A motion was made by Bruce Casper and seconded by Glen Pond at approve the bills. All Aye DEADLINE FOR APPLICATIONS FOR RECREATION DIRECTOR-OCTOBER 20,1987 October 20 was the deadline for applications for Recreation Director. We have eight applications. The Personnell and Park & Recreation Committee will go over the applications and review them. A motion was made by Bruce Casper and seconded by Darlene Blackburn to adjourn. Present were the following: Mayor: John C Porter Councilmen: Bruce Sutherland Sander Larson Bruce Casper hdile Boyle Glen Pond Councilwoman: Darlene Blackburn Also Present: f~lary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, Treasurer A motion was made by Bruce Sutherland and seconded by Bruce Casper to approve the minutes. All Aye. P~1ayor Porter greeted the scouts that were in attendance. A motion was made by ;file Boyle and seconded by Bruce Sutherland to approve the canvass of the election. All Aye ORDIPJAfJCE 680 The mayor read Ordinance 680 for the second-time vacating a street by 3rd West Street on block 7 & 8. It is by Walters Ready t~1ix. There is not a street there now, the city owns the right-a-way byt the street has not been developed. At the next council meeting we will have the third reading and at that time anyone who wants to discuss this, there will be a discussion and a vote. CITY STREET FINA°JCE REPORT 1 Mayor Porter read the City Street Finance Report. It has to be sent in each year to the State Auditor and also the State Highway Department. (copy attac{~ed). A motion was made by Darlene Blackburn and seconded by Bruce Sutherland to adopt the finance report. All Aye BIDS FOR LID ON SECOND EAST The mayor stated that by early April we would be calling for bids on 2nd East. At that i.me we would like to have everything ready for the LID. All of the sidewalks on the south end of the street form 3rd South to the Erikson Road, the city's share of that will be paid for by the property owners. That will be on an LID, on West Main where the old curb is still there, they have requested that they be included on the LID, there is a number of places similar to that in town. I think we should lmake an effort during the time until the end of January to get everyone that is interested in getting sidewalks, curb repairs or replacement or anything else so it can be included in the LID. It takes about 6 weeks for hearings after we get it all put togather. ORDINAPJCE TO DESTROY OLD RECORDS From time to time we go throught all of our old records and destroy everyting we can. We have a resloution that iahe council has to approve. DE IT RESOLVED that we destroy the following records: Bank Statements Check Warrant Register Payroll computer sheets Uarcos - Yellow copy Cash Sheets Purchase Orders, Yellow copy Gas Slips Police Cash receipts Meter Sheets Senior Citizens reports f~lountain Bell Sheets According to the law, we are allowed to long enough. A motion was made by PJile to approve the resolution. The owner is Chris Barney and his wife. A motion was made by PJile Boyle and seoonded by Darlene Blackburn to approve the beer license. All Aye NEW RECREATION DIRECTOR - CLAIR BOYLE The mayor told the council that the Recreation Committee and Personell Committee have been reviewing and interviewing applications and applicants. Last week we finalized the selection which will be Clair Boyle. He will take over the job. Fle will supervise the Community Chest Program to improve the recreation program. ACADEMY FOR CITY OFFICIALS SPONSORED BY THE AIC On fJovember 24 there will be an Academy for all city officials at the Stardust in Idaho Falls from 8:45 A.P1. to 4:30 P.M, sponsored by the Association of Idaho Cities. That evening there will be a legislative dinner at 6:30 P.P•1. at the Stardust. You need to give your name to Rose if you are going to attend, so sk~.e can send i.t i.n to the Assoication of Idaho Cities. A motion was made by Glen Pond and seconded by Darlene Blackburn to pay the bills. All Aye AQUISITIOPJ OF PROPERTY The mayor told the council that we have a problem that we have to discuss that has to do with the acquitision of some property. Because if we discussed it public- ally it could damage the negotionations that we are involved in. The mayor suggested that we hold a closed meeting to discuss it. A motion was made by Bruce Sutherland and seconded by Nile Boyle to adjourn the meeting and hold a closed meeting to discuss the negotiations. All Aye 3RD & 4TH EAST OPJ 3RD SOUTH WAS SUGGESTED TO BE IMPROVED Richard Robertson, who was at the meeting, ask to make a recommendation to consider the street for improvements to repair some bumpy area between 3rd and 4th East on 3rd South. The mayor said we may have to wait until next year to do that type of work. All our equipment can do is repair pot holes, and that sounds like it needs to be overlayed. Adjourned /l ~ Rose Bagley, '" yk Jo n h1ayor MINUTES OF THE CITY COUNCIL EXECUTIVE SESSIOPJ November 4, 1987 The mayor said they have everything ready to go on 2nd East project. In order to get the drainage they need, we need to have 2 acres of the North West corner of the Neville property. It will be a holding pond. There will be a culvert that will run down. town, and hook onto the storm drain. We will plant grass and make it look attractive. They have already talked to him and he can't make up his mind. If we can't get a decision from him we will have to go through condemnation. There is an area over by the Horticulture area at the college, but it would not be as good as the Neville property. The area by the Green Reservoir, but there is not much land and it is in a residential area. The Neville property is an ideal plot of land. Nile Boyle said he felt that we need to make a decision if he doesn't do it. Mayor Porter said if it is okay with council we need to proceed. The council okayed it. The Upper Valley Cable want to put a Satolite Dish up on our High Reservoir. Glen Pond ask what kind of waivor of liability will they give us. The council was concerned about the liability factor.
