MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL
July 20, 1988

A special meeting of the City Council of the City of Rexburg, Madison
County, Idaho, held July 20, 1988, at 7:00 p.m., at the City Hall.
Present were the following: Mayor:
Councilmembers:
John C Porter
Nile Boyle
Glen Pond
Darlene Blackburn
Bruce Casper
Absent: Nile Fullmer
Bruce Sutherland
Rose Bagley,
City Clerk
Also Present: Mary Smith,
City Attorney
Richard Horner,
City Treasurer
In the excused absence of Rose Bagley, the Mayor asked Mary Smith to
take the minutes.
Representatives of the Archibald Insurance Agency met with the Council
and presented a health insurance plan (see attachment). Various points
were discussed with the company representatives and the meeting was
adjourned to reconvene after Council Meeting.
Adjourned meeting reconvened at 8:30 p.m.
Insurance proposals were discussed and also the advantages of having a
local company available to consult and handle the claims. Various
benefits offered were discussed. Moved by Bruce Casper to try Far West
and see if it would be handled through the Achibald Agnecy and if not
to go with Upper Valley Alliance. The Mayor called for a vote: Glen
Pond abstained, remianing three aye. Discussed writing a letter of
explaination of the benefits to the City employees.

A meeting of the city Council of the City of Rexburg, Madison County,
Idaho, held July 20, 1988, at 7:30 p.m., at the City Hall.
Present were the following: Mayor: John C Porter
Councilmembers: Nile Boyle
Glen Pond
Darlene Blackburn
Bruce Casper
Absent: Nile Fullmer
Bruce Sutherland
Rose Bagley,
City Clerk
Also Present: Mary Smith,
Gity Attorney
Richard Horner,
City Treasurer
A motion was made by Glen Pond and seconded by Bruce Casper to approve
the minutes of the regular meeting held July 6, 1988. All Aye.
In the excused absence of Rose Bagley the Mayor asked Mary Smith to
take the minutes.
RE: STEVE CLARK BUILDING ADDITIONAL APARTMENTS
Steve Clark attended the council meeting and said he planned to build
additional apartments. Parking and building requirements were
discussed. Councilman Glen Pond requested that the building inspector
check to see if Mr. Clark's proposals met building and parking space
requirements and that the Council make its decision after receiving the
building inspector's report. Mayor Porter said he would make and
appointment with the building inspector to review the plans.
RE: PARKING AT GOLF COURSE
Rockland Judd, a mechanic at the golf course, stated to the Council his
concern regarding the parking at the golf course and also the traffic,
that there were more people than parking spaces and loading and
unloading create a problem. The matter was discussed.
RE: COMPLAINTS ABOUT NOISE MADE AT MODEL AIRPLANE FIELD
.Kip McBride asked to be heard by the Council; that he understood people
were complaining about the noise made at the model airplane field. He
stated they were usually through by 8:00 to 9:00 p.m. and it was an
unwritten rule to keep mufflers on. The mayor said he had been called
about the noise and thought it should be discussed with the Council and
that the problem could be solved if some hours were set. The matter
was discussed. The mayor said he would have the matter investigated
and talk to some of the neighbors and try to work out some hours that
would be acceptable to all concerned.
RE: CITIZEN QUESTIONED THE FLYING OF THE MODEL AIRPLANES ON SUNDAY
Wendy Williams, who lives in the 500 block of South Fifth West, raised
the question of the model airplane flying on Sunday which should be a
quiet day. The matter was discussed. The Mayor again stated he would
see if a time could be worked out.
RE: STATE HIGHWAY/PARALLEL PARKING
The Mayor stated that the State Highway people had contacted him re
parallel parking on Main Street; that he had received a letter from the
transportation Department setting forth a detailed study and the
advantages of parallel parking on Main Street. The matter was
discussed. The Mayor requested that a copy of the letter be attached
to the minutes. The Mayor also suggested the street committee contact
the merchants on Main Street and the Chamber of Commerce and get their
views. The Council agreed.
STATE DEPARTMENT DISCUSSED REXBURG A '°GEM COMMUNITY"
The Mayor stated he received letter from Jim Hawkins of the State
Department of Commerce, stating he would like Rexburg to become a "Gem
Community" and that the City had until September 2 to make an
application. The matter was discussed. The Mayor suggested that the
City make an application. Approved by the Council.
INSPECTORS SHOULD BE EXTREMELY STRICT WITH THEIR INSPECTIONS
The Mayor stated that since the Rigby fire he had discussed with Tom
Matthews, the electrical inspector, that he should be very strict with
his electrical inspections, and also that the plumbing and building
inspectors should be very strict in their inspections. The matter was
discussed, and the Council agreed the inspectors should be very
particular and detailed in their inspections and see that all
requirements were met.
STOLEN CHECKS REPORTED- BE AWARE OF BOY TRYING TO CASH LARGE AMOUNTS
The Mayor reported that a lady had contacted him re the fact that her
son had taken some family checks ad made them ou~ for considerable
amounts and cashed them. She requested that the Mayor and Council ask
the merchants to be careful in taking the family checks for a large
amount. The matter was discussed.
ESTIMATES OF COST TO REPAIR THIRD SOUTH
The Mayor stated he had been trying. to get from contractors an estimate
of the cost to repair Third South; that as soon as they get the
estimates the Council can act on them.
THE STREET GOING TO WALTERS READY MIX WAS DISCUSSED
The street going into Walters ready Mix was discussed; that the
Department of Health had written that it had received letters regarding
the dust. The Mayor said the the City sprinkles it three times a day
in the summer; that there is no curb and gutter and only one home on
both sides of the street; that the residents along that street, at the
time Third North was paved and curb and gutter installed, did not want
to be included in the LID. The matter was discussed. It was suggested
that the Forest Service be contacted re its use of a dust retardant,
which might be helpful in this situation.
It was moved, seconded and carried the the bills be paid.
