up the hill, they slide into the cars on both sides. The police made a survey and said if there is parking on one side of the street it should be on the East side so it would be headed down. Morrell Allred- He had talked to Jack Van Houten and he suggest that it be a one hour parking street. Then we could all use the street. He said`the other day he went up mid morning to see if the college had a parking problem. The big parking lot across from the Manwaring Center was estimated at 1/4 to 1/3 full. My wife went up mid afternoon and the parking lot was less than 1/2 full. So the college does not have a parking problem. They have adequate parking and it is just more convenient to park on the side streets. If we had 1 hour parking we could all share the parking. Anita Williams- The one thing that concerns me is when they clean the street from snow they clean 3/4 of the snow over to the west side. If we were to have parking on the east side of the street, would it be 1,. j';.: necessary for them to skim the lawns and streets so close to the curb. There are place she has had to go 6 feet and had to skim the lawn back. As they go along they catch the corner of her driveway and ripped out two or three piece of the curbing and have chipped off the driveway because the clean into the gutter. She just put in a sprinkling system and there is a head not too far from the curbing and she does not want them to take that out because it would be expensive. Last year they caught a big cast iron ring that was under the sewer cover and it still has not been replaced. RE: CITY SNOW PLOW PROBLEM Mayor Porter said he would talk to them about the snow plow problem. RE: STUDENT PARKING PASSES Keith Peterson -I wonder if we could check on the student parking passes, if the parking lots are vacant why are they parking on our streets. The mayor said the parking lot across from the Manwaring Center you don't need a permit. Jack Van Houton came in the office with two suggestions, one was a 2 hour parking. He suggested that if we limited it to one side that we make it just during the winter from September to April. Verlon Lauder - It is not fair if we are limited to park only on the East to the people that live on that side of the street. The mayor said on 2nd South and 2nd East and Harvard have had parking on one side of the street and they have had no problem. Nile Boyle- With the one or two hours parking how are we going to enforce it. We can't keep up with the enforcement we have now. If it required a meter maid we could not do it. The mayor asked how many were opposed to parking on one side of the street on a trial basis. 4 voted How many are in favor of parking on one side of the street on a trial basis. 9 voted. A motion was made by Bruce Sutherland to restrict parking on to the West side of the street until April 1 on a trial basis and then re-access the problem and if it doesn't work try something else. Seconded by Bruce Casper. Virginia Cleverly if we have the parking restricted on the West side of the street and have a number of family members visiting and they can't park in front of your house they will be in violation of the law. The mayor told them to watch it on the street and if it is a handicap for them we will work something out. Anita Williams - I think one of the causes for this problem that we are experiencing is under construction down on 2nd South and 1st North. Because of the construction they have had to restrict the amount of parking that is available there. In the past there have been college students parking in the church parking lot. Mayor Porter asked for a vote on the motion that was before the council. Council voting all aye. RE: PROBLEM OF CORNER OF CENTER AND lst SOUTH Rick Stamp was at the meeting to discuss the problem of the corner of Center and lst South. In the past two days they had observed two accidents and that is five accidents in the last two weeks on that corner. He said he would recommend that they put in a 4 Way Stop at that corner. There is a lot of traffic going through that corner. There is an accident about every other day. The Safety Committee has not made a decision on it yet, they have been talking about it in some of their meetings. Mrs. Stamp said that 100 to 300 students walk through that corner every day. It is a blind corner. Mayor Porter asked Bruce Sutherland if he would have a Safety meeting before the council meeting on November 16 and give a report so a decision can be made by the council at that time. RE: REPORT ON PLANNING AND ZONING MEETING Glen Pond reported on the Planning & Zoning Meeting. One thing that was of importance was Dan & Sande Kettle had made a request to have a trophy business at 530 Commanche. He would have an engraving machine in his basement, deliver them around town and take orders. He would not have much traffic. The P & Z recommended that we grant him a business license for 1 year with the stipulation that they would review it in 1 year and there would be no traffic coming to and from the