RE: Ei~1PL0YEES WORKING VETERAN'S DAY INSTEAD OF FRIDAY AFTER THANKSGIVING
Mayor Porter told the council that in our Personnel ('Manual it states that the
employees get November 11th, Veteran's Day, as a holiday. The employees are
proposing that they work on Veteran's Day and take the Friday after Thanksgiving off.
The mayor explained that we would just shift that holiday and not give an extra
holiday. They would still have nine holidays. Bruce Sutherland said the only
problem would be with garbage pickup, and that would have to be worked out. The
;mayor told them that the City really does not have as many holidays as some other
public entities. We may have to pay overtime to the garbage department. A motion
was made by Nile Boyle and seconded by Bruce Sutherland in lieu of Veteran's holiday
we give the employees the Friday after Thanksgiving off this year and review it next
year. All Aye.
RE: SOLICITING
The mayor told the council we have been having complaints from some businessmen that
there is a lot of solicitation going on in the city in the business area as well as
the residential. It is getting to be a problem. When you are operating a business,
it is a public place and you can't really keep people out. He suggested that they
put up a "NO SOLICITING" sign. He thought we should do it at the City Hall. Bruce
Sutherland said we maybe should work through the Chamber of Commerce.
RE: JIM LONG TO DRAW UP TREE ORDINANCE
Jim Long was at the meeting with some scouts. He works with the Horticulture Land-
scape Department at Ricks College. The mayor explained to him about the 2nd East
project that all the trees will have to go. After eve take the trees out, we would
like to plant trees back that are of the same kind on each street. .Mr. Long told
the council that most cities have tree ordinances. He would be happy to help draw
up a tree ordinance. The mayor told him the city would appreciate it if he would
take that assignment and help draw up an ordinance.
RE: CITY TREASURER EPMPOWERED TO INVEST ;MONEY
A motion was made by Glen Pond and seconded by Bruce Casper to adopt a resolution
that the City Treasurer be directed and empowered to invest money. (copy attached)

A motion was made by Bruce Sutherland and seconded by Bruce Casper to approve 'the
minutes. All Aye.
RE: SOUTH 2ND EAST PROJECT
Mayor Porter reported that Forsgren-Perkins had submitted new drawings to the State
Highway Department. The whole design study is changed. It looks favorable.
RE: RESOLUTION ON SEAT BELTS
The mayor reminded the council that at the last meeting we talked about a resolution
on seat belts. The Safety Committee went over it and recommended the council pass
it. (copy attached) The council discussed the resolution. The garbage trucks are
not equipped with belts and they don't go fast enough. A motion was made by Bruce
Casper and seconded by Bruce Sutherland to pass the resolution.

RE: REQUEST BY SUPERIOR EXCAVATION TO PARK TRAILER TEMPORARILY
The mayor told the council that Superior Excavation had requested parking a temporary
trailer behind Thunderbird Oil for the winter to use as an office to operate their
snow removal equipment. A motion was made by Nile Boyle and seconded by Darlene
Blackburn to allow them to park the trailer behind Thunderbird Oil for the winter.

RE: DR. SPAULDING REQUESTS MOVING OFFICE TO RESIDENCE
Dr. Spaulding requested to move his office from the Rexburg Medical Center to his
residence at 115 East 1st North. The mayor and council said they would have to refer
the matter to the Planning Board.
RE: SAFETY INSPECTION OF DISCOS`
The mayor told the council that during the past two weeks we have been involved in
a controversy regarding the discos in Rexburg. When the new disco opened, no one
had any idea that they would have so many people there. The Safety inspection was
made thinking there would be about 500 people. The first night they had about 1400
people. We have had some complaints about the safety features. We had the State
Fire Marshall come to give us some advice. He went through the three discos in
Rexburg and pointed out some of the things that should be done. In the new disco
they have to have more entrances and the front entrance has to be wider. They are
making those changes. There also has to be some signs up that say this building is
designed for 1200 people.
RE: FOUR INSPECTIONS REQUIRED FOR NEW BUSINESSES
We have decided that whenever anyone comes in to get a business license, whether it
is a new building or an old building, if it is changing to something else, before
the license is issued the safety inspector, the building inspector, the electrical
inspector and the plumbing inspector will have to sign the application that every-
thing is in compliance. We will then give them a certificate of occupancy. This
will have to be done whenever a new occupant comes into the building, whether it
is the same type of business or not. The mayor said we would have to work out some
additional inspection fees.
RE: FIRE AND BUILDING INSPECTORS
The council discussed a letter they received from the Fire Chief, V. Rex Larson.
In the letter he suggested that "it is time that the city have a full-time inspector.
That the fire and building inspectors positions be on a forty-hour week. He sug-
gested that the person hired have a very strong background in building construction."
(letter on file) The mayor said he and Sander Larson, and Rex Larson had a meeting
to discuss everything. We think that we can find someone up to the college that can
help on a part-time basis. We can call him when we need an inspection that is too
big for our inspectors to handle. Maybe later we can hire someone full-time to
handle all the inspections. Right now we only have a $10,000 budget to work with.
We only pay the inspectors about $100 a month. In order to be a building inspector
you have to be licensed. by the state. There is a number of licenses you can get.
The one our building inspector has is a second class license. He can inspect anything
up to two stories residential or business. If it is anything bigger than that we
have got to find someone else. On the nursing home we had Ricks College, who checked

everything and went all over the nursing home plans. If we ge
class license, we will have to pay them about $20,000 a year.

Bruce Sutherland reported on the Safety committee meeting. They discussed the stop
signs by the railroad tracks. The committee has found some of them to be a nuisance.
(recommendations on file) They recommended the removal of the railroad stop signs
at the following locations:
1. Northbound stop sign at the railroad crossing located at the intersection
of 4th South and 5th West.
2. Eastbound and Westbound stop signs at railroad crossing located between
3rd and 4th West and 2nd South.
A motion was made by Nile Boyle and seconded by Darlene Blackburn to concur with
the recommendations of the safety committee and remove the stop signs recommended
by them. All Aye.

bills. All Aye.

RE: APOLOGY FOR TAKING STREET SIGN
Steve Pace was at the meeting to aplolgize for being involved in taking street signs
about a month ago. He had done some community sercice hours. He would never let it
happen again. The mayor told him that it was a serious matter to remove traffic safety
signs, it could result in a serious accident.
RE: STREET LIGHT ON BOTTOM OF APACHE REQUEST
ditch Webster came to the meeting to sk about getting a street light at the bottom of
Apache. He said it was a dark spot. P~ayor Porter said we are in the process of checking
other areas that need lights. We then make a list of lights that need to be put in and
give it to Utah Power 9x Light.
