REQUEST FOR A TROPHEY BUSINESS IN TOWN
We have a request from Dan and Sande Kettle at 520Commanche to start
a trophy business in town. They would like to start it in their home
and then as it gets going locate the business in the business
district. They would have a pickup and delivery type service. We
would go to the places to sell the trophies instead of them having to
come to them. They would have a room in the basement for their
.engraving machine and to put the parts together. The mayor told him
that there is one problem in that Indian Hills Sub Division they have
protective covenants. Mr. Kettle said he had talked to Pam Bowen and
she had told him to come to the city and find out. Glen Pond
recommended that the council refer it to the Planning & Zoning for
their recommendation.
MILLHOLLOW MOBILE HOMES WATER USAGE DISCUSSED
Mayor Porter said he, Nyle Fullmer, and Richard had met with the
Millhollow Mobile Home owner. He had ask for some relief on the
charges on water usage. We reviewed all the other mobile home parks in
the city. The mobile home people operate on one meter. The mobile
home people pay the owner of the mobile home court rent and we bill the
owner for the water. They have to maintain all the under ground water
facilities that are in their mobile park. This is the largest mobile
home park in the city they have about 120 trailers in the court. The
decision that they had come up with is that they pay the rate everyone
does up to 1 million gallons of water usage and then from there on the
water usage be reduced 25% and instead of being 27 1/2~ a 1000 gallons
it would be reduced down to about 21~ per 1000 gallons per meter. Nyle
Fullmer said there are three or four businesses plus the college that
use a substantial amount of water we would give them the same rate.
Anyone who uses that volume of water would get that rate. The mayor
said the college uses a much greater amount than that and their rate
goes down to 18¢. Glen Pond. ask about how many gallons of water do
they use. Richard said they use about 4 or 5 million gallons. Glen
said his question was that as we look at the drought we are not
encouraging conservation by reducing the water rate for heavy usage.
The mayor said we went over that with him and told him that some of the
people up there leave the water on all night. He is establishing water
hours. A motion was made by Nyle Fullmer and seconded by Darlene
Blackburn to give a discount rate for bulk water users. All Aye
PTA PROMOTING A DRUG FREE CAMPAIGN
The PTA are promoting a Drug Free Campaign. They talked to the mayor
about it. He had received in the mail National Red Ribbon Campaign,
October 23 - 30, 1988. It is similar to what they are doing. The
mayor told them the city would buy the red ribbons. Starting next
Monday everyone in the school would wear a red ribbon, a 2 1/2 inch
ribbon. On Wednesday they will have a program over at the Library.
They are inviting the public. They are promoting a family anonymous on
Tuesday night. It is for the families who has someone who has a drug
problem an figure out ways to help this person. The mayor will issue a
proclamation designating next week at National Red Ribbon Campaign. We
would like the city employees and council to wear a red ribbon. A
motion was made by Bruce Casper and seconded by Nyle Fullmer to give
them all the support we can. All Aye
CITY OF REXBURG, A GEM COMMUNITY
The City of Rexburg is a Gem Community. There are a number of things
we need to do. We have a book and have to go through and fill in all
the statistics. We have a committee and Brad Liljenquist is the
chairman. The county started to organize a committee and then they did
not do anything about the Gem County application. The mayor suggested
to them that we would combine. One thing that was pleasing is the
application that we made with the Department of Commerce in Boise, they
designated us as a Gem City but one that could do most of the work
ourselves. We have the expertise and the knowledge in the city to get
all this information and compile this record without any help from
anyone else. Although we can get help if we need it. After we send in
all the information we will get full recognition of a Gem City. They
are holding a special meeting in Preston. They call it Hands ON
Community Development. They will have a number of seminars. The one
our committee is interested in is a person who represents Pacific Power
& Light from Sandpoint. It will be on November 18 starting at 10:30
A.M. and lasting until the evening dinner is over which starts at 6:30
P. M.. There is a group going down and they have invited any
councilman that would like to go with them. Preston's Festival of
Lights will be featured. Pocatello Chamber of Commerce has hired a
fellow for the purpose of attracting business into Pocatello. He has
been quite successful. We are involved with the same program with
ECIPDA.
STREET LIGHTS
Bruce Casper said some people have talked to him about getting some
street lights. Mayor Porter told him and the other councilmembers to
get a list and we will have the council approve them.
PLANNING AND ZONING DISCUSSION ON REVISING PARKING FOR RENTALS
Glen Pond told the council that at Planning & Zoning we will be
discussing revising the parking for rental units. Anyone that has any
suggestions is welcome to attend the meeting.
CURBS AND GUTTER REPAIRS
While we were patching the streets, some of the curb and gutters
especially up on Rexburg Bench area, by the East Stake Center. The
water had undermined the curb, gutter and sidewalk. We talked to those
people and they agreed to pay 1/2 to replace it. The same on North 3rd
East where they have been putting in the water line. Everywhere there
has been an excavation in the street, we are going to try to get H & K
to patch those places while they are in town.
RESTRICTED PARKING ON CORNELL AVENUE
AT the last meeting we had a request for restricted parking on Cornell
Ave. He had ask Keith Peterson to let us know which side they wanted
parking. He was not able to get in touch with him. The mayor did have
the police go up and see what their suggestion was, they suggested the
parking should be on the East side. Nyle Fullmer said he talked to a
few of them and the grade goes to the west, so if they are sliding they
will slide to the west, so if there is cars parked there they will
slide into them. We need to send out a petition before we make a
decision.
OFF STREET PARKING
Glen Pond said we need to get information out to apartments about the
off street parking in from November to March. The mayor told him that
the police put notices on the cars warning them. Glen.. said we need to
put it in the paper and also in the Viking Scroll.
LID
We have been working on an Local Improvement District. Mary Smith read
the resolution declaring the city council intention of the Local
Improvement District. (copy attached) Setting a hearing November 16 at
the regular council meeting. We have sent notices to everyone affected
and will publish it in the paper. This will allow the engineers to get
the district created this fall and then we will be ready to bid it with
the 2nd East Project next spring. This will create LID 26.
CHANGES IN PERSONELL MANUAL
The mayor told the council that we held a meeting with the department
heads and made some changes with the personnel manual. If any
councilmembers have any changes let us know. We get it all done and
then bring it to get it approved.
A motion was made by Bruce Sutherland and seconded by Darlene Blackburn
to approve the bills. All Aye

