A meeting of the City Council for the City of Rexburg, Madison County, held July 22,
1986, at the City Hall.
Those Present:
Mayor: John C. Porter
Councilman: Bruce Sutherland
Bruce Casper

Richard Horner, Treasurer
A motion was made by Nile Boyle and seconded by Darlene Blackburn to approve the
minutes. All Aye.
RE: BEER LICENSE FOR THUNDERBIRD OIL
A beer license was read for Thunderbird Oil for canned and bottled beer to be sold.
A motion was made by Nile Boyle and seconded by Glen Pond to approve the beer license.
All Aye.
RE: EMPLOYEES BLUE CROSS INSURANCE
Mayor Porter told the council that the Blue Cross Insurance has raised in cost. He
told them we had met with Ken Anderson and he proposed some changes that we could.
make to keep the cost the same, and the coverage almost the same. We had a meeting
Wednesday with all the employees and some of them didn't think that was the way to
go, they still think we should stay with the same and the city pick up the difference.
The cost to the city would be about $14,000 to stay the same. He reminded the council
that we are going to lose almost $100,000 in Revenue Sharing. We are not going to be
able to increase our budget. The employees want to have a committee go over the whole
thing and then meet with the council. Richard Horner briefed the council on the pro-
posed changes. The city pays 75% and the employee pays 25%. If we drop the CXL Lab
coverage it would save money; also if we add preview it would save money, or if we
went with $100 deductible it would make a saving. There is a meeting scheduled at
7:00 A.M. on July 20th for the committee, the council and Ken Anderson from Blue Cross
to meet. When they come to us we need to impress them that we won't have enough money
to pay much more than we are paying now.
RE: COST-OF-LIVING RAISE
The council discussed the cost-of-living raise.
RE: PRIVATE GARBAGE PICK-UPS
The Mayor told the council that Don Pope had been working in the garbage department
and has had a business on the side picking up garbage in the county in the sub-
divisions. He has bought a barrel truck and resigned from the garbage department.
We hear he has been going around trying to pick up some of the big accounts, like
Diet Center and Albertson's. Mary Smith looked up the State Law: "That the city
shall have the power to maintain and operate solid waste collections systems, such
maintenance and operation may be performed by the employees and the facilities of
the city or that we can contract or franchise the collection of it to somebody, or
we can contract or franchise part of it". It is under the control of the city.
Ordinance 559 also makes the provisions. The mayor said that what we have been
doing on businesses, is if they want to haul their own, they still have to pay the
minimum of $11.00. The mayor and council said they did not think we should allow
him to haul it in the city limits.
RE: BROKEN PIPE AT SEWER TREATMENT PLANT
The mayor told the council that at the sewer treatment plant the line that runs from
where we dump the sewage into the water, we have a line that goes to the canal. In
the summer we don't dump into the river, we dump into the Rexburg Irrigation Canal.

The high water washed the bank away and exposed the pipe and it broke of,f, a.nd the
treated water is. going into the river aga,i,n, Ne had called the Water ResQurce~ and
they will be up tomorrow to look at it. We have got to go in and repair it. There
is a gravel bar down there we could use if the Fish and Game will let us. After we
get it repaired we want to rip rap the bank so it won't happen again. We might get
the Army Engineers to do it.
RE: SEWER LINE AT 2ND SOUTH AND 3RD WEST
The Diet Center has bought the old Lester Peterson home and Dr. Peterson's home. Be-
fore they bought them there was a sewer problem, a private line that someone had dug
years ago for two or three homes. We are going to have to change that. We will have
to run a line out there. De Lynn Edstrom was at the meeting, he had talked to Charles
Zollinger about the project, instead of going into 2nd South it would go into 3rd West.
It would go the full length of the block, the total cost would be $17,000 but just the
total amount of labor would be $10,000 and the city would furnish the pipe. Richard
told him we would sti17 have to bid it, if it is over $5000. Mayor Porter said he
thinks if it is an emergency we can go ahead without a bid. The attorney read "if it
is necessary to do emergency work to safeguard life or health or property, the mayor
or city manager may declare that an emergency exists and that public interest and neces-
sity demand the immediate expenditure of public money." De Lynn said they would get it
cleaned out today and ask if they could call Idaho Falls and have them take a picture
of it, and then possibly they could come in with a machine and run it through and push
a fabric through it like a balloon and it hardens against the wall to try to repair it,
we could try that first. The council okayed him to try to get it opened up.
RE: 2ND EAST STREET PROJECT
The council discussed the 2nd East Street project. The mayor showed the council the
new plan of the street. He had talked to a few of the people that live up there and
they think it is okay. Bruce Sutherland suggested that those trees could be taken out
and planted up higher on the street, and then coordinate the trees so the whole street
would be Ash or Maple or something. This would make the street look prettier.
RE: ZONE REQUEST AT 325 WEST MAIN
The mayor read a request fora zone change at 325 West Main by Dick Howe to put a radio
station at that address. The council discussed it. A motion was made by Bruce Suther-
land and seconded by Bruce Casper to set up a hearing. All Aye. Mary Smith suggested
that it be changed to grant a special use permit. This would not be transferable. The
hearing was set for August 20, 1986.
RE: TREES FOR CITY
Doug Smith has a bunch of trees he wants the city to come and move to the Golf Course
or Parks or where ever the city can use them. He has had experience using the equip-
ment and would help move them.
Council discussed the County Law Suit.
A motion was made by Bruce Sutherland and seconded by Darlene Blackburn to pay the bills.
