Porter Councilman: Bruce Sutherland Sander Larson Nile Boyle Bruce Casper Glen Pond Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk A motion was made by Nile Boyle and seconded by Bruce Sutherland to approve the minutes. All Aye. RE: ROTARY CLUB REQUEST TO BUILD A GAZEBO AT SMITH PARK e mayor o e counc~ a e o ary u wan s o build a Gazebo at Smith Park. It would be a little bit bigger than a regular Gazebo. (Showing a drowing of it). They want to get it all done so when the dance festival is here they can use it. They will build it near the dike, so people can sit on the dike to vdatch the program. The only problem is they will have to be sure of put it so it doesn't interfer with the sprinkling line. The council agreed that it would be okay. RE: PARKING LOT LIGHTS an er arson;repor e that at the zoning hearing at the Kennedy School, when we left the meeting the parking lot is dark, there are no lights. You could hardly find your car after the meeting was over bacause it was so pitch black outside in the parking lot. It would not be safe for children, who go to programs of activities at the school at night. Glen said he would think that the school could put a couple of lights on the outside of the buildinc The mayor said we have some lights that need to go in but he was waiting to get a list of all of the lights that we need. One needs of go on Apache. one by Rainbow Park, and one on Gemini. The mayor said he would get it all ready and ask Nile to talk to the School Board. RE: SPRIfJG CLEAN-UP e ave a proposa rom the County Agent. He suggested that we have a spring Clean-up and then during the summer we identify homeowners avid commercial buildings, people that nave commercial landscaping from ~~1ay to August who F~a°de the nicest looking yards and surroundings. '~Je would also do the same with people that have vacant lots. People that clean then up and take care of them. we give them some sort of a plaque every nonth, we would have a committee that would go around, The catagories vrould be: Professionally landscaped Best well kept yard ;-9omeowner landscaped Best garden Home & Yards under 5 years old Best flovaer garden Hor~~e ~ Yards over 5 years old Best landscaped yard 3est kept vacant lot RE: PUBLIC SERVICE CAMPAIGN At the same time, the State of Idaho is launching a ;grogram too. !nee have a letter from then stateing that the Idaho Transportation Department is launching a statewide "Idaho is Too Great to Litter" campaign in the spy°ing of 1987. It will be the largest public service campaign in Idaho's history. They want the Cit;,~ of P.exburg to participate. (copy attached) The actual clean up day will be April 25. Jerry Merril was at the meeting to represent Gale Harding. He said Gale wants it to be sort of like a c~ ntest for people that really do a good job, and to try to get everyone in the spirit in keeping their yards, and businesses will kept. We will have to have a committee to set up the ground work and rules. Basically he wanted the City Council to be one of the sponsors along with the extension service, service clubs and any businesses that are oriented toward yards and gardens, and have them put together the prizes, like gift certificates. Bruce Sutherland ask Jerry, if this is going to be county wide, are you going to get Sugar City and get the whole county to participate. You need to get the Chamber to be a sponsor. mayor Porter said he thought we should go ahead with it and get the com- mittee organized. Jerry ~~errill said he thought it would make the city really look desirable. He ask if they had a contest with the businesses. Would they have trouble if they had things on the sidewalks. Bruce Sutherland told him they would have to meet with regulations. ;~ayor Porter said when the committee gets it all organized they can let the city council know what they want. The council felt that it was a good idea. RE: JI1~1 LOiJG WANTS TO PLANT A GROVE OF TREES FOR THE IDAHO CENTENNIAL The mayor said the group that Jim Long belongs to, want to come over here, and in one of the parks or in some area in Rexburg, plant a grove of trees with a plaque they saying it is in memory of the observace of Idaho Centennial. The also want to come in here and survey some of our streets and suggest trees that we could plant in various areas. They want to do that as some of their project. RE: LID ON THE BACK OF PARK STREET Jerry Merrill ask about the ditch that runs in back of Park Street. He wondered about putting it on a LID to get it covered, while they are covering the one that runs by the park. He had been taking a petition around and most of the people seem pretty positive about it. The mayor said we need to get an LID set up this summer and possibly put that on it. Sander Larson ask when the project by the park would be done, the mayor said he thought it was done last fall, but if not, he would see that they got it done right away. RE: FLOOD PLANE BOUNDARY CHANGE REQUEST 'aJe have had several people come in who are interested in getting the flood plane boundary changed. On the 10th of March there will be a person here from the flood insurance rep- resentative and they will meet with Farrell and go over our boundary map. I am suggesting that there are some areas that we need to change. Since we have raised some fo the streets there hasn't been any flooding. We did change the streets in the Ricks Palmer addition, and they approved it. On lst North and lst East, the people on that street would like to get out of the flood plane. If you try to get a loan and it is in the flood plane, you have to get flood insurance which costs them $150 to $200 more a year. There is a change being made inthe law, at the present time we have two areas an A and