The roll showed all councilmen present voting "Aye" carried, the mayor declared
that the majority of all the members of the city council had voted for the passage
of said ordinance, and that said ordinance-was duly and regularly passed. Mayor
Porter declared the motion carried.
RE: DEDICATION CEREMONY FOR THE VOCATION REHABILITATION CENTER
The mayor told the council that there would be a dedication ceremony for the
Vocation Rehabilitation Center on Friday from 1:30 to 2:30 P.M.
RE: PJEW ASSIGPJh1ENTS FOR. PLANNING & ZONING BOARD
Glen Pond reported on the Planning & Zoning meeting. The board wants to make some
new assignments to the Planning & Zoning Board. They recommend that we replace
4 of them now and hold over 4 of them for two years and then in two years replace
4 that are held over and then rotate them every two years. The board will submit
some new names to the council for their approval.
RE: CLASS PUT ON BY THE IDAHO PLANNING COUNCIL

Council which would ba good to train the new board. Rod Gilcrest from Idaho
Falls would come and teach the class. The city would have to pay his expenses
to come to Rexburg and teach the class. The mayor suggested that we invite the
real estate people. We will get it organized by this fall. The council agreed
that we should go ahead with the class. Glen said alot of people on the board
have been on it for a lot of years and have done a good job.
RE: IDAHO CENTENNIAL COUCPJIL MEETING
The mayor to t e counci tat on u y 31 at the library, the Idaho Centennial
Committee will hold a meeting from 9:00 A.M. It will be a breakfast and a
reception. They have invited the mayor and council.
RE: SPEED BUMP ON BIRCH
The counc~ iscusse t e speed bump on Birch again. The mayor said he thought
it was too deep. Bruce Sutherland ask who decided where to put the bump. The
mayor told him Farrell and Blair went up and checked it out and decided where
to put it. Bruce Sutherland suggested making it a little less deep and also
paint it yellow. Nile Boyle said we need to do something and soon. Glen said
there is not a street in town that doesn't have speeders. It is too severe and
needs fixed. Bruce Sutherland said he would like to see them get and LID to
put in sidewalks.
RE: COMPLAINTS ABOUT THE STOP PAINTED ON CORNER OF CENTER AND 1ST

the road at the 4-way stop at the corner of Center and 1st North. The council
said it should have been painted in big white letters further back. The council
said that the regular painting of the street was not staying on the streets like
it should and they wondered why.

College had called him anal told him they were having 4 or 5 events in the parks
where they are bringing 400 of 500 chairs in the park and can't carry them. The
mayor told him that all they had to do is contact Jack Van Houten and he will show
them how to drive in without breaking the sprinklers.
A motion was made by Nile Boyle and seconded by Bruce Sutherland to pay the bills.

MINUTES OF SPECIAL CITY COUNCIL MEETING
July 17, 1987
Minutes of a special City Counicl personnel meeting of the City Council for the
City of Rexburg, Madison County, held July 17, 1987 at the City Hall.

