HomeMy WebLinkAbout1988.01.06 CITY COUNCIL MINUTESREQUEST FROM THE SCHOOL DISTRICT TO PUT AN ANTENNA ON THE WATER TOWER I~ The mayor told the council that we have had a request from the School District to let the school put an antenna onthe water tower. They have had trouble reaching the school buses out at the South end of the county. After the mayor had received the request, he had DeLynn Edstrom talk to the people at Teton Communications and they recommended having antennas of different heights up there because what they would do is override our radio. They also said that we had a problem up there with our radio tower with everyone using it. After the flood the city constructed that building on city property, the county paid for half of the cost of construction of the building. It was agreed that the city would operate the building and Tom Matthews would be in charge of it. The county road, the civil defense and the city would sue it. Ohter people have put their equipment in there. The School District, the Fire Department, and Madison Memorial Hospital have now put their equipment in there as well as Road and Bridge. That would eliminate a lot of our problems. They also suggested that if" we wanted to we could go 20 feet up on the tower and that would increase our output by 5 miles. That would probably give the Senior Citizens bus full use of it. The mayor suggested that right after the first of the year we get in touch with all of the users and have a meeting and have Teton Communications come to it and get it all straightened out. The council agreed. LIGHT ON 5TH WEST AND MAIN Mayor Porter read a letter from the School District commending the Street Crews on the good job they did on the snow removal on the recent snow storm. MAYOR MEETS WITH THE DEPARTMENT OF COMMERSE The mayor told the council that last Wednesday Jeff Sommer and he had gone to Boise to meet with the Department of Commerce to ask for a preliminary approval for some money from the Block Grant that could be used to help with remodeling of a building that maybe selected by a compnay that is coming in here to establish timeselves. The name of it is Telemarketing. The money can be used to remodel a building for a new business to come into the community if it will give employment to low income people. They locate in areas where there are colleges and us the students to work in the company. We made the presentation and we received over 500 points in the grant program. They have now invited us to apply for a grant. It will employ 45 people in shifts of 4 hours each. They are looking at 4 buildings in town. All Aye SWEARING IN OF NEW COUNCIL MEMBERS The mayor stated that the business of the old council had now been taken care of. The next' item on the agenda is to swear in the new councilmembers, Darlene Blackburn, Nyle C Fullmer, and Glen Pond. h1ayor Porter read the oath and had the new council- members repeat the oath and sign them. Thus officially swearing in the new councilmembers. PLAQUE PRESENTED TO SAfdDER CARSON The mayor showed a plaque he had to present to Sander Larson who had served on the council for eight years. Sander was not able to attned the meeting. SCOUTS The mayor recognized the Scout Troups that were present at the meeting. COUNTY ATTORNEY AT MEETING Dale Thomson, County Attorney, was at the meeting to observe the swearing in of the councilmembers. All Aye 1 RENAME NILE BOYLE AS PRESIDENT OF CITY COUNCIL A motion was made by Darlene Blackburn and seconded by Glen Pone' to re-name Nile Boyle as President of the City Council seconded by Glen Pond. All Aye STATE INSURANCE FUND We have received from the State Insurance Fund and annual dividend for $27,364. PEDESTRIAN CROSSWALK BY MADISON JUfdOIR HIGH SCHOOL The mayor said we received a letter from School D,i~trict; 321, stating that there had been two pedestrian accidents at the crossings by the Junior High on 1st West and Main, involving students. Both of these accidnts took place in the pedestrian crosswalk. They stated that years ago there was a traffic light at that intersection and it was taken out by the state. They ask that we refer this problem to the traffic safety committee, to see if there is a need for somekind of traffic control at the inter- section. The mayor had received a report from the police of the accident. The police know of only one accident. Nile Boyle said he had seen both accidents and in both cases it had been the fault of the kids. He said we have this problem all over town with pedestrians. He said they have not had a crossing guard there for about two years. The mayor said he would turn it over to the safety committee, he didn't think there was any way we could get a traffic light there. Glen Pond ask if we could put the crossing gaurd at Main and 5th west at that crossing. The mayor said they had okayed the share for three crosswalk guards. REQUEST FOR A TRUNING LANE BY JUNIOR HIGH SCHOOL Bruce Casper ask if we could have a turning lane by the Junior High. The council dis- cussed