SAFETY COMMITTEE
Bruce Sutherland said he needed to make a change in the Safety Committee.
The name suggested was Doug Thompson. He had given the name to the mayor
and he was going to call him to see if he would be willing to serve on that
committee.
PLANNING & ZONING INVITED ROD GILCREST TO GIVE A SEMINAR
Glen Pond told the council that on April 27, the Planning and Zoning have
invited Rod Gilcrest from Idaho Falls Planning and the State Planning Association
to come and give a Seminar to answer questions and give some training to the
people on the Planning Board. He invited the council members to attend the
Seminar. It will be held at 7:00 P.M. The cost per person will be $5 for materials.
He would not charge for this travel or time. We are going to invite some of
the other cities in this area to come.
PETITION ABOUT SOCCER
Nile Boyle told the council that we had received a letter and a petition about
Soccer. They would like to have the games on week nights instead of Saturday.
The council felt that would be no problem. Bruce Casper told Nile that he
had talked to Clair Boyle and he had agreed to schedule the games on week nights.
A motion was made by Bruce Sutherland and seconded by Darlene Blackburn to
approve the bills. All Aye

A motion was made by Nile Boyle and seconded by Darlene Blackburn to approve the
minutes with one correction. All Aye
BID FOR STEINER DITCH PROJECT
Mayor Porter told the council that they had a bid for the Steiner Ditch project
for $10,000. He had called Mrs. Brown from-chat area and explained it to her
and suggested to her that she get all the people involved and have a meeting
and get them to agree to pay half of the $10,000. She has arranged to have a
meeting at the Kennedy School on April 14, at 7:30 P.M. Mrs Brown ask if they
could have two years to pay, she has it figured out at about $500 each.
MEETING FOR ALL CITIES & COUNTIES 1N 7TH DISTRICT/JUVENILLE DETENTION CENTER
Tommorrow in Idaho Falls at 1:30 P.f~l. there is a meeting that is going to be held
for all the cities and counties in the 7th district to discuss the construction and
the operation of the Juvenille Detention Center, that will be built at the youth
center. The Legislature appropriated about $125,000 or $130,000 to finish one of
those buildings .up there. The legislature want the cities and counties to come
down to Idaho Falls so they can discuss the daily costs of incarcerating a juvenille
in the center. It will probably be about $75 a day, if they have twelve in there.
If there are more the cost Mill go down.
GROUND BREA~:ING OFR WESTMARK CREDIT UNION
On April 12 at 2:00 P.M. there will be a ground breaking for the Westmark Credit
Union.
OBSERVANCE OF ARBER DAY- PLANTING TREES
The mayor said he had talked to Jim Long and Bruce Sutherland about having an
observance of Artier Day, on the last Friday in April. Jack Van Houten wants
to plant some trees at the Com~,.unity park Jim Long gat a plan of the park and he
will get it platted. We will plant trees just inside the fence and also in the
playground area. They suggested that we get the service clubs to plant one or
two trees and put a little marker by them. He had talked to the principal and he
thinks the school would like to participate. We have lost some trees at Porter
Park and also at Smith Park. It would ba a good idea to plant some new trees
at those parks. The schools could plant trees on the school grounds. Glen
Pond ask about planting some trees on 5th West by the industrial area. The
council talked about the mess behind the old Porter Building on East Main.
They felt it should be cleaned up. Bruce Sutherland suggested that if we plant
trees in the industrial area we should decide on a budget and get in and correlate
it with the 2nd East project. Jim Long said the college had some Blue Spruce
we could have.
BUILDING BENCHES AT THE COMP~IUNITY PARK
Jack Van Houten told the council that the Ladies Soft Ball League ask him if he would
build benches instead of dugouts. We don't have any dugouts at community park,
and they would like some benchs. They have given money to plant trees with two
years in a row. He had ask them if he could spend that money on benchs and they
agreed. It will cost the city some money also. We will make the benchs. Bryce
will do all the iron work and Jack would set the wood on them. The concrete would
be the biggest expense. They mayor said there was a fellow wanting an Eagle project
and he had suggested that after we get the welding and frame work done on the benchs
he could bolt the planks on and paint the benchs. Nile Boyle said a couple of Eagle
scouts wanted to do some down in the Park Street Park. The mayor said we can get some
iron from the INEL sight.
PROPOSAL TO MOVE PARK CONCESSION STAND/REPLACE WITEI ICE SHAKE & VENDING P=1ACHINES
fdile Boyle said he had a proposal that the concession stand has not been a very good
deal. They want to move the concession stand over to the pump house and use it to
store stuff in for the parks. Last year Dennis Brown and his boys-had an Ice Shake
and they wanted to move it in the area where the concession stand was. He wants to
use it for a few years while his kids are young and then sign an agreement that he
would donate it to the city after 6 years. We vdould put vending machines in
for candy and pop.

