Those present.: f~layor: John C Porter Councilman: Glen Pond Nile Boyle Bruce Sutherland Councilwoman: Darlene Blackburn Also Present: Sheriff, Lionel Koon Rose Bagley, City Clerk Sheriff Koon- It is my goal to work as close as possible with the city council. We have discussed for a number of years the problems with the jail in the state. The problem that he has had for a number of years is jail and the staffing of the jail. He reported on some statistics on the hours now covered in the jail. Once we have fully staffed the jail, I have to furnish a baliff for the court. It becomes quite a chore for the jailer during the day when the court is in session. While he is doing that the jail still needs to have that oversight. We still need people there to watch the jail and to monitor the inmates. We still have to provide coverage when the jailers are involved with their other duties. We need to have someone sitting there monitoring the audio and video of the jail. The cost if the city and county work together on this thing, the cost of those additional people and the cost of staffing the full time for the jail as well as for proper oversight for the jail, and also providing for the proper dispatch. The dispatch is a concern of mine, and regardless of what has been said it is my intention to have an adequate and accountable dispatch not only for me but for all the other entities that use it. We can solve those problems by working together, much better than we can working separate. My problem is I have to solve the problems regardless if I can get the support from the city council. c~ not. We can solve the problem of the dispatch and the jail for another $26,000 total cost. That would give me four jailers and working with the dispatchers, we would be able to staff the dispatch during lunch hours and breaks. Using the jailers. to alternate with the dispatch. We would be able to then monitor the jail on a proper bases. I believe we can solve our problems better jointly, far easier than we can if we work separately. I think the total cost to the city tax payers, if we were to go ahead with the proposal tha I have, would be about $7,000 and the cost to the county would be $20,000. I have always had discussions on double taxation. I think we could slove the double taxation by working together on this thing. The dispatch does not answer my phone during the day. If I required them to do that their calls would be 1/3 higher again that they are now. My secretary answers my phone and the jailer answers the ja~_1 phone. We hive prod ded the jail with a separate phone that goes into an interview room. The 911 line, the calls. during June, with 57% emergency calls going to the county and the rest going to the city. I think on a yearly basis it would break down to a 50-50. I am also providing to Sugar City that 911 service and law enforcement over there. We still provide service for the city. If you take the dispatcher away from her desk to look at the jail you will leave the officer exposed on the street. We have times it and if she has to open every door in the jail it takes 1 minute and 45 seconds. If she goes to the restroom, she has to sign off the air and it takes 4 to 5 minutes. So she is doing the same thing there as if she walks around the jail. Those problems especially durrng the two busy shifts that we have, she has a jailer there to help her fill in when she has to go to the restroom. The only time they wo,~ld have to use the dispatch would be during vacations or sickness, during the day when the jailer must attent to the court. We have young people that we bring in and set and the dispatchers do monitor those juveniles while they are waiting for their parents to come in. The dispatchers also act as matrons. ~I 1 The total addition cost of the city would be 38,000.00. The overall budget increase would be $27,000 to hire, the additional jailers. The city is now paying approximately $14,000 in benifits, and the county does not participate in that. So if we took the total dispatch obligation, and split that right down the middle, that would be a savings of $7,000 for the city taxpayers. Then 38% of the $27,000 would be is $10,260 with the $7,000 savings that would mean $3200. The mayor said actually we would save money in the city budget. The mayor ask if there would be any problem with our radio up there for the water department. Sheriff I have given the mayor my guarentee that what every service the city felt necessary we would provide. Any problem that you might have, the advisiory board will be able to address that. I feel that we can have a very good dispatch and a good jail operation. We just have to cooperate. The mayor ask if he had any objection on having anyone from the college security on the advisory board. The sheriff said he did not. The mayor said the advisor board should meet once a month and they would have a list of things that they thought should be corrected. Would you cooperate with the board? He said he wo cooperate. The sheriff suggested that he send to Ada County for their dispatch policies and procedures. We need to have clear defined policies and procedures. Nike Boyle- We had a meeting and decided that we would go until Ocotber, and the very next week the county commissioners decided they were going to take over the jail. I feel that if you take it over you pay for the whole thing. I'm not sure we should pay 38% plus 50%. The way the meeting was handled was for poor relations to want the city to come back and bail you out with some of the costs. We are paying 38% of it but the way you want to do is now you want us to pay for more than 38% of it, and we will have almost no say in it. uld Sheriff- It was not the intention of the County commissioners of myself to confront the city council and put them in a position where they have to immeditely have to make a choice. He said he would work with the council at all times. Nile Boyle we do not want to be stuck with many thousands of dollars from unemployment. The sheriff responded that he had taken steps with the employees that are there will still have their jobs. Mayor Porter siad we need a policy on the new equipment. Nile said we need to have a policy drawn up to be presented to the next council meeting, and have a copy of the agreement at that time. Whoever runs the dispatch needs to do it effecient.
