It is a disgrace and something ha,~ to be done. Bruce Sutherland said he thought we needed to pass an ordinance not allowing wrecked cars like that on the lots. A motion was made by Sander Larson and seconded by Glen Pond to pay the bills. Those Presnet: Mayor: John C Porter Councilman: Nile Boyle Sander Larson Bruce Casper Bruce Sutherland Councilwoman: Darlene Blackburn A motion was made by Darlene Bllckburn and seconded by Sander Larson to approve the minutes. All Aye SCOUT TROUP A group of scouts were at the meeting. FIREWORKS PERMITS Mayor Porter read applications for Fireworks permits. 1. Lynn and Sherrie Webster at Broulims Parking lot. A motion was made by Bruce Casper and seconded by Nile Boyle. All Aye 2. Don and Brenda Pollard at the Maverick Store. The mayor had told them that we did not allow any fireworks to be sold where there was a gas pump. She tole him that some cities would allow htem 50 feet from a pump and some would allow them 100 feet from a pump. Gordon Tychsen, the fire inspector, was opposed for any fire works where gasoline is-sold. Last year we had a fireworks stand explode. Nile Boyle made a motion that we would approve the license if it was located where there is not any gasoline sold. All Aye SEWER PROJECT The mayor told the council that the precious Tuesday night we had a bid opening of the :sewer projects that was going to be done this summer. The engineers estimate was $420,210. The low bid was by H & K Contractors for $297,398. The highest bid was $565,382. The state who is paying 75% of the cost have requested that we have to have a resolution saying we bid it and did everything leagally, and authorize the mayor 'to sign all documents. RESOLUTION A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF REXBURG, IDAHO AUTHORIZING THE MAYOR TO SIGN ALL APPLICATIONS, GRANT AGREEMENTS AND AMENDMENTS,AND OTHER DOC- UMENTS RELATING TO WASTEWATER FACILITIES PLANNING AND CONSTRUCTION GRANTS. A motion was made by Bruce Sutherland and seconded by Sander Larson except the bid and adopt the resolution. Those Voting Aye: Nile Boyle Darlene Blackburn Sander Larson Bruce Casper Bruce Sutherland Those Voting Nay: None TRAFFIC SIGNAL ON HIGHWAY 33 We have entered into a verbal agreement with the State Highway Department last spring to install a traffic signal Highway 33, Main and 5th West. The agreement was that the state would do the engineering and supervise the project and the city would pay $10,000 of the cost, the total cost was about $50,000. We have the resolution drawn up that designates that the city will pay $10,000. The maintainance would be the same as the other traffic signals. RESOLUTION A motion was made by Darlene Blackburn and seconded by Nile Boyle to enter into an agreement with the State Highway Deptment to install a traffic signal on Highway 33, Main and 5th West. (on file) Those Voting Aye: Nile Boyle Darlene Blackburn Sander Larson Bruce Casper Bruce Sutherland Those Voting Nay: None PUTTING IN A FENCE FOR LARUA CARROLL was at the meeting to request putting a 3 foot fence around her front yard 5 feet from the curb. The property is zoned commercial. She had talked to Chuck Frost and told her to come to the council, because the Planning & Zoning did not have a meeting last week. Mrs. Carroll has a day nursery and has to have a fenced in yard. (Request on file) Nile Boyle made a motion to approve a 3 foot fence 5 foot from the curb if there was no objection from the neighbors within 300 feet of the property. Seconded by Bruce Sutherland. All Aye 4 WAY STOP BY THE LIBRARY The mayor stated that at the last meeting we had a deligation to the meeting requesting a 4 way stop by the library on the corner of Center and 1st North. He read a letter and report from Chief Siepert with their recommendations. (On file) Survey showed: Benefits Of A Four Way Stop 1. Slow traffic on 1st North through school zone. 2. Allow pedestrians to enter intersection roadway at greater safety. 3. Break the traffic flow, allowing traffic to cross 1st North and 1st East on a regular basis enroute to the shopping mall area. 4. Slowing all traffic on 1st North going through a residential area. Possible Detriments of a Four Way Stop 1. Eliminate a non-stop through street on the north side of town for ambulance, fire equipment, police, and etc,. 2. Possibly increase rear-end collisions during heavy traffic periods. 3. Possibly force truck traffic onto alternate routes. that currently use 1st North because of being a through street without stopping. A motion was made by Nile Boyle and seconded by Bruce Casper to install a 4 way stop at the corner of 1st North and Center.. All Aye Sander Larson stated that the city should evaluate it in 6 months. Council agreed. VENDERS IN THE PARKS The mayor stated that at the last meeting we discussed tienders in the parks and renting the concession stand at community park. We decided to charge $15.00 a week for the cost of electricity at community park. After reviewing it the mayor said he had come to the conclusion that it was too much. He suggested that we change that from $15.00 a week to $15.00 a month or $5.00 a week. The council agreed. The mayor read the agreement that he had drawn up for venders in the park. The council ask him to add a clause for no vehicles allowed in the parks and that other than for the concession stand at community park, venders would be allowed only on the curb. There would be no charge for the stands at the other parks, but they would have to sign up at the city hall and sign an agreement. 7 UNLOADING ZONE AT WASHINGTON SCHOOL AND MADISON JR. HIGH SCHOOL Sander Larson discussed the unloading zone at Washington School and Madison Jr. High. Cars drop of Jr. High students and instead of turning left they turn right and nearly hit the children getting off the buses. The Safety Committee needs to check it out for a solution. The street belongs to the city. It was suggested that we put a police officer there and ticket the people. The mayor said that we do not have enough policemen to cover that. It was suggested that the chain be put up to keep cars from going out on the north. The council felt that we should talk to Mel Dickerson again and see if they were going to go ahead with the project they proposed last year to make new bus parking and make the street area into a play area. A motion was made by Nile Boyle and seconded by Bruce Casper to approve the bills. All Aye Mayor Porter stated that the council needed to go into a closed meeting to discuss a personnel matter. A motion was made by Bruce Casper and seconded by Nile Boyle to dismiss into a closed session for a personnel matter. All Aye. SOCCER LESSOIIS TAUGHT IN PORTER PARK Oscar Bustos was at the meeting. He is going to Ricks College and is a professional soccer player. He wants to have a soccer school and use the fields at Porter Park to teach the class for three weeks. The lessons would be every day from 9:00 A.M. to 2:00 P.~~1. from June 22 to July 10. He has talked to Vaughn Jenkins and it is okay with him, the city soccer doesn't start until after f~1r. Bustos finishes. Jack Van Houten said it would be okay witi~ him if they moved from one field to an- other so ile could do the mowing and watering. He is going to use a video camera so he can show the players their progress. The mayor suggested that we charge $2 per student for the use of the park. He is charging $30 a week for each player. He ask about using the swimming pool to register the students. The mayor told him he would have to work it out with Vaughn. The council agreed that it would be okay to allow him to use the park for soccer lessons.
