A meeting of the City Council for the City of Rexburg, Madison County, held
October 8, 1986, at the City Hall.
Present were the following:
Mayor: John C. Porter
Councilman: Glen Pond
Sander Larson
Bruce Sutherland
Bruce Casper
Nile Boyle
Councilwoman: Darlene Blackburn
Also Present: Rose Bagley, City Clerk
Mary Smith, City Attorney
A motion was made by Darlene Blackburn and seconded by Sander Larson to approve the
minutes. All Aye.
RE: TENTATIVE BID FOR CULVERT ON PARK STREET DITCH
Mayor Porter told the council that Farrell had got a tentative bid to put in a
culvert on the ditch at Park Street. The cost would be $18.00 a foot, total of
$23,000 for 1280 feet. The council discussed how much of the ditch they planned
to cover. They felt that they could only afford doing 1/10 of it now, the city does
not have $23,000.
Dale Steiner asked what size of culvert they were putting in. The mayor told him it
would be 4' and should be plenty big enough.
RE: HOME FOR BATTERED SPOUSES
The mayor told the council there is a group of people who are establishing a home
for battered spouses. A citizen has donated a $50,000 home. They have asked the
council to waive the cost of water, sewer and garbage for this house. The council
gave their okay.
RE: BETTER BUSINESS BUREAU
Brad Liljenquist was at the meeting to discuss the Better Business Bureau. He asked
the council to support the bureau. He said he would like to be able to tell people
that the City Council supports it. The Better Business Bureau's purpose is to
promote better business through confidence. It will be the Eastern Idaho Better
Business Bureau. Mayor Porter said from time to time, we do have people calling
the city about some rip-off or they are checking on a business. We have no way to
evaluate whether it is a good or bad business, when they come in to get a business
license. If we become a member, we could call if there is something we think is not
quite right. Brad said they are going to put on a membership drive to get some
funds. A motion was made by Glen Pond that the council will support the concept of
the Better Business Bureau. Seconded by Darlene Blackburn. All Aye.
RE: TAX ANTICIPATION NOTE
Nile Boyle introduced a resolution to allow the city to borrow on a Tax Anticipation
Note for $340,000 with the interest rate at 6% and be payable December 31, 1986, for
the general expenses of the City of Rexburg for the current year, through First Secur-
ity Bank. Nile Boyle made the motion to pass the resolution, seconded by Darlene
Blackburn. All Aye.
RE: SKUNK PROBLEM
The mayor told the council that we have had a number of complaints about skunks.
He said he didn`t know what the people expect the city to do. We have purchased
4 live skunk traps, when the traps are baited, they can go in either end, then the
ends drop down and a canvas drops over the trap and they take them someplace and put
the exhaust pipe in it and gas them. In the street or in an area that is wide open,
they have a small fire arm to shoot them.

RE: OUTLET ON SEWER LAGOONS
The mayor told the council that we have received the permit from the Army E~gi~neers
so we can repair the outlet on the sewer lagoons. They have been working on it.
RE: RICKS COLLEGE HOMECOMING PARADE
Ricks College Homecoming Parade is Saturday morning. The mayor has been invited to
ride in the parade. He suggested that they get a car and have all the administration
ride in it, or possibly on the old fire truck.
RE: AIC LEGISLATIVE MEETING
The mayor told the council that he attended a Legislative I;ommittee Meeting for the
AIC in Pocatello that afternoon. They felt that we need to do something to redeem
the money we lost from Federal Revenue Sharing. They discussed Liability Insurance
Premiums it is costing every man, woman and child $8.00 a year for cities. There
will be a task force headed by .Donna Reed to go to the legislature.
RE: PARKED CARS
Sander Larson expressed his concern about the cars parked at the old Pamida parking
lot with "For Sale" signs on them. He suggested making an ordinance against it.
Mary said she would check into it.
RE: TRAFFIC COUNT
Bruce Sutherland asked if we had received a traffic. count on 5th West and Main.
RE: DIRECTION ON GOLF COURSE
Nile Boyle said they needed some direction on the Golf Course. Should they keep
everything and everyone off the golf course except the golfers. The mayor said he
thought if there are no golfers on the course there would be no problem in letting
cross country runners on it.
A motion was made by Nile Boyle and seconded by Darlene Blackburn to pay the bills.
All Aye.