B area. We want to make everything in Rexburg a B area. Then there will be restrictions on building, for example a heavier foundation and a higher foundation, will be removed but they will all have to pay the class B insurance rate. It will make it easier, when someone wants to build. RE: RICKS COLLEGE SENT A LETTER OF APPRECIATION TO DELYNPd EDSTROf1-SEWAGE PROBLEf>1 The mayor said he got a letter form Ricks College Custodial Services to De Lynn Edstrom in appreciation of his promt action on February 21, which was helpful in reducing the damage that was done to the Snow Building because of the city sewage system being plugged and backing up into the basement of the Smow Building. RE: P1AYOR PORTER REPORTED ON LEGISLATIVE NEWS ~~1ayor Porter reproted on the Legislative news. The 5% Sales Tax has become permanent. It has been put in the regular distrution, and we will be getting about $30,000 more each year. The cap on the property tax has passed the house and they are removing that and going back to the old system that we had before the 1% initiative. RE: BRUCE GAVE A REPORT ON PARKS AND RECREATION Bruce gave a report on Parks & Recreation. Little League Football and Basebull are behind. Both organizations say they have received bills saying they owe X number of dollars for past years dues on the parks. In checking with the past president of the organizations, they say there was never an agreement drawn up on how much the Little League Football or Baseball should pay. What should we do with those two organizations. Richard and Bruce had gotten together and drafted a rough draft of a contract that these organizations will all sign this spring and we will charge them for use of the facilities just like we the shelters. He ask the council what we should do with the money owed from past years. The mayor said he was not aware that there was money owed on the football. He thought there was $2 that each kid paid that would go to take care of the diamonds, which should be all understood by everyone. Bruce said the Football have not had to pay anything so the baseball say why do we. Glen Pond said in talking to the baseball people, they say they were taking care of the diamonds themselves. Where they owe a lot of money, he didn't know if it was in the best interest of the community for them to pay back all those thousands of dollars. :`9ayor said it was his understanding that they paid as much as they had in the fund last year and they would start fresh this year. Bruce said he and Richard had a rough draft and in about t°~°o weeps they would bring in all the drganizations and tell them " no pay no play". Richard and he had figured a fee for per game scheduled, not per game played, Bruce said they would come up with the policy and present it at the next city ~:~, . council meeting. Mayor Porter said he is in favor of the fee and he thought it should all be drawn up and they should all know about it. If it is right that we are not actua111~ taking care of the diamonds, they are, then I think we should check on it. He said the girls turned the $2 per player over to the city and the others couldn't do it. Bruce Suther- land ask if there was any contract signed last year, Bruce Casper said no but there will be this year.. Nile Boyle said he didn't think we could go back and collect. He thought that the football was different. The council decided that Bruce and Richard go ahead with the new policy but not collect on the old bills. RE: EAGLE PROJECT Bruce Casper said he had a boy that wanted to get his Eagle project and ask if he could replace the boards in the dugouts. The council agreed that he go ahead. Nile Boyle made a motion to pay the bills seconded by Bruce Casper. All Aye. RE: SEWER LINE FROM 2ND W TO 3RD W ~Aayor Porter said there is a block in Rexburg has no sewer line, from 2nd W to 3rd W, in the block where American Oil Company and goes through where the Cureton Property is on 3rd West. Those people have agreed to pay their share, and they will have to pay to hook on. We have a bid on it. Wayne Parkinson was the low bidder at $1860, and the highest bidder is $4645. We are putting a water line on North 5th West where Beesley's are building a home, the high bid was $3857 and the low bid was $870. There will be more cost on the sewer line because vre have to get the basement throught that black, and get a survey through there. Adjournment. RE: REQUEST FOR VARIANCE TO PUT A ONE OPERATOR BEAUTY SHOP Sheryl f~1oulton was at 'the meeting to request a variance to put a one operator beauty shop, with no signs, no advertising intf~e home at that address. The zoning is Residential. The Planning & Zoning reviewed it and made a recommendation that it be approved to be given a variance. We had the building inspector take a petition around to everyone within 300 feet of the property. Sorne people weren't home, there weren't any objections. ;nary Smith said we 4vould have to issue a Special Use Permit and have a special hearing. A motion was made by Nile Boyle and seconded by Bruce Sutherland that we have a hearing for a special use permit to allow the beauty shop. All Aye. The hearing would be set for play 6, 1987. RE: WENDELL WOODHOUSE REQUEST FOR A CATERING SERVICE Wendell Woodhouse was at the meeting to request setting up a catering service in Rexburg. His son has a catering service in Idaho Falls, he takes it around to the schools and sells sandwichs. He said he had talked to Mr. Pederson at the Junior High, and he has no objection to us selling to the kids. He had also talked to i~lr. Hill in the school District and he said it was okay, as long as we found somplace to park. We coundn't park on school property. He had not found a place to set up the business.
