PROGRAM FOR THE EMPLOYEES WITH THE RAQUETBALL CLUB
Mayor Porter said at the last meeting we discussed a program for the employees with
the Raquetball Club. Mike Vickers was at the meeting to make a presentation.
Mr. Vickers said he had been talking to Keith Steiner at the hospital. He has
put togather a package where we can test the employees. Then we could put them on
a program, bring them back in, and test them again. This would be like a 6 month
program. He presented four options to the city.
1. Racquetball Club pays $5.00
Employee pays $25.00
Employee may receive 1 month free with electronic payment plan.
2. Racquetball Club pays $5.00
City pays $5.00
Employee pays $20.00
3. Racquetball Club pays $5.00
City pays $25.00 each. month
4. Racquetball club pays $10.00
City pays $20.00
This option requires that ~1~.1 monies be pre-paid for the year in advance.
On all 4 options, the employee's spouse or family could join the club at the low
rate of $15 for the spouse or $25 for the family. The employee would pay for the
spouse or family.
The mayor suggested that we have a meeting with the employee and go over the options.
We would have a problem in paying too much of it, because our budget is already
set. The mayor said he would be in favor of #2. It could be set up on a monthly
payment, also set up an account for the employees themselves. The hospital would
do the testing for $28.00. Th~~ Racquetball Club would kick in $4.00 and the city
kick in $4.00 and it would cost the employee $20.00, Mr. Vickers suggested. Nile
Boyle suggested that the insurance would pay part of the tests. They are open
from 6:00 A.M. to 11:00 P.M.
Nyle Fullmer suggested that the city have an incentive program for those that use
it. Nile Boyle said where the police and firemen both have to pass a physical
each year they might do it, he wasn't sure about the other employees.
RISERS FOR THE TABERNACLE
The mayor said from time to time when we have events over to the tabernacle, we
have borrowed risers from the college. Mrs. White told the mayor that Chris
Mix has some risers to sell. He had Farrell go look at them he estimated that
the cost to build them would be a~iout $800 to $1000 and they want to sell them
for $400. The mayor recommended that we get them for programs. The council
questioned that they be big enough. The mayor said we would check it out. The
council agreed to go ahead if they are suitable.

SUN CITY SUNBIRD REPRESENTATIVE
ax a e was a e mee ing o give a Sun City Slide Presentation. Mr. Wade explained
that last summer they were approached in our housholders association meeting by a Sunbird
representative. He said, I love Rexburg and you have a lot to offer, but I think you are
getting a little bit lax. He had a lot of brochures and news clippings from other com-
munities. Rexburg needs to do something to make them know that they are interested in
having them come up here. They got together as a housholders organization, and met with
the Chamber of Commerce and they told us they would be willing to work with us on it.
They put together a program with a lot of people. The college put together the slide
presentation. They helped print up the brochures. (passing them out to the council)
A lot of the businesses in Rexburg donated cash and door prizes. We gave the door prizes
out down there. It make more people want to get involved and interested in it.
We felt good about the effort that was put into it. The problem the had was raising
money to take care of putting a program like this together. We assessed the housholders
association per apartment, and the chamber came through and helped us with $2800. The
total budget was about $7000. We put on three presentations while we were in Arizona.
If there is anyway possible for the city to help they would appreciate it.
SCOUTS AT THE MEETING
The mayor had the scouts introduce themselves.
SUN CITY PRESENTATION
PJyle Fullmer said he was impressed on the presentation, and thought the council should
get behind them a1d support them, and if possible financially help support them. Next
year it would be helpful if some of the council could go down to help back the program.
Max Wade said they still lack about $600 of paying for the program.
COUNCIL WENT TO THE HIGHWAY HEADQUARTERS WITH FORSGREN AND PERKINS FOR A DESIGN ON 2ND EAST
The mayor told the council that on Tuesday he went down to Rigby to the Highway headquarters
along with the engineers from Forsgren and Perkins fora design review for 2nd East
Street. The plans are sent to Boise where they make notes on the plans, and then
they are sent back to the Rigby office and the engineers down there go through every-
thing. Then the project engineers and a representative of the city, went through the
entire thing and answer any questions. I need to check with the council to get their
input.
1. The state suggested around all of the manholes, instead of having the regular
oil, the engineer will be required to put concrete around the manholes. The mayor
told them we would agree to that.
2. The other problem was the handicapped ramps at all the intersections. In order to
get the street width cut down onti~e two blocks, the new sidewalks will only be
5 feet wide. The mayor and engineers suggested that in the intersecions, that we
have curb clear out from the sidewalk all filled with cement in a square at each
intersection. They said that would be okay.
3. We need to make a decision on stripping.. They suggested that at all crosswalks
it be plastic. There isn't as much up keep with it. It would part of the project,
so we would be paying only 5% of the cost.
4. They suggested that from Main Street to 14th South, we have a double yellow line
in the middle of the street, and sya that there could be no passing. We don't want
anyone to go over 25 mph through the three blocks of residential. They felt that the
street would be much safer. The mayor said that in the hearings one concern we had was
the kids were always crossing that line to get in their driveway. The mayor said they
would allow crossing to go in or out of your driveway.
Nyle Fullmer said he thought that past the old water tower where it starts to 35 mph,

