She had her fence run over and tires slashed. She lives across from Taco Time. The mayor said the only thing she could do is report it to the police. A motion was made by Nyle Fullmer and seconded by Darlene Blackburn to pay the bills. All Aye Meeting Adjourned ,~ ~ i Rose Bagley, City C MINUTES OF THE CITY February 3, Joh ayor State of Idhao) County of Madison( City of Rexburg) COUNCIL MEETING 1988 A meeting of the City Council for the City of Rexburg, Madison County, held February 3, 1988, at the City Hall. Present were the following: Mayor: John C Porter Councilman: Glen Pond Bruce Casper Nile Boyle Nyle Fullmer Bruce Sutherland Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, Treasurer A motion was made by Nile Boyle and seconded by Bruce Casper to approve the minutes. All Aye STATE HIGHWAY DEPARTMENT PROJECT 2ND EAST Le Roy Meyers form the State Highway Department was at the meeting. P~lr. Meyers said he had talked to Keith Green, State Highway Administrator in Boise. He said to tell you to get the project in as quick as you can. On~:the Urban program, the projects they have on~.the schedule this year are slow coming in. He said he would cooperate to get the job done as soon as we can. We are in afoot race, whoever gets the job in first. The transportation board put the 2nd East project on the schedule for FY98. The first of June if the other jobs aren't in, he would do his best to fund it in FY88. Or it would be first on the list, for FY89. In talking to Clint- it looked like we couldn't open bids until about the 1st of September of this year, and it would take another month to process the contract. That would be late to start the project. It would be in good shape to go early next year. ;die get information back from Boise and there was some concern that Senator Mark Ricks was concerned about; the design on the South end. The mayor said he talked to him yesterday, and he would like to see it that way, but understood that it was impossible. His big concern is to get it done. The h1ayor had suggested to Senator Mark Ricks that vre split the project.... The problem we have is vre are involved with LID's that we are going to tie in with the curb and gutter and sidewalk on this project. They are all set for this summer. We could do the south half this summer and the other half next summer. Mr. Meyers said he understood the right-a-way process is taking time. The mayor he talked to Clint, and the one man vrho can be put up in 40 days, his bid is $500 more than the one that can be up here in 60 days. The mayor had agreed that the city could pay the difference. Clint had checked with them to see if they could get up here in 30 days, but they would have to check it out, and call back. Mr. Meyers said if the project is ,split, it would put the city in a 1 ~ ~~ negative balance on the urban. We are afraid you couldn't get the second portion going until you got into a positive balance, which might be three years or so. The mayor said he had a letter from the state in November 1985, it said we have $1,767,000 in 1985. You would have a hard time to convince me that by splitting it, we would have to cut back when the total job is only going to be a little over $2,000.000. f~1r. Meyers said it does take extra work to split it and it does disrupt things on the street two years in a row. The council told him we would rather get it done in one year. The mayor told him that the south end is falling apart. Per. Meyers said this is such a large project it will take 77% of the state urban program. Nile Boyle ask if we could get the right-a-way solved so we could do it this year. The earliest it would be was the 10th of March before we could get an appraisal done, and then it takes 3 or 4 days to get it approved. We would negotiate with the property owners about the 16th of March. We would be looking at the end of March, 1st of April before we would get the right-a-way. Mr. Meyers said the design has to be reviewed over in Boise, before the contractor starts. Bruce Sutherland ask what section do we still need to get the right- away. Clint told him it was the south end, 32 acres from the Mrcle of the Farms and from Senator Ricks because of his sprinkler is conflicting. We have to get a little over an acre from Darrell Neville for the detention pond. The mayor said he thought the only problem would be Neville. Nile Boyle ask if everything falls into pl.ac:e maybe construction could start in June. Clint Kingsford said the construction For the whole project would take four months. If we do half it would take two months. fJil~ ask what the statis of the stop light was. Mr. Meyers said it was designed and ready to do, under the same contract. Mr. Meyers said he did not know if there was a guarentee on funds, it is easier to slip in. Nile Boyle said