HISTORY DEPARTMENT AT COLLEGE The mayor said he had been trying to find out who is the head of the History Depart- ment at the college. There was a college back in flew Jersey who invited high schools to come in and hold a constitutional convention. They had the kids go over the con- stitution to say how they would change it. This would be for the Bi-Centennial of the constitution. Sander Larson daid he would talk to them about it. EXON CORPORATION The Exon Corporation were fined a million dollars for over charging during the gasoline crunch. Each state got so much money. They are making low interest loans for energy conservation, with the money. He suggested that we apply for one of these loans for the Police Department's heating system. We are having a lot of trouble with it. The council agreed to this. A motion was amde by Bruce Casper and seconded by Bruce Sutherland to pay the bills. All Aye. Those Present: Mayor: John C Porter Couniclman: Glen Pond Sander Larson Bruce Casper Bruce Sutherland Sander Larson Councilwoman: Darlene Balckburn Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, Treasurer A motion was mady by Nile Boyle and Darlene Blackburn to approve the minutes. All Aye REQUEST VARIANCE FOR A FENCE Mr & Mrs Dan Thomas were at the meeting to request a variance for a fence. They have a corner lot at 1st North and 3rd West. He showed pictures of his property. They requested to build a 4 foot chain link fence. They want to come out 8 feet back from one side and 7 feet on the other side. Their house is already 7 feet back from the other houses, they to line up the fence with the other houses going out 7 feet from his house. Their house is set back 27 feet from the property line and the other houses set back 20 feet. In the other direction they would like to come out 8 feet from the house. The problem there is down the other street there is nothing to line up with, there is no established line. The mayor ecplianed that on a corner lot, on both sides of the street are counted as the front. The zoning ordinance says you can't build a fence in front of your house. Mr Thomas would like to put a fence in like we allowed on Center Street across from the post office. it would be a chain link fence 4 feet high, and won't be close to the sidewalk. There is plenty of vision for cars. A motion was made by Darlene Blackburn and seconded by Glen Pond to approve a 4 foot high fence on a corner lot at 1st North and 3rd West. All Aye. REORGANIZE THE REXBURG MADISON COUNTY ALRpORT The mayor told the council that last Friday night he met with the commissioners to reorganize the Rexburg Madison County Airport. All of the board members were there except one. No one could remember the term of office or how long it should be so we drew numbers ~ ~ start all over again. Two of them will have 3 year terms, two of them will have 2 year terms, and one will have a 1 year term. The city will keep the records just like we do the golf course. The record keeping us is one of the problems that the board has had. Members on the board are Gerla:ld Taylor, Blaine Hall, John Ferguson, Kent Jolley and David Furniss. They have all signed the engineering agreement for the work on the study to see what to do with the airport. They have a grant from the State Aeronautics to pay for that study. We .have to have a feasibility study, and the county commissioners have designated Forsgren Perkins to do that. Their study and findings will be submitted to the State Aeronautics Department. If it calls for a lenghting of the runway, then we will apply for a grant for it. MONEY SPENT FOR THE STUDY Glen Pbnd questioned if the money would be spent for only the study and not for engineering. The mayor told him it would just be for the study. When the project is done the engineering can be bid. BIDS FOR SEWER IMPROVEMENT We are calling for bids for the sewer imrovment. The bid opening will be May 19, at 6:30 P. M. Everything is ready to go on that. They are going to rush the thing right through. They have engineering plans that are not included in the grant, that is the sewer line that starts on 2nd East and runs west of 1st East in the back of Frank Jacobs house. We have had a lot of trouble with that, it is not in the grant but has been engineered. We have proposed to do that ourselves. GARBAGE PICK UP The council decided to keep picking up garbage on the Spring Clean-up free of charge until the end of May. BITCH AT PARK VIEW The mayor told the council that there is a problem with. changing the ditch. at Park View. We have decided that we will have to dig another ditch from the south branch of Rexburg Irrigation Canal along the frontage road to the Steiner Property. It looks like it will be the solution of the problem aid won't be too costly. BffR LICENSE The mayor read a beer license for Vl Oil for the sale of canned and bottled beer. A motion was made by Nile Boyle and seconded by Glen Pond to approve the license. All Aye. DISTRICT 6 ICCFOA MEETING The mayor told the council that there would be a District 6 ICCFOA meeting at the City Hall at 12:45 P. M. at the City Council Room. All the council is invited to attend. LAURIES MUNCHIES LUNCH WAGON The mayor discussed "Laurier Munchies Lunch Wagon", they would like