we should consider regular strips there, because there is some farm equipment
moving up along there, and we need to give the residents away to get around them,
The mayor thought that would be a good idea.
5. One problem is the crosswalks we have up at the student housing. The state
safety man explained the legal problems we have. Whenever the city establishes
a crosswalk in the middle of the block we have to paint it and sign it. In the
winter time if the snow covers it all up, we have to go up there and do something
to let people know there is a crosswalk, because we would be liable for any accidents.
In an intersection where everyone knows there is a crosswalk, there are laws the
courts have ruled that the city liability is not as great. They suggested that
where ever there isn't an intersection we have no crosswalk.
The mayor said that by the time this was all okayed the plans for the light, would
be ahead of these plans. The other problem they had is on the trees, they still
think that maples spread out too much. He told them he would get our tree committee
to work on it.
Within 30 days we will have the plans and appriasals in and be ready to go in April.
So by the June 1 deadline we can at least do the south. half.
OFF CAMPUS HOUSING
The mayor told the council that we neet with the representatives of the Off Campus
Housing and the representatives to the college. We discussed the need for the city
to make an annual inspection, of all student apartments and all other apartments.
We fixed up an inspection form that the inspectors would use when doing the inspections.
The main purpose is to insure that all fire codes and all safety codes are being
met. The inspectors would likd. for Fire Safety: (1) Smoke Detectors, (2) Fire
Extinguishers, (3) Handrails (where required) (4) Ventilation (operable windows
in sleeping rooms & fans in bathrooms, (5) ventilation for storage rooms. This
would make sure they are living up to safety codes. While they are making the
inspection they will also make note of some repairs that need to be made. The
parking lots would be checked to make sure they have been paved and stripped.
After the city makes this inspection they will send a copy to the college and the
apartment owner. Between the city and the college we will see that those things are
taken care of. The apartment owner may loose his creditation for housing students.
During this last winter we have had parents of students who have called up about
repairs and conditions of some of the student housing units. The college has had
some complaints. Some of the things that are in the national safety code, we will
give them 30 days to be in compliance. It will cost the city some money to make
the inspections. The off campus housing is going to have a meeting and discuss
the problem and then come to the council with a suggestion for a fee to cover the
cost of the inspection. Then we will have Mary draft an ordinance on the inspection
and fees. The mayor said we would make an inspection wherever there is students,
but on a public duplex rental unit for a family we don't t6~ink that has to be
inspected.
STATE HIGH4~AY DEPARTP~IEPJT- CLEANUP
The mayor said he had received a letter from the State Highway Department a,nd they
want to continue the same cleanup program that they had last year, This will be
during the week of May 1-7, the actual cleanup day will be Saturday May 7. They
suggest that the city call a meeting of all service clubs and anyone they can
think of to get it organized so we can do a good job this year. There will be
some T.U. spots.
RAQUET BALL CLUBS OFFER
The mayor told the council that they had a meeting with the employees regarding
the offer made by the Raquet Ball Club. Nyle Fullmer finally talked them into
that the city would pay $5 or their monthly fee and the Raquet Ball Club would
deduct $5 and then for a family they would deduct another $5. Most of the employees
would like to participate but did not think they could afford it. Nyle suggested
that they make it for a 3 month peroid to see if they like it. They did give all
the employees a free pass, so they could go over and use it and see what it is like.
SAFETY COMMITTEE
Glen Pond, said he had been approached several times on Main Street. At one
time we talked about the double lines and not crossing over. Have you made a
determination of what we are going to do there. The safety committee was .going
to discuss that, but Bruce Sutherland was not at the meeting to report.

4-WAY STOP SIGN ON VIKING DRIVE
Bruce Casper discussed the 4-way stop sign on Viking Drive. We need to have a
safety study on that.
A motion was made by Glen Pond to approve the bills, seconded by Bruce Casper.

Mayor Porter told the council that Mary Smith was excused because of illness, and
Darlene Blackburn was excused because she was out of town.
A motion was made by Nyle Fullmer and seconded by Glen Pond to approve the minutes.

LEONARD LENNING REQUESTED A BUSINESS LICENSE FOR MOBILE LUNCH TRUCK
Leonard Lenning was at the meeting to request a business license for a mobile lunch
truck. At the present he has a catering truck in Idaho Falls. He said he wanted to
have two trucks in Rexburg. Ther operation is clean. They operate at the curb or at the
business or the school. They would have hot food and cold sandwichs. They stay about 15
minutes at a stop. They would clean up all the litter. Nyle never had a need for it in
the past. He did have liability insurance on the truck. The council felt that there
would be no problem, he would need to come to the council to let them know where he planned
on parking. The mayor told him we would check with the different places that the catering
truck that we had issued a license last year had stopped to see if they felt okay .
about it and let him know at the next meeting.
SCOUTS
The mayor acknowledged the scouts that were at the meeting, from the 14th and 12th
wards.
SAFETY COMMITTEE ABOUT TURNING .ACROSS THE DOUBLE LINE
Bruce Sutherland told the council that the Safety Committee did not meet at their
regular meeting. The mayor said he talked to the Chief of Police about the problem
we have with the turning across the double line at the Junior High School and by the
courthouse, and they think we should leave it like it is, because if we change the