PLANS TO FIX UP RESTROOMS AT PARKS
Nile Boyle announced that the are planning on fixing up the restroom this year.
The mayor suggested we go down to Rigby to the State Highway Department and get
their plans on fixtures and everything they use on the new rest areas. They are
going to cinder block the windows up. There will be a heavy cast iron ventilation.
They are going to check on the cost of the hand drying bhi~wers instead of towels.
Jack Van Houten told the council they had cut out a lot of the trees so you could
see the restrooms from the street: We will put lights on each corner of that
building and they will be on and it will keep the kids from congregating down in
that end of the park.
PATROLLING PARK
The mayor said they would like to find a retired person that would partol the park
from 10:00 P.M. to 2:00 A.M. That seems to be when the damage is done.
AGREEMENT BETWEEN CITY & COLLEGE POLICE
Tom Lehman form the Ricks College Police was at the meeting to get the agreement
with the City and College Police signed. We have had an agreement with the college
police to use their Law Enforcement people up there. They are sworn in as out police
officers, with the duty of patrolling the campus. If there is any need for add-
itional officers, our police force call on them. Two or three years ago we added
a paragraph or two to the agreement so we could become certified police officers.
But now we don't need the extra paragraphs we added. So the city police, college
police, city attorney and college attorney have gone over the agreement and updated
it and want us to approve it. A motion was made by Nyle Boyle a;~d seconded by
Bruce Casper to adopt the resolution. All Aye
POTATO TRUCK ACCIDENT ON MILLHOLLOW
Nyle asked Bruce to discuss the portato truck accident on Millhollow while Blair
was at the meeting. Bruce said they didn't discuss the accident too much at the
safety meeting, until they had a police report and were directed from the council
to do so. They did bring up ~~me points. The mayor said he thought there should
be some kind of a barricade because this is the second time this has happened.
Blair Siepert said that the report indicated that it was probably a brake failure.
He said they had information that the owners of the truck had knowledge of the
condition of the truck and the driver was not accustomed to truck driving. He
said he .really didn't have the answer. If we shut it down to trucks, it would
force them to other areas. The speed factor was discussed. Glen Pond asked
about the land on the other side of the gully that Richard Smith offered for a
road. The county doesn't want to put the money into the road. It was turned over
to the Safety Committee.
SAFETY COMMITTEE REPORT
Bruce Sutherland reported on the Safety Committee meeting. They are still looking
at the Junior High crossing and have asked for an opinion from Blair Siepert about
putting in a left hand turning lane. In order to do that they would have to take
out all the diagonal parking form the corner of Center Street to the corner of
lst West. They did not think that could be done. Chief Siepert wrote a letter to
the Safety Committee stating the reasons he would not recommend the center lane.
1. Establishing a center turn lane would eliminate some angle parking along
both sides of the street. The business community of the downtown area has
expressed strong resentment to eliminate any parking from in front of their
businesses. I'm personally in favor of having a center left turn at all in-
tersections on Main Street, but have not had support from the businesses.
2. I believe that a left center turn at only the one area would be confusing to
motorists and may create more of a hazard that it~~aauld do good. Consideration
would also have to be given to the fact that the highway markings would be
covered with snow and ice for two or three months of the school year.
3. Although it is unfortunate to have the Junior High located on ~1ain Street,
the department does not show a high accident rate at that location and I
cannot remember of a traffic accident involving a school bus.
Bruce said they are now looking at some different alternatives. They do feel that
the entrance to Rexburg on 4th South from 5th West to 1st West needs to have the
city put in a turning lane., The road is wide enough. There is a lot of turning
traffic. Bruce said they would like a uniform speed limit along 5th West to the
Erickson Dugway.

HANDICAPPED PARKING
Handicapped parking was discussed. They thought we should have 2 Handicapped Parking
places on Main Street. The mayor said that in Legislation, they passed a bill that
you count the parking and take a certain percentage for Handicapped Parking. Bruce
said they want one in each of the parking lots down town.
STUDENT HOUSING
The mayor told the council that the student housing wants to meet at 8:00 A.M.
tomorrow about the inspections.
CROSSWALK PAINTING
The mayor said he had talked to Farrell about the crosswalk painting and suggested
that we get plastic paint like the Hiway uses.
RICKS COLLEGE WANTS CITY TO PUT FLOAT IN 88'S HOMECOMING PARADE
Ricks College Centennial is next fall and they want the City to put a float in the
Homecoming Parade.
PROBLEMS WITH CABLE COP~1PANY
Nyle Fullmer said he had received some calls about Cable Co. having left a mess when
they put their new addition on their building.
A motion was made by Bruce Casper and seconded by Nile Boyle to approve the bills.