a decision tonight about a business license. He doesn't want to have any special place to park except he will try to park where there is no one parking. He will have his kitchen on North 2nd East in a business area. A motion was made by Nile Boyle and seconded by Darlene Blackburn to approve the business license for Laurier Munchies. All Aye PERMIT FOR A ONE-CHAIR BEAUTY SHOP BUSIiJESS 8:00 P.M. Public Hearing for a request for a special use permit for a one-chair .beauty shop business to be located in one room at 107 East 1st North which is zoned R2. We have a letter from Jim Dressen at 58 East 1st North saying he had no objection. Doyle Walker was at the meeting and said he had no opposition. No one was at the hearing to oppose it. Sander Larson said he was concerned that we might give too many variances, and we should try to stay with the zoning. A ,: :,, motion was made by Nile Boyle and seconded by Bruce Sutherland to approve the Special Use Permit. All Aye CHANGE COUNCIL MEETING The mayor told the council that the 2nd council meeting in June would be when we would all be to Sun Valley for the AIC Convention and we would have to change the meeting. The council felt that if we had anything to discuss, we could have an early meeting. BIDS FOR COMPUTOR OPENED ON MAY 12 Richard told the council that we are calling for bids for the computor to be opened on May 12. EAGLE PROJECT Justin Hill, a scout was at the meeting, he is interested in an eagle project. The mayor ask the council if they had any ideas. Bruce Casper said we need metal plaques painted white with a number on it and put on each one of the bases at community park. He would also like 2 X 4's put on the fences to show where the foul lines are, they would need to be painted also. DITCH AT PARK STREET Sander Larson suggested a project to fill in the ditch at Park Street. ORDINANCE 674 City Attorney, Mary Smith read the ordinance 674 to name a portion of 4th South Viking Drive. ORDINANCE NO. 674 AN ORDINANCE CHANGING THE NAME OF A PROTION OF FOURTH SOUTH STREET BETWEEN SECOND WEST STREET AND SECOND EAST STREET TO DIKING DRIVE; REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING WHEN SAID ORDINANCES IN CONFLICT HEREWITH: AND PROVIDING WHEN SAID ORDINANCE SHALL BECOME ERRECTIVE. A motion was made by Councilman Glen Pond and seconded by Councilman Bruce Casper that the rules requiring an ordinance of general and permanent nature to be read on three occasions be dispensed with and that said ordinance be numbered 674. Those Voting Aye: Darlene Blackburn Glen Pond Sander Larson Bruce Casper Bruce Sutherland Nile Boyle Those Voting Nay: None Ordinance 674 was then placed before the council. The mayor then called for the voting for final passage of the ordinance, and the motion was made by Nile Boyle and seconded by Bruce Sutherland that ordinance 674 be passed. Those Voting Nay: Darlene Blackburn Glen Pond Sander Larso n Bruce Casper Bruce Sutherland Nile Boyle Those Voting Nay: None The roll showed all councilmen present voting "Aye" carried, the Mayor declared that the majority of all the members of the City Council had voted for the passage to said Ordinance, and that saidOrdinance was duly and regularly passed. Mayor Porter declared the motion carried. The mayor told the council that we are setting up a meeting with the college to discuss the closing of the street requested by the college. The mayor discussed the meetings that had been held with the councilman and department heads to go over the budget. A budget report was handed out to all councilmen. r _~ ~'... n, s . When the street department met, because we only had $54,000 in for street improvement, we were concerned with. some of the projects that we have to do this year. We discussed getting funds from other areas where we had not spent . Richard came up with another 50,000. TREE COMMITTEE Sander Larson reported that Jim Long would be willing to serve on the Tree Committee. NEW GARBAGE TRUCKS Darlene Blackburn reported that she had gone fora ride in the New Garbage Truck with Vern Winters. She reported that he is doing a good job in that department. A motion was made by Nile Boyle and seconede by Darlene Blackburn to pay the bills. All Aye LAW SUIT Oid ROAD AND BRIDGE WAS SENT TO THE SUPREME COURT The mayor reproted that the law suit on the Road and Bridge has been sent to the Supreme Court. All Aye APPACHE DRIVE i c e s er of Apache Drive was at the meeting to ask about the light he requested and also street repairs. The mayor told him that we had approved the light, we are just trying to get all of the lights that we are going to have put in and have the Power Company do it all at one time. Mitch was concerned about the deterioration of Apache. He said it could have been repaired with a lot less money 30 days ago than it can now. His concern is why isn't it being re- paired and is just patching the answer. If you don't get started on it, the cost will be more each day that you don't get started on it, the cost will be more each day that you don't start fixing it. There are 45 children that live on that street and it is dangerous the amount of cars parked on the street and other cars dodging the big holes. He would like some action taken on this street.
