Porter Nile Boyle Glen Pond Bruce Sutherland Bruce Casper Darlene Blackburn ;; ,'-_' Rose Bagley, City Clerk Richard Horner, Treasurer The council discussed the proposal Utah Power & Light had presented for the city to go on Commercial Time of Day. It would save $16,000 a year on water pumping. De Lynn Edstrom said it would not be feasible in the summer. He said we would have to check the meter reads morning and night. The mayor said he had called Paul Drake and Brent Barker with UP&L and asked if they could be at the meeting, but they were unable. Glen Pond explained the program to the council. De Lynn said the only time he could see a problem would be if we had a bad fire or if we had a big water line break. Glen said we would realize some savings even if we use the higher rate for a month. The mayor said a man came in the office that had a device that moniters the pump levels. If we go on this new program we should get this device. There would be some installation costs which should be included in the budget about $1500. The council agreed that this might be a good program. The council discussed the budget and raising property taxes. They discussed the insurance and decided that they would not give a cost-of-living raise. The mayor said the trees on main street are blocking the signs on the stores and need to be trimmed. The council decided to get someone that does that kind of work to trim them. _~ Mayor, J Porter _~~~ -~ City Cle Rose Bag Those Present: Special Budget Meeting August 13, 1986 Mayor: Councilman: Councilwoman: Also Present: John C. Porter Glen Pond Nile Boyle Bruce Casper Darlene Blackburn Rose Bagley, City Clerk Richard Horner, Treasurer Blair Siepert and the employee committee for insurance was at the meeting. They asked for a decision on the insurance. Richard told them with putting in the 75 for the City and 25 for the employee in the budget it would cost $6000 more for insurance. The mayor told the group that the budget is in balance, but we will have to increase the property tax by 20% to get it in balance. We felt yesterday that we couldn't make too many increases and benefits to the employees. In the Street Department we are using money that we anticipate winning through the courts from the county, and that is in there to help balance the budget. Blair asked if they could go with a 77-23 on the insurance. The council discussed this and how much more it would cost which would be $2000 more. A motion was made by Glen Pond that there would be no cost-of-living raise and that the city would go with 77-23 on the insurance, seconded by Bruce Casper. All Aye. Nile Boyle said he thought we should pay 100% of the single people's insurance. The council decided that would be okay. Nile said we really need to get away from that property tax, The mayor said one problem is when we set a policy, for example on insurance 77-23, it stays; we don't reduce it. The council told the group that there would not be a cost-of-living increase. Farrell Davidson was at the meeting to ask about renting a building by PDQ to put sand in this winter. It needs to be kept dry. The council told him to check on it and see how much rent they want. The mayor suggested that we set up a depreciation fund for vehicles that are over 3 years old. We could borrow from the utility fund for police cars and pay interest to that fund. We could set up a system to buy one police car every 1 to 2 years and the same with a truck. Discussion Qn_.the budget. A motion was made by Nile Boyle and seconded by Glen Pond to approve the tentative budget $2,598,700. The budget hearing will be set for September 3, 1986, at 7:30 P.M. All Aye. The council discussed raising the fees for park reservations. It was decided to raise the regular reservations from $10.00 to $15.00 for anything up to 5 hours and over 5 hours from $15.00 to $20.00. All large commercial groups will be charged $100.00. The council discussed cutting the Senior Citizen Bus hours. It was decided to cut out Monday and cut the hours to 7 hours from 8 hours from Tuesday through Friday, and only for lunch on Saturday. ~~ Ma ohn C. M. Present were the following: Mayor: John C. Porter Councilman: Glen Pond Bruce Sutherland Bruce Casper Sander Larson Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, Treasurer A motion was made by Glen Pond and seconded by Bruce Casper to approve the minutes. All Aye. 8:00 P.M.: Public Hearing for property at 325 West Main to grant a special use permit to United Mortgage for a proposed use of property fora radio station, KADQ. G ~~ NOTICE OF HEARING Notice is hereby given that a public hearing will be held and conducted by and before the City Council of the City of Rexburg, Idaho, on Wednesday, the 20th day of August, 1986, at 8:00 o'clock P.M., in the Council Chambers of the City Building at 12 North Center, Rexburg, Idaho, regarding the granting of a special use permit to United Mortgage for a proposed use of the property hereinafter described which is otherwise prohibited by the terms of Ordinance No. 478 of the City of Rexburg, Idaho. That the real property is located at 325 West Main, Rexburg, Idaho, and is described as follows: COMMENCING at a point 148 feet West of the Northeast corner of Lot 1, Block 42 of the REXBURG TOWNSITE, Madison County, Idaho, as per the recorded plat thereof and running thence South 124.5 feet; thence West 91 feet; thence North 124.5 feet; thence East 91 feet to the point of beginning. That the proposed use is that of a commercial office for a radio station; that said use would not be transferable from the above described property; and no other use thereof would be permitted except that for which the property is presently zoned, to-wit: R-3 residential. That at such hearing the Council will hear all persons and all objections and recommendations relative to the granting of a special use permit for the purposes above set forth.