house other than UPS Trucks. Mary Smith ask if a survey was taken. Glen said no, they didn't think there would be much traffic. Mary said she didn't think it was the traffic as much as it is just breaking down the zoning requirements. She stated that some of the people are quite concerned. The mayor said he would get a petition passed around and act on it on the 16th. We have to send in a Gity Street Finance Report, Highway Users Funds $258,370 was received in the last fiscal year. We have to show what the money was used for. It has to be used for street maintenance, new streets, snow removal and anything we have to do with the streets. At the beginning of the year the balance was $21,615. We also put into the fund the Utah Power & Light Franchise Tax which amounts to $97,595 a year and then we get from the county from the road and bridge levy one-half of that $74,112, making a total of $434,959. On General Maintenance we spent $244,367, equipment $14,469, equipment maintenance $35,289, engineering $3,836 and street lighting $55,139, making a total. of $353,100, Fund Balance at end of year $103,474, which we are saving for our part of the improvements on 2nd East. A motion was made by Nyle Fullmer and seconded by Glen Pond to approve the report. All Aye. RE: AIRPORT Mike Fullmer was at the meeting to discuss the Airport. He said he had a partner in business by the name of Rocky Judd. He has spent most of last year working at the airport off and on and trying to secure records and documents of the airport. About two months ago Mike decided he would jump in and make something happen. He has been frustrated with the situation out there. Blaine Hall has refused any access to those records. Accurate records have not been kept pertaining to the airport and with the leases of all the hangers. We have no proof that the leases that have not been paid, but we have no proof that they have been paid. We are interested in obtaining the FBO at the Airport. Merrill Christenson apparently runs the FBO and has done for a long time. A FBO means Fixed Base Operation. He said as he under stood the regulations there can only be on per field. Craig Frisby told him that was not correct. We would like to know what his arrangements are with the City County. We have checked with the city and county and cannot get any response. Apparently Blaine Hall has the records in his home. They have talked to the County attorney and the FFA in Seattle, and Attorney General's office in Boise. We have more or less told it is none of your business. As tax payers we feel it is our business. Nyle Fullmer said he would like to answer some of the questions. We should have the all the records in the City office by Monday afternoon and on the computer by Tuesday. We will be able to see what the concerns are there. We will be able to get current billings out for the last year. The Airport board said there are just 3 or 4 that are past due the rest are current. The mayor told him that the Airport is an entity of its own. When the city and the county entered into an agreement, it was all written up as to who would run the airport. It was adopted by the city and the county at that time. The city appoints two members of the board and the county appoints two members of the board, and we have one may who is the. chairman, Mr. Hall. They handle all the business of the airport. We have one man Mr Fullmer who represents the city on the Board and county has one man on the board who is Dell Barney. They present a budget to the Commissioners showing how much money is coming in for the hangers, from gas tax and if they need any money from the 11 county through taxation then they ask the commissioners to put that on the taxroll. As that money comes in it goes to the airport board and they have their own bank account. At the last meeting when we reorganized we did suggest that it be put on the city of Rexburg's computer and that the city treasurer receive all the money. The airport board would still disburse it just as they are now. When you come to us and say where are the records, we have to say they have them. It has been a problem, those men are busy. At one time they had a secretary,SusyBilger, who kept good records. When she quit and turned it over to Mr Hall is when the problem started, because he was just too busy.. Unless there is some malfeasance in their actions, we try to keep hands off. Mike Fullmer said they would like to see the airport grow. The mayor said the city put up $2000 and the county put up $2000 about two years ago and we got a grant and we have had a feasibility study. The study is at the FFA in Seattle and we are waiting for them to start holding public hearings. When we get that and decide what improvements we want to make then we will have a problem raising our share of the money. Mike said he was concerned because they were told they pay only $25.00 a year to lease a hanger. Nyle Fullmer told him it is $30.00 a year plus they pay the property tax, so it costs a total of $150 per