1. .Develop L.I.D. for West Main, 5th South, 3rd East, Shoshone Avenue,
2nd East, and Steiner Ditch from 5th West to Main Street (see attached
map) .
2. Design and develop plans for these areas in the City to include:
A. West Main - curb, gutter, driveways and related storm drainage
B. 5th South - curb,, gutter, driveways, pavement and related storm
drainage.
C. Third East - replace eurb and gutter, remove trees, reconstruct
street from East main to 2nd South.
D. Shoshone Avenue - construct 1/2 street for 140 l.f., construct
sidewalk on Shoshone Avenue & 450 South in areas where sidewalk
does not exist.
E. 2nd East - plans ar+e complete and will be constructed by the
Idaho Transportation Department.
F. Steiner Ditch - construct a buried pipe in the Steiner Ditch from
5th West Street to Aries Drive.
3. Provide construction management, quality control and construction
surveying on Items A thru D, and F. The Idaho Transportation
Department will perform quality control, surveying and construction
management on Item E - 2nd East.

and finance various equipment through a $115,000 equipment financing
line with the Idaho First. National Bank to include the following:

The Idaho First National Bank Reference Rate is presently
at 10.00.
Down Payment & Terms far Repayment- To be negotiated for each
particular loan between the Idaho First National Bank and
Richard Horner, City Treasurer.
This $115,000 equipment financing line is committed through
7-31-89.

The City of Rexburg, City Council hereby resolves to acquire and
finance through the Idaho First National Bank, street lighting
equipment and fixtures, costing $125,338.77, for a term of 5 years at
an annual percentage rate of 8.05. The first payment of $25,338.77 will
be paid in advance, follawed by 5 annual payments of $25,078.66.
John C. Porter is autharized to sign the necessary documents on behalf
of the City of Rexburg.

The "Restore The Carousel" Committee is authorized by the City of Rexburg to
organize and restore the antique wooden horse carousel owned by the city and
located in Porter Park Rexburg, Idaho.
The Committee is authorized to collect money by fund raising, donations, work-
in-kind, and grants to accomplish the goal of restoration, repair, and security of
said carousel,
The restoration plan is to restore existing wooden horses, obtain replacements
for missing horses, restore chariots, restore sweeps and obtain replacements
for missing shields and panels, replace electrical wiring, and redo the art work,
~ repair and restore all mechanical parts, search for and acquire a Wurlitzer Band
Organ, design and build a shelter to house the carousel, and set up a
committee in perpetuity to oversee the proper supervision, care, and
maintenance of the carousel.
This antique carousel has great sentimental value to many residents of
Rexburg. ft was acquired through community involvement, and should continue
to be an object of community commitment and concern. It is an object of family
interest, an historic item of great value, and could become an even greater
value in a restored state as a tourist attraction.