h1ayor Porter told the council that he had an application fora beer license for
Rays Inc. Since this was not a regular meeting ti~ere cound not be a vote on it,
but there was no objection. He would give them permission to sell beer until
we had a regular meeting and voted on it.
The mayor told the council that he wanted to bring them up to date on what has
been done with the county with the dispatch. He had met with the Sheriff.
He reported on what they discussed (1) They continue with the program we have now
until the 1st of October. (2) The present dispatchers would be used as jailers,
and would walk throught the jail every 30 minutes. The mayor had also suggested
because we have two police officers on duty during the night, and one of these
officers in so the dispatch desk would have someone on it. (3) All dispatchers
would be able to apply for jailer job if they wanted to. Glen Pcnd ask if the
sheriff wanted the dispatchers to apply for the jailer job and take their chances
with every other applicant. Nile Boyle stated if they apply and he doesn't hire
them or if they don't want to be jailers that would mean that we would have to pay
unemployment on them. The present jailer would give instructions to the dispatchers.
There would be an advisory board that would be set up city, the county, the ambulance
service, a fireman representative and someone from the college. They would meet
every month. The jail charge for the city would be $15.50. The dispatchers while
they are making the jail check, would have their insurance and liability covered
by the county. It is understood that this is an emergency measure and a study can
be made to see if a better system can be established.
Blair, Tom Leham from Ricks College, and Ken Anderson from the County Fireman
were in the mayor's office and they did not agree with the plan. So the mayor
had called the sheriff and told him to forget the plan and left for a trip to
Seattle. ~Jhen he came back he read the paper and saw that the county had decided
what they were going to do. The mayor reported that he had called several cities
and counties to see what they are doing tnd reported his findings. The mayor said
he would be inclined to take the dispatch and pay all the costs. We move the
dispatch to our annex and we charge the county fireman and the ambulance a fee.
The county will be running the jail anJ ~rde will be running the dispatch. In the
present situation, you can't go in to visit the sheriff unless you go past the
dispatchers. The dispatchers are not loyal to the county, they are loyal to
the city. The dispatchers keep a record of everything the county officers do.
They are spies for people that are going to be running against them. When
Blair hires someone he does not consult the sheriff and it is in his office.
Blair needs to cooperate with the sheriff. The mayor said he thought the dispatch
should be run by the city, but the county commissioners won't let us run it and
keep it in the sheriff's office. Nile Boyle ask if the ~~mmsisioners would let
us move the dispatch. The mayor said he didn't know, but if we agreed to pay the
whole thing, it would give them the money to hire a jailer.
Blair Siepert said they had not had a lot of turnover in dispatch. About two
years ago we had a vacancy and one of the mothers of a duputy applied for the
job and after talking to the sheriff he decided it was not a good idea to hire
her. We had an opening about three months ago and 61a~ir had called the sheriff and
advised him that they were going through applications for dispatch and ask them
or a representative to serve on the oral board. The sheriff sent Janet Statham
over and she served on that board for two days. We interviewed eight or ten
applicants and we hired the one that Janet was totally in support of. Blair
agreed with the mayor that it is an awkward position to have city employees in
the county building. It is also awkward for Blair to administrate the dispatch
where they are located. He slid they could serve much better if they had it in
their building he said he had been accused of not getting along with the sheriff.
He disagreed with that, he did say he did not agree with some of the sheriff's
policies. He explained some of the problems in the last few months. The county
won't share them with us.
The mayor said he did't agree with the way the sheriff is running everything, but
we can't do anything about it. He told Blair if he knew there are problems try
to find out what the matter is instead of everyone getting mad up there. He
suggested that they all get together and try to work it out.
Blair said he was showing an operation that in his opinion is run very loosely.
The mayor had said that if the sheriff has the dispatch it will have to be run
properly. Blair s~_d that over a number of years things have not been run
properly they have been run loose and apparently the public does not know or
does not care. Blair felt that if they take over..the dispatch it would be run
same way and it would effect the city police performance. ~ihere is a lot of
frustration on the way the county department is being run. He had discussed
things with the sheriff and they continue to go on. Blair said when they come

to him with an error he tries to correct it. The mayor said he agreed with him.
The. commissioners a,re convinced that as long as that dispatch is over in his office,
he should, run it. The mayor said he is inclined to agree with it.
Nile Boyle ask if the city goes to county and tell them we are going to move the
dispatch to the annex do you think they will do it. The mayor said if we do
that we would write up an advisory board to run it he thought we could get them
to go along with it. Nile said if they don't go along with it we should tell
them they will have to pay for the whole thing. Glen Pond said the only option
we have to set up our own dispatch.
The mayor said that Tom Lehman for the College Police has made quite an issue
about this dispatch and the college is upset. They don't want to be involved.
The mayor had met with Mack Shirley about it yesterday, and they think every-
thing is going fine now and they want to keep it like it is now, and they would
like to keep it just like it is. I told him that no matter what kind of an
agreement we had I would have a written agreement that the county would sign
that the security people can use that system just the same as anybody else.
If we change the dispatch, the city and the county might each have to have a
teletype. Blair said the college had said to have the access to the teletype
they would be v~i.lling to split the cost of the teletype.
The council discussed the situation at length and it was decided that the mayor
would talk to the sheriff and Bruce Webster and tell them that the city wanted
to move the dispatch and the city would take over the dispatch. The city would
pay all the salaries.
The council also discussed the problems in the swimming and recreation department.

A meeting to discuss madical insurance for tf~e employees was held prior to the
regluar council meeting. All department head, city council and Ken Anderson,
insurance agent, were in attendance. Rate increase of 35% for Blue Cross
Insurance was discussed. Alternate insurance plans were discussed.
Regular council meeting started at 7:30 P.M. a motion was made by Darlene Blackburn
and seconded by Nile Boyle to approve the minutes. All Aye.

Mayor Porter read a beer license for Ray's Inc. for sale of canned and bottled
beer not to be consumed on the property. A motion was made by Nile Boyle and
