Porter Nile Boyle Glen Pond Bruce Sutherland Bruce Casper Darlene Blackburn Rose Bagley, City Clerk Richard Horner, Treasurer The council discussed the proposal Utah Power & Light had presented for the city to go on Commercial Time of Day. It would save $16,000 a year on water pumping. De Lynn Edstrom said it would not be feasible in the summer. He said we dvould have to check the meter reads morning and night. The mayor said he had called Paul Drake and Brent Barker with UP&L and asked if they could be at the meeting, but they were unable. Glen Pond explained the program to the council.. De Lynn said the only time he could see a problem would be if we had a bad fire or if we had a big water line break. Glen said we would realize some savings even if we use the higher rate for a month. The mayor said a man came in the office that had a device that moniters the pump levels. If we go on this new program we should get this device. There would be some installation costs which should be included in the budget about $1500. The council agreed that this might be a good program. The council discussed the budget and raising property taxes. They discussed the insurance and decided that they would not give a cost-of-living raise. The mayor said the trees on main street are blocking the signs on the stores and need to be trimmed. The council decided to get someone that does that kind of work to trim them. _~ Mayor, J Porter City Cle Rose Bag, -- Special Budget Meeting August 13, 1986 Those Present: Mayor: John C. Porter Councilman: Glen Pond Nile Boyle Bruce Casper Councilwoman: Darlene Blackburn Also Present: Rose Bagley, City Clerk Richard Horner, Treasurer Blair Siepert and the employee committee for insurance was at the meeting. They asked for a decision on the insurance. Richard told them with putting in the 75 for the City and 25 for the employee in the budget it would cost $6000 more for insurance. The mayor told the group that the budget is in balance, but we will have to increase the property tax by 20% to get it in balance. We felt yesterday that we couldn't make too many increases and benefits to the employees. In the Street Department we are using money that we anticipate winning through the courts from the county, and that is in there to help balance the budget. Blair asked if they could go with a 77-23 on the insurance. The council discussed this and how much more it would cost
