Bruce Sutherland reported on the Safety committee meeting. They discussed the stop
signs by the railroad tracks. The committee has found some of them to be a nuisance.
(recommendations on file) They recommended the removal of the railroad stop signs
at the following locations:
1. Northbound stop sign at the railroad crossing located at the intersection
of 4th South and 5th West.
2. Eastbound and Westbound stop signs at railroad crossing located between
3rd and 4th West and 2nd South.
A motion was made by Nile Boyle and seconded by Darlene Blackburn to concur with
the recommendations of the safety committee and remove the stop signs recommended
by them. All Aye.
A motion was made by Darlene Blackburn and seconded by Bruce Sutherland to pay the
bills. All Aye.
A motion was made by Nile. Boyle and seconded by Glen Pond to adjourn. All Aye.

A meeting of the City council for the City of Rexburg, Madiion County, held Decem-
ber 3, 1986, at the City Hall.
Present were the following:
Mayor: John C Porter
Councilman: Glen Pond
Nile Boyle
Bruce Sutherland
Sander Larson
Darlene Blackburn.
Bruce Casper
Also Present: Mary Smith, City Attorney
Rose Bagley, City Clerk
A motion was made by Darlene Blackburn and Seconded by Nile Boyle to approve the minutes.
All Aye.
RE: APOLOGY FOR TAKING STREET SIGN
Steve Pace was at the meeting to aplolgize for being involved in taking street signs
about a month ago. He had done some community sercice hours. He would never let it
happen again. The mayor told him that it was a serious matter to remove traffic safety
signs, it could result in a serious accident.
RE: STREET LIGHT ON BOTTOM OF APACHE REQUEST
ditch Webster came to the meeting to sk about getting a street light at the bottom of
Apache. He said it was a dark spot. "Mayor Porter said we are in the process of checking
other areas that need lights. We t{ten make a list of lights that need to be put in and
give it to Utah Power ~ Light.

RE: GOVERNMENT MORE EFFICIENT
Bob Francis was at the meeting. He said he was interested in making government
more efficient. He suggested that the combining the sheriff and city police
departments would salve tax doljars.
RE: REQUEST STORE ACROSS FROM 2ND WARD CHURCH
Larry Robb was at the meeting. He had gone to Planning ~ Zoning and requested a
zone change on the corner of 5th West and Main to put a conp.er~ience store. The city
had taken a petition around to poll the neighbors and there was four for it and six-
teen against it. Mr. Robb said he had purchased some property across form the 2nd
Ward Church which is zoned commercial. He will build the store there.
RE: VACANT LOTS i<JITH VEF~ICLES
Sander Larson told the mayor that there is still numerous of vacant lots with
vehicles and other thirrgs parked on them, which does not look very good. lie felt
we should try to keep them off, and would like to see us research it and do something
about it.
RE: STREET LIGHTS
The council discusses other places in the city that need street lights.
RE: SIDEWALK DISPLAY ORDINANCE
The council discussed the Sidewalk Display Ordinance. Maur had got and ordinance
form Idaho IEalls and read through it, so the council could see what we need:, to put
in our ordinance and what we needed to change. The mayor turned it over to Bruce
Sutherland for the safety committee to check it oi/er so we can. get an ordinance
drawn up.
RE: SNOW REMOVAL
The council discussed businesses removing the snow from in front of their business
even if the building is vacant. They need also to remove the snow on both sides
of the store if it is on the corner.
RE: SIDE'W'ALK CAFE
Sander Larson questioned allowing ~~dewalk cafes. The-mayor said if they can put
in the 4 foor area it would be okay.
RE: BUFFER BETWEEN STORES
The mayor suggested that there be a 5 foot buffer between the front of the stores,
between the displays.
RE: PLAiV~VING & ZONIiJG MEETING
Glen Pond reported on the Planning & Zoning meeting and told the ccouncil that there
would be four public hearing in January.
RE: APPLICATIONS FOR BEER LICENSES
Mayor Porter read the applications for Beer Licenses.
A renewal of the licese of beer to be sold but consumed off the premises:
Maverick 109
Maverick 195
Osco Drug
A motion was made by Nile Boyle and seconded by Bruce Sutherland to approve the beer
licenses for thes^ three businesses.

A renewal of the license of beer to be sold and consumed on the premises:
High Country Tavern. A motion was made by Nile Boyle and seconded by Darlene Black-
burn to approve the beer license.

The council discussed different businesses selling beer to 14 and 15 year old kids.
They have been getting complaints from parents.. Nile Boyle said if they are cought sell-
ing to minors, we should pull their license.
He suggested that when we issue the license we have a letter written to give to them and
tell them they have some responsivilty. Mary Smith said she would write a letter to issue
with the license.
A motion was made by Bruce Sutherland and seconded by Nile Boyle to pay the bills all
aye .
A motion was make by Sander Larson and seconded by Darlene Blackburn to adjourn.

A motion was make by Darlene Blackburn and seconded by Nile Boyle to approzce the
minutes. All aye.
RE: RENTAL SHOP REQUEST
Jeffery Bell was at the meeting to request putting a rental shop in his apartment
at Sargent Arms. It would be a small appliance rental shop. He would have storage in
his apartment. He would advertise through the college paper and take the merchandise
to the customer, he did not want customers coming to his apartment. Glen Pond
told him the Planning & Zoning have discouraged businesses in Residential areas.
Mayor Porter told him it would be in competition with the stores. The council dis-
cussed it and told him to get in touch with the Planning & Zoning. and make a request for
a variance.
