The total addition cost of the city would be 38,000.00.
The overall budget increase would be $27,000 to hire, the additional jailers.
The city is now paying approximately $14,000 in benifits, and the county does
not participate in that. So if we took the total dispatch obligation, and
split that right down the middle, that would be a savings of $7,000 for the
city taxpayers. Then 38% of the $27,000 would be is $10,260 with the $7,000
savings that would mean $3200. The mayor said actually we would save money in the
city budget.
The mayor ask if there would be any problem with our radio up there for the water
department. Sheriff I have given the mayor my guarentee that what every service
the city felt necessary we would provide. Any problem that you might have, the
advisiory board will be able to address that. I feel that we can have a very good
dispatch and a good jail operation. We just have to cooperate.
The mayor ask if he had any objection on having anyone from the college security
on the advisory board. The sheriff said he did not. The mayor said the advisor
board should meet once a month and they would have a list of things that they
thought should be corrected. Would you cooperate with the board? He said he would
cooperate. The sheriff suggested that he send to Ada County for their dispatch
policies and procedures. We need to have clear defined policies and procedures.
Nike Boyle- We had a meeting and decided that we would go until Ocotber, and the
very next week the county commissioners decided they were going to take over the
jail. I feel that if you take it over you pay for the whole thing. I'm not
sure we should pay 38% plus 50%. The way the meeting was handled was for poor
relations to want the city to come back and bail you out with some of the
costs. We are paying 38% of it but the way you want to do is now you want us to
pay for more than 38% of it, and we will have almost no say in it.
Sheriff- It was not the intention of the County commissioners of myself to confront
the city council and put them in a position where they have to immeditely have
to make a choice. He said he would work with the council at .all times.

Nile Boyle we do not want to be stuck with many thousands of dollars from unemployment.
The sheriff responded that he had taken steps with the employees that are there
will still have their jobs.
Mayor Porter siad we need a policy on the new. equipment. Nile said we need to have
a policy drawn up to be presented to the next council meeting, and have a copy
of the agreement at that time. Whoever runs the dispatch needs to do it effecient.
Mayor Porter said he would like to have everything in writing, signed by the sheriff,
county commissioners, city council and the mayor.

PROPOSAL FROM RUDD & COMPANY TO DO THIS YEARS AUDIT
The mayor told the council that we have a proposal
to do the audit this year. They are asking for an

RED CROSS WOULD LIKE TO PUT A DIRECTIONAL SIGN UP

The Red Cross called the mayor and at the next blood drawing they would like to
be able to put a sign at the corner of College Ave and Main Street directing everyone
to the Blood Center. The council okayed giving them a variance to put a sign there.
':-INDUSTRIAL WASTES IN THE SEWER SYSTEM
Mayor Porter reported that he and Nile had a meeting with the Water & Sewer
department concerning industrial wastes in the sewer system. We have been under
a great deal of pressure from EPA to set up a schedule of rules and regulations
as to how we handle any industrial waste, from industry that is in the city of
Rexburg, or who use our sewer system. We have to make inspection, some two times a
year and some 4 times some only once a year. They can't be dumping waste into
our sewer system for treatment unless we charge them an additional fee. At the
present time the only place that isn't in compliance wiith the waste that they
dump into the sewer is Fres{~ Pack Potato plant. They have a large sump where
the waste from washing the potatos goes out into the sump. It is real muddy
and that mud goes into the sewer system. The EPA says it will destroy the system
a lot faster by letting all that mud go into the system, because the mud will settle
in the lagoons nad 50 years down the road it will be filled. If we don't make
them stop, they can fine us $1200 a day and then we will have set up a series of
fines for the people that are in non-compliance. Within the next month we are
going to visit all of these people, and let them know what the problem is and give
them a certain amount of time to get in compliance. If we don't do this-the
EPA people will come in and will levy a pretty heavy fine. Nile Boyle said
most of the cities have levied a $100 a day fine against the businesses that are out
of compliance. He said we have no choice other than to be in compliance with the
EPA. The mayor said we have to take samples out of the lagoons twice or
.three times a week, various types of samples form different areas. That has to be
sent into EPA every month. We have certain standards that are set for our city.
If we are in non-compliance with any of the tests, we get a phone call from EPA.,
or a registered letter. We have got to let everyone know that they have to comply.
BUDGET
We have been working on the budget and thought we would have everything finished
by this meeting, so we could put an okay on T_t, but didn't get it finished. He
reported that the cost of living raise would be 3% to all employees. The health
insurance has been re-negotiated, there has been a big increase. The city pays
77%, and the employee with a family pays 23%. The increase was 35%, so we went
through the contract and changed some of the benifits so we chnaged th increase
to 21%.
DANCE FESTIVAL
Gary Olsen, President of the Chamber of Commerce, was at the meeting. He thanked
the city on behalf of the Chamber of Commerce for their support with the dance
festival. Glen Pond told thim that the Chamber of Commerce should be commended on
all the work they did.
~, SEWER PROJECT
The mayor reported on the sewer project. It should be wrapped up by the end of the
month. TEae sewer lines are being made larger, so it will take care of the sewer volumn
for a good many years.
A motion was made by Bruce Sutherland and second by Glen Pond to pay the bills.
