COLLEGE SECURITY AND CITY OF REXBURG POLICE DEPARTMENT
Ricks College and the Police Department have been reviewing the agreement that we have
with the college security and the city of Rexburg, so when ever there is an emergency
or they are needed, the college security can help the police. It has been quite a
while since the agreement has been reviewed and they felt there were some things that
had been added that they no linger needed and there was a question about liability.
Tom Leman and Blair went over the agreement and made the changes they thought were
needed.. Tom took it down to Mary Smith and she went over it and made some changes.?
Now the college attorney is going to go over it. The mayor gave the copies to Bruce
Casper and ask him if the police committee would go over it.
EXECUTIVE SESSION TO DISCUSS THE LAW SUIT
They mayor stated that the council needed to go into an executive session to discuss
the law suit.
A motion was made by Bruce Sutherland and seconded by fdile Boyle to pay the bills.

A motion was amde by Glen Pond and seconded by Bruce Casper to approve the minutes.

fy1ayor Porter was excused because he was out of town.
REQUEST FOR HAfJDICAPPED PARKING IN FRONT OF OFFICE ON 22 COLLEGE AVENUE
Hank Ashbey, Physical Therapist, was at the meeting to request Handicapped Parkding
in front of his office at 22 College Aveune. He told the council that the parking is
not the best. There is a two hour parking on the street. The people that have
apartments are wise to the parking. They park there at night, from 6:00 P.M. to
8:00 A.M. and the officers don't come back to check the parking until 10:00 A.f~l.
It is not very difficult to look out the window and get the route of the officer that
checks cars. The cars are usually okay until noon. It is difficult to get the people
in and out of my business who are handicapped. The officer is quite lenient and the
people take advantage of it. Glen Pond said the downtown section is probably the only
section that doesn't have Handicapped Parking. We should grant the Handicapped Parking
and have the-Safety Committee look at other streets in the downtown area, A motion
was made by Glen Pond and seconded by Bruce Sutherland to grant the Handicapped Parking.

The safety committee did not meet.
BUSINESS LICENSE TO SE=~:L MARINE FISH
f~larion Mallard was at the meeting to request a Business License to sell Marine Fish.
They would purchase the fish and fly them here and put them in a holding tank at
home. We would se71 them over the phone and deliver them. People would not come to
our home to purchase the fish. The council discussed it and Nile Boyle told her
as long as she did not have any traffic coming to her home and the neighbors did not
have any problem ~~ith it, she could go ahead and sell the fish. Mrs. Mallard said
she lived in the Millhollow Trailer Court. She was instructed to come to the City
Hall and purchase a business license.
CONTRACT FROh1 THE POWER COMPANY
Glen Pond told the council that the State Highway Department need to contract from
the power company to know we have entered an agreement with the city to receive
power from them. He had talked to the power company and they indicated that they
would provide an agreement with us that the city is willing to except our service..
RESOLUTION FOR THE MAYOR & CITY CLERK TO SIGN SAID ELECTRICAL AGREEMENT
Glen Pond introduced the following Resolution:
WHEREAS, the Utah Power & Light Company submitted its Electric Service Agreement
to the City of Rexburg as its customer, such agreement being dated March 16, 1988,
and providing for electric service for the City's signal Light operation at or near
Rexburg under the provisions of the company's Tariff Schedule No. 23, and for the
term of ten years together with other provisions set forth in said contract.
NOW THEREFORE, be it resolved that.}~e Mayor and City Clerk be and they are hereby
authorized to sign said Electric Service Agreement on behalf of the City of
Rexburg, Idaho. A motion was made by Glen Pond for the City to accept the
resolution and authorize the Mayor to sign the agreement. Seconded by Bruce
Sutherland. All Aye
CLASSES ON ECONOMIC DEVELOPMEPJT
Nile Boyle said he got a call yesterday from Utah Power & Light. They are going
to bring in someone to give some classes on Ecomonic Development. They will be
held with the Chamber of Commerce. They would like to invite the mayor and City
Council. The first one will be held at Rudd & Dabell office. They will be held on
Wednesday nights on the 23rd, 30th, 6th, and 13th at 7:00 P.M. There will be
four training sessions teaching what to do and how to enter into the Ecomonic
Development. If you want to go let Nile know.
COMPLAINT ABOUT NEWSPAPERS IN ORANGE PLASTIC BAGS
Nile Boyle said he had a complaint about the newspapers that are being taken around
to the houses in the orange plastic bags. They throw them on the sidewalk or in
the driveway. They are becoming a littering problem. He ask the clerk to find
out who is delivering them and talk to them about it.
CLEAN UP ON PROPERTY AT 453 SOUTH YELLOWSTONE/SMALL BUSINESS ADMINISTRATION
Mary Smith told the council s:he had checked to see who owned the property at
453 South Yellowstone to tell them they would have to clean the property up,
and found out it was owned by the Small Business Administration. She had called the
administrator in Bosie and told him wi~at a terrible mess the lot is. One of the
fellows in the office called me back and ask if the city would clean it up for
them, and sent them a bill. They wanted Mary to let them know how much it would cost.
The council ask the clerk to have Farrell Davidson to go down and give Mary an
estimate on how much it would cost for the city to clean the lot up.
BEER LICENSES
Nile Boyle read a beer license for C & D Texaco. They had been granted a license
at the first of the year but the business has changed hands. The business is
owned by Dean Birch.
A motion was made by Darlene Blackburn and seconded by Bruce Sutherlnad to approve
the beer license.

SAFETY COMMITTEE
Bruce Sutherland said he needed to make a change in the Safety Committee.
The name suggested was Doug Thompson. He had given the name to the mayor
and he was going to call him to see if he vrould be willing to serve on that
committee.
PLANNING & ZONING INVITED ROD GILCREST TO GIVE A SEMINAR
Glen Pond told the council that on April 27, the Planning and Zoning have
invited Rod Gilcrest from Idaho Falls Planning and the State Planning Association
to come and give a Seminar to answer questions and give some training to the
people on the Planning Board. He invited the council members to attend the
Seminar. It will be held at 7:00 P.M. The cost per person will be $5 for materials.
He would not charge for this travel or time. We are going to invite some of
the other cities in this area to come.
PETITION ABOUT SOCCER
Nile Boyle .told the council that we had received a letter and a petition about
Soccer. They would like to have the games on week nights instead of Saturday.
The council felt that would be no problem. Bruce Casper told Nile that he
had talked to Clair Boyle and he had agreed to schedule the games on week nights.
A motion was made by Bruce Sutherland and seconded by Darlene Blackburn to
approve the bills. All Aye
