Present were the following: Mayor: John C. Porter Councilman: Glen Pond Bruce Sutherland Nile Boyle Bruce Casper Councilwoman: Darlene Blackburn Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard. Horner, Treasurer A budget meeting was held at 6:30 P.M. prior to the regular council meeting. Regular council meeting started at 7:30 P.M. A motion was made by Glen Pond and seconded by Bruce Sutherland to approve the minutes. All Aye. RE: IDAHO ANNUAL SPUD DAYS AT SHELLEY Richard Freeman representing the Chamber of Commerce of Shelley, Idaho, was at the meeting to discuss Idaho Annual Spud Days. Every community around here should be involved. He told the council they would like to invite Rexburg to come down and participate. He gave the council a brochure. He challenged Rexburg as a city to do something to represent their city, and also challenged. the council and mayor to enter the potato picking contest with other mayors and councilmen from other cities. RE: STREET IMPROVEMENT PROJECTS The mayor discussed the street improvement projects. 4th South will be done b_y Sat- urday or Monday. The project down by the park is just about done. RE: BEER LICENSE FOR NEW MAVERIK STORE An application for a Beer License for the new Maverik store to sell canned and bottled beer was read. A motion was made by Nile Boyle and seconded by Darlene Blackburn to approve the license. All Aye. RE: USING PLASTIC GARBAGE BAGS The mayor told the council that in the budget meetings they discussed improving the garbage pickup. Farrell has been trying to get the Mayor and Darlene to go to plastic bags entirely. The mayor said he had an idea that maybe we could give a 25¢ discount for people .that use plastic bags exclusively. The dog problem with garbage was dis- cussed. Bruce Sutherland said in Pocatello instead of giving a 25¢ discount, they give people the bags. They are real heavy commercial bags and they drop some off. every month. The mayor suggested that we do something to give the student housing an incentive to use plastic bags to put into the large bins. Bruce Sutherland asked if we could pass an ordinance requiring all garbage to be in plastic bags or they be fined a certain amount. Richard had checked it out and said we had the money for bags because of the cutback in the two men. The mayor said to get it started we need some kind of an incentive, anybody that wanted to use the bags would come in and sign up saying they would use the bags, and we would give them some kind of a discount. RE: 2ND EAST STREET PROJECT The council discussed the 2nd East Project. We have met with eight people up there and have appointments to meet with two more. We are sure that the Highway Department and Bureau of Roads will go along with a 46 foot road, that will give a 6 foot grass strip buffer and a 4 foot sidewalk. There would be two traffic lanes and two parking lanes. They have all agreed that if nothing else can be done, they will go along with this. The other thing the mayor has told them is when we have a meeting with the State Highway people to go over this new plan, we will let them know about it so they can have some representatives there. We also plan to get some of the state represent- atives and senators and especially John Sessions, Chairman of the Transportation Committee, to be there. He also told them that there is not a chance of saving the trees. They liked the suggestion that Bruce Sutherland made to plant uniform trees on the street. It would enhance the appearance of the street. The mayor had also told them we would have no problem if the state would go fora 44 foot street. They felt good about the fact that we would let them take part in the discussion with the state, and that if we couldn't do anything else, the 46 foot was fine with them be- cause they did not want to stand in the way of the project. RE: LIVESTOCK ON PROPERTY The mayor said he had a complaint that some people had livestock on their property, and asked the city attorney to write them a letter. RE: CABLE T.V. SERVICE The mayor said he and the council had been getting a lot of complaints about the Cable T.V. service and asked the city attorney to write them a letter also. RE: DIRECTIONAL SIGNS FOR THE COMMUNITY CHURCH Alan Ostertag, a scout, has a project and wants to put up three directional signs for the Community Church, they will be put on the street signs. The council agreed that it would be okay. RE: AUTHORIZATION TO PICK UP SURPLUS We need to pass a resolution to authorize certain people to buy and pick up surplus in Boise. A motion was made by Bruce Sutherland and seconded by Nile Boyle to adopt a resolution to authorize Farrell Davidson, Rod Matkin and John Porter to order and pick up surplus. All Aye. RE: BUDGET MEETING Richard Horner reminded the council that there would be another meeting for the budget next Wednesday, August 13, 1986, at 7:30 A.M. September 3rd will be the regular budget hearing. A motion was made by Nile Boyle and seconded by Bruce Sutherland to pay the bills with the exception of the bill from the Sheriff for prisoner meals and authorized the mayor to review that bill for payment.
