THEO FULLP1ER REQUESTED A 4 WAY STOP BE PUT ON 1ST SOUTH AfJD CENTER Theo Fullmer requested that a 4 way stop be put in on 1st South and Center, because of the many accidents. The traffic committee will discuss these at the next meeting. A motion was made by Bruce Casper and seconded by Bruce Sutherland to pay the bills. Ayy Aye. Present were the following: Mayor: John C Porter Councilman: Nile Boyle Bruce Sutherland Bruce Casper Councilwoman: Darlene Blackburn A motion was made by Nile Boyle and seconded by Bruce Casper to approve the minutes. All Aye. KAY MILLER REQUESTED A SPECIAL USE PERMIT TO OPERATE CRAFT SHOP Kay Miller was to the meeting to request a Special Use Permit to allow her to operate a craft shop at 24 East 1st South. We circulated a petition in that area to everyone within 300 feet. There was no objections. It is an area that is close to the post office, and on the other side of the street is commercial businesses. The council agreed to go ahead with publishing for a public hearing.' LIGHT INSTALLED ON 5TH WEST AND MAIN STREET Mayor Porter said he contacted that State Highway Department to see when they would get that light installed, on 5th West and Main Street. The hardware for the lights, the contractor has not been able to secure yet. However he has assured the highway department that the hardware had been shipped and he would receive it by December 7 and they would be up here working either the 7th or the 8th. SAFETY COMMITTEE 1 Bruce Sutherland reported on'the~ Safety Committee, and their recommendations. 1. 4-Way Stop at Center and Viking Drive. They recommended to approve a 4-Way Stop there for 1 year and in that recommendation to suggest to study the .feasibility of enhancing the pedestrian flow. One suggestion was an elevated walk. Second they suggested that in the winter, if the snow gets extremely deep, they should rather than just scouping the snow up on the medium, that they should consider hauling it along that area. Third they should run a careful study as to how the 4-Way stop will effect the flow of traffic. They suggested putting it in as soon as possilbe, and moderate it for a year. 2. A 4-Way Stop at Center Street and 1st South was discussed. After discussing it we felt that we need to little more study, and put a little bit more research in to it. 3. The problem they have on the corner of Shoshone and 350 South. At the present time there isn't any kind of stop sign or yeild sign. After looking at the map and discussing the traffic flow, we suggest that there be a yeild sign on Shoshone Drive going south. At the present time we didn't feel there was enough traffic on the half street to put a yeild sign there. 4. The problem vrith parking along South 3rd West, alont that area where DeLoy and Shirley Hill live. We are going to be talking to some of the residents there and decide what we want to do, and if they would be in favor of putting no parking along there, or if there is someother suggestion. PEDESTRIAN) SIGN ON COLLEGE AVENUE Bruce ask when we would remove the pedestrian sign on College Avenue and Main Street and when the parking would be changed. PEDESTRIAN SIGN ON 5TH WEST AND h1AIN fdile Boyle said the police need to be sure to move the pedestrian sign on 5th West and Main every night until it is moved when the light is put in. He said that it is very dangerous. 4-WAY STOP AT INTERSECTION OF CENTER AND VIKING DRIVE A motion was made by Bruce Sutherlnad that we place a 4-Way Stop sign at the intersection of Center and Biking Drive. With the stipulation that it stay in for a year and then we review it. Seconded by Darlene Blackburn. Nile Boyle suggested that they only have one place where they cross, instead on both sides. The mayor said he thought we should have Tom Lehman meet with police and figure out a better crossing. The police need to regulate the foor traffic. The mayor ask for a vote of the council on the motion. The council all voted Aye. SCOUTS The mayor had the scouts introduce themselves. LIDS The mayor told the council that N1ary had prepared a petition for the LIDS. He had some people taking the petitions out on Main Street and on 3rd East, and the South end of Shoshone. CROSS COUNTRY SKIING AT THE GOLF COURSE Bruce Casper said he had been approached about cross country skin°; ~~~: ~„e "~~1~P Course. Nile Boyle said the Golf Board had no objection if they stay off fife greens. Bruce Casper said they would make a groomed trail. CABLE TV SATALIGHT The mayor reminded the council that at the last meeting the council had discussed the Cable TV Satalight. He had an agreement he read (copy on file). They had given the city attorney an Umbrella Insurance Policy. The council authorized the mayor to sign the agreement. BEER LICENSE f~layor Porter read a beer license for Horkleys Service Station for sale of Bottled and canned beer. A motion was make by Darlene Blackburn and seocnded by Nile Boyle to approve the license. Those voting Aye: Darlene Blackburn Bruce Sutherland Nile Boyle Bruce Casper, Abstained SEWER DAMAGE OF JERRY SANDERS Nile Boyle ask about the sewer damage of Jerry Sanders. The Nlayor said he would have DeLynn go check on it. PERMISSION TO JOIN THE NATIONAL SAFETY COUNCIL The mayor said that we use to belong to the fJational Safety Council. He got some information from them about them providing a lot of Safety information if we belong. The mayor ask permission for us to join them it would cost $30 a year. The council okayed it. A motion was made by Nile Boyle and seconded. by Bruce Casper to approve the bills. 11 Aye. APPLICATIONS FOR BEER LICENSES Mayor Porter read the applications for beer licenses to be renewed for the sale of bottled and canned beer not to be comsumed on the premise. All Aye SPEED LIMIT IN CITY & COUNTY The mayor said a man called that lives on South 5th West, he thinks we need to do something about the way we have the speed limit marked. As you go on the road by 7th South along 5th West, part of the road is in the county, then it changes to city and back to county. The county speed limit is 35 and the city speed limit is 25. is very confusing for the people driveing down that street. The mayor had talked to Blair and he thought it would be okay to remove the 25 mile per hour sign. The council discussed it and decided to turn it over to the Safety Committee. Glen Pond suggested that we check with the county.