his first choice would be to do the whole thing this year, but if we can't he would like to do the south half this year unless it would put the 2nd half off for twp or three years. Nyle Fullmer said he'd like to see us do whatever we have to do to get it ready this year, but doesn't want us to go throught construction all through the middle of the winter. C The mayor said he would like to go full speed ahead, and try to get everyghing ready as fast as we can. The mayor ask about the condemnation process. For example on t~~ Neville property, if he says he won't sell it to us. Mr. Meyers siad once we make the appraisal you make him an offer, and if he rufuses, the council can offer a little more and if he still says no, you can file with the court. That would slow it up another two months. Clint Kingsford told the council that the final review for the plans is scheduled for February 16, if anyone would like to attend. OFF CAf~iPUS HOUSING INSPECTIONS The mayor discussed the Off Campus Housing inspections. He said that should not be for just student housing, it should be for all apartments. PLANNING & ZONING Glen Pond reported form Planning & Zoning. The P & Z had a question that if we got involved with the college that we would be obligated to do it for every apartment. He had told them that it was a request the college was making of us, that they wanted our inspector there along with theirs. The mayor said we should probably make an in- spection of all apartments anyway. The council discussed the parking on lawns, and ask the clerk to check with the police to see if they are checking on them and issue situations. STUDENT PARKING LOTS Glen ask if the police had made a survey to see if the student parking lots were full. They would like to have that done. PLAfJfJING & ZONING CONCERNED ABOUT CLARK APARTMENTS Glen reported that the Planning & Zoning was concerned about the Clarks Apartments. The front of the apartments needs to be gleaned up and the parking lot needs to be finished. He ask-the city attorney to write a letter to him, and tell him that in the spring it needs to be cleaned up. PLANNING & ZONING RECOMMENDED THE INSPECTION FEE FOR BUSINESS LICENSES BE RAISED He said the Planning & Zoning recommended that the inspection fee with the Business License be raised to $20.00. i v ,! _, C 1 PROGRAM FOR THE EMPLOYEES WITH THE RAQUETBALL CLUB Mayor Porter said at the last meeting we discussed a program for the employees with the Raquetball Club. Mike Vickers was at the meeting to make a presentation. Mr. Vickers said he had been talking to Keith Steiner at the hospital. He has put togather a package where we can test the employees. Then we could put them on a program, bring them back in, and test them again. This would be like a 6 month program. He presented four options to the city. 1. Racquetball Club pays $5.00 Employee pays $25.00 Employee may receive 1 month free with electronic payment plan 2. Racquetball Club pays $5.00 City pays $5.00 Employee pays $20.00 3. Racquetball Club pays $5.00 City pays $25.00 each month 4. Racquetball club pays $10.00 City pays $20.00 This option requires that ~l~.l monies be pre-paid for the year in advance. On all 4 options, the employee's spouse or family could join the club at the low rate of $15 for the spouse or $25 for the family. The employee would pay for the spouse or family. The mayor suggested that we have a meeting with the employee and go over the options. We would have a problem in paying too much of it, because our budget is already set. The mayor said he would be in favor of #2. It could be set up on a monthly payment, also set up an account for the employees themselves. The hospital would do the testing for $28.00. Th~~ Racquetball Club would kick in $4.00 and the city kick in $4.00 and it would cost the employee $2.0.00, Mr. Vickers suggested. Nile Boyle suggested that the insurance would pay part of the tests. They are open from 6:00 A.M. to 11:00 P.M. Nyle Fullmer suggested that the city have an incentive program for those that use it. Nile Boyle said where the police and firemen both have to pass a physical each year they might do it, he wasn't sure about the other employees. RISERS FOR THE TABERNACLE The mayor said from time to time when we have events over to the tabernacle, we have borrowed risers from the college. Mrs. White told the mayor that Chris Mix has some risers to sell. He had Farrell go look at them he estimated that the cost to build them would be about $800 to $1000 and they want to sell them for $400. The mayor recommended that we get them for programs. The council questioned that they be big enough. The mayor said we would check it out. The council agreed to go ahead if they are suitable. Nile Boyle made a motion to pay the bills, seconded by Nyle Fullmer.
