County of Madison( City of Rexburg) A meeting of the City Council for the City of Rexburg, Madison County, held December 16, 1987, at the City Hall. Present were the following: Mayor: Councilman Councilwoman: John C Porter Nile Boyle Glen Pond Sander Larson Darlene Blackburn Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, Treasurer A motion was made by Glen Pond and seconded by Nile Boyle to approve the minutes. All Aye SCOUTS The Mayor had the scouts present introduce themselves. APPLICATIONS FOR BEER LICENSES Mayor Porter read the applications for beer licenses to be renewed for the sale of bottled and canned beer not to be comsumed on the premise. All Aye SPEED LIMIT IN CITY & COUNTY The mayor said a man called that lives on South 5th West, he thinks we need to do something about the way we have the speed limit marked. As you go on the road by 7th South along 5th West, part of the road is in the county, then it changes to city and back to county. The county speed limit is 35 and the city speed limit is 25. is very confusing for the people driveing down that street. The mayor had talked to Blair and he thought it would be okay to remove the 25 mile per hour sign. The council discussed it and decided to turn it over to the Safety Committee. Glen Pond suggested that we check with the county. REQUEST FROM THE SCHOOL DISTRICT TO PUT AN ANTENNA ON THE WATER TOWER I;~' The mayor told the council that we have had a request from the School District to let the school put an antenna onthe water tower. They have had trouble reaching the school buses out at the South end of the county. After the mayor had received the request, he had DeLynn Edstrom talk to the people at Teton Communications and they recommended having antennas of different heights up there because what they would do is override our radio. They also said that we had a problem up there with our radio tower with everyone using it. After the flood the city constructed that building on city property, the county paid for half of the cost of construction of the building. It was agreed that the city would operate the building and Tom Matthews would be in charge of it. The county road, the civil defense and the city would sue it. Ohter people have put their equipment in there. The School District, the Fire Department, and Madison Memorial Hospital have now put their equipment in there as well as Road and Bridge. City and Civil Defense. Now there is sp~u~ ti~ t~et_ci,t,~,and,co~nrty~r that are blocked out if someone else is using their equipment, whic~i would cost about ~~-xz;r.,;;t $325.00 each. That would eliminate a lot of our problems. They also suggested that if" we wanted to we could go 20 feet up on the tower and that would increase our output by 5 miles. That would probably give the Senior Citizens bus full use of it. The mayor suggested that right after the first of the year we get in touch with all of the users and have a meeting and have Teton Communications come to it and get it all straightened out. The council agreed. LIGHT ON 5TH WEST AND MAIN Mayor Porter read a letter from the School District commending the Street Crews on the good job they did on the snow removal onthe recent snow storm. MAYOR MEETS WITH THE DEPARTMENT OF COMMERSE The mayor told the council that last Wednesday Jeff Sommer and he had gone to Boise to meet with the Department of Commerce to ask for a preliminary approval for some money from the Block Grant that could be used to help with remodeling of a building that maybe selected by a compnay that is coming in here to establish timeselves. The name of it is Telemarketing. The money can be used to remodel a building fora new business to come into the community if it will give employment to low income people. They locate in areas where there are colleges and us the students to work in the company. We made the presentation and we received over 500 points in the grant program. They have now invited us to apply for a grant. It will employ 45 people in shifts of 4 hours each. They are looking at 4 buildings in town.