it. It needs to be sanded right there. The parking right along there would have to be changed to parallel parking for that part of the block. The mayor ask Bruce Sutherland to take it up with the Safety Committee and then refer the reccommendation to the State Highway. UNDERGROUND WALKWAY Mayor Porter said he had a plan for an underground walkway on 4th South from a Mr. Wakely. PUBLIC HEARING FOR A SPECIAL USE PERMIT 8:00 P.M. Public Hearing for a Special Use Permit at 24 East 1st South to allow a Craft Shop. A petition had been taken around to everyone within 300 feet, and there. was no objection. No one was at the meeting to protest. Dana & Kay Miller were at the meeting. The conditions for the Special Use permit are: 1. That no signs or advertising will be permitted on the premises, except for a small sign on the building. 2. In the event the property is sold or has other occupants, this Special Use Permit shall terminate. (Notice of Hearing on File) A motion was made by Nile Boyle to grant the Special Use Permit, seconded by Bruce Casper. All Aye QUESTIONAIRE FOR A SURVEY GROUP The mayor said he had been filling out a questionaire for a survey group that is trying to find out how things were inthe cities across the United States. One question was do you feel that the operation of your city has improved in the last year. The mayor had answered yes. It also ask it we expected it to continue and he had also answered yes. He felt that our employees are more experienced now, and. doing a better job. REVIEW OF PAST YEAR The mayor reviewed the things that we had done the past year. He said that this coming year we would be ready to go to bid with the 2nd East Project. We will probably get half of the project this year. He proposed that we do the south half. Another project is to close the Steiner Ditch. The LID proposals are out to be done this year. The Nursing Home will be finished and they will start hiring people. NURSING HOME SIGN On the corner of 2nd West and 7th South, it slopes off quite steep. The nursing home would like to put an attractive sign just back of the sidewalk in the city right-a-way. A motion was made by Darlene Blackburn and seconded by Nyle Fullmer to give the nursing home a variance for their sign on the city right-a-way. All Aye 1 ,,`-;~ MEETING WITH PLUMBING BOARD The mayor told the council there was a meeting with the Plumbing Board. We have been having problems with plumbers coming in from other cities and doing work and do not have a license in Rexburg. They would like to have our ordinance amended so that everyone doing plumbing work has to get a license from the city. In order for them to get a city license they will have to have a state license. By looking at two or three city ordinances, we can draw up an ordinance. We also discussed the gas inspection and license. The same thing is happening with gas appliances as is happening with plumbing. We need to make a study of that and see if we can improve it. TEP1PORARY BUSINESSES Bruce Casper ask about temporary businesses and what kind of license they have to get. We need to protect the local businesses. Glen Pond said he thought they should display a sign saying merchnadise sold as is with no warranty. The council discussed temporary businesses and the ones that stay a long time. The tool business at Okay's station was discussed. Nile Boyle said we would have to have good cause to not grant a license. The council felt that anyone that sets up a business for more than 30 days should be hooked up to the sewer and water, and provide a full service establishment. They ask the attorney to look into it. CONFERENCE ON NUCLEAR DEVELOPMENT The mayor told the council that the University of New Mexico had set up a conference for cities of Idaho Falls, Pocatello, Blackfoot and Rexburg to go down there and see how they have gotten money from the nuclear development to help establish businesses. The mayor was unable to go, but as soon as they get back they are going to have a meeting to find out about it, and get involved in the program. CITY ASKED TO HELP WITH EXPENSES FOR SUN CITY PEOPLE Nile Boyle said the off campus group came to him and ask if the City could help them with expenses when they go down to try to get more SunCity people. The city doesn't have any funds to donate to them, but we will give them our support. MEMBERSHIP IN THE CHAMBER OF COMfr1ERSE The mayor said he would like the city to get a membership in the Chamber of Commerce. BULLETIN FROM THE ASSOCIATION OF IDHAO CITIES Bruce Casper discussed the bulletin from the Association of Idaho Cities about Pit Bulls. h/RIGHT-OF-WAY Bruce Casper also ask about when we closed the street at the college they said they would give us a right-a-way in the form of a formal letter on south side of the property and on that half of block between 1st and 2nd West. He ask if we had gotten the letter. The mayor said he would check on it. TREE COMf~1ITTEE & TREE ORDINANCE The council discussed the Tree Committee and Tree Ordinance.