year. The mayor told him it is a personal property tax the land belongs to the city. Craig Frisby - I have been involved with airport for a number of years. I operate a business there. As for as the records of the board is concerned. I think it is good that they be made public. He said the records of the airport are not necessary to establish a business at the airport. All you have to do is comply with regulations of the airport board. He said he would like to make reference to the city hanger which Mr. Christenson has and would like to state that a lease is a lease until it is canceled or expired. Someone should not be able to come along and say they want the lease to be put out for bid. I feel that if the members of the airport board were changed at this time when this expansion project is in the works it would possibly delay the expansion project for sometime. I am in favor of the expansion project, I would like to see the airport grow. The airport at this time does not receive any funds from the City or County. The snow removal is done on a volunteer basis. Rocklin Judd - We wanted to improve the airport. I have been looking at purchasing a business out there. In order to make a smart business I need to fully understand what goes on at the airport, so I will know what to expect. My inquiry at what goes on at the airport was need so I can compile it and make a good business decision. My concern was I wanted to look at the lease that Merrill has and see what goes on with the other hangers out there. He was told that the city pays the insurance for Mr. Christenson and utilities. Nyle Fullmer said the county pays the insurance and Mr Christenson pays his own utilities. Mike FulLner ask if he buys a hanger how can he get water and sewer to it. The mayor told him he would have to drill a well. He ask if he could lease water to the city. The mayor said he would have to talk to the Water Superintendent. On the proposed improvement it calls for installation of city water and sewer but we don't know when. RE: SAFETY INSPECTION ON ALL APARTMENTS Mary Smith had the ordinance on Safety Inspection on all apartments, including all rentals. A copy will be sent to all council members for them to study it over and we will take action~at the next meeting. RE: NEW BUSINESS ~'~,~,~ ~rz ~..E° `t-, ~/~'~,_a~n',~".y r'v "~~~ The mayor said we had a fellow come in who is starting up a new business. He is going to bottle city water and sell it. He wanted to find out how much he will sell water. He has made arrangements with a dairy to bottle the water in gal size bottles. He has some grocery stores that will buy it and put it out on a trial. He will have a stainless steel sanitary tanks come to the fire department and fill it up. We came up with the charge of $10 a thousand dollars. We would have to have some fittings put on and make it more sanitary. Glen ask if we become the source of this water will we be liability if something happens to the water. John said the state will have to have the health department inspect it. He did not think we would be liable. Nile said we need to check it out. John said we test our water every week with three samples. Nyle Fullmer suggested that they could take samples before it enters the tank, or if we sample the water where if gets it from at the fire station every week. The council okayed it. RE: STREET LIGHTS The mayor said sometime ago we approved some street lights, but they have not been put in He will have Blair go check where we need lights and them put in. RE: AIC LEGISLATIVE MEETING The mayor told the council about the AIC Legislative meeting at the Stardust on November 21, everyone needs to give you name to Rose if you are going. RE: INEL ORGANIZATION There is an organization at the INEL in South Idaho and they want us to join. The cost will be $100 a year. Glen Pond recommended that we let the mayor review it and approve the decision if he thinks we should join it. Seconded. by Bruce Casper. All Aye. RE: HEARING ON THE NEW PRODUCTION REACTOR AT THE INEL We are having a hearing on the New Production Reactor at the INEL sight there. We have been invited to give testimony there. The mayor is in favor of just writing the testimony and approve it and go for it. RE: KENT JOLLEY'S REAPPOINTMENT Nyle Fullmer- Kent Jolley was appointed for a one year term for the airport board. That term is up in about 60 days, so we need to reappoint him to the board. He said he would do it again. Glen Pond recommended to leave him on the board for a three year term. Seconded by Nyle Fullmer. All Aye RE: AIRPORT EXPANSION Nyle Fullmer said the board wants to know where the city council stands on the expansion of the airport. They would like to have a written statement that they can use. They felt that we need to educate the people as to what that is really going to entail. The mayor said he would draw up a resolution saying that we favor the expansion. As to how the expansion would be we would have to wait for the feasibility study is finished.
