A meeting of the City Council for the City of Rexburg, Madison County, held June 4,
1986, at the City Hall.
Those present were: Mayor: John C. Porter
Councilman: Sander Larson
Glen Pond
Bruce Sutherland
Bruce Casper
Councilwoman: Darlene Blackburn
Also Present: Mary Smith, City Attorney
Rose Bagley, City Clerk
Richard Horner, Treasurer
A motion was made by Bruce Sutherland and seconded by Qarlene Blackburn to approve
the minutes. All Aye.
RE: VACANT LOT PROBLEMS
The mayor talked to the council about the number of people who have vacant lots
adjacent to their property who have talked to him about if they would go ahead. and
take care of the lot, clean it up, plant some grass, and water them and keep them
mowed if the city would provide the water. We have done that on some big areas, and
put a hydrant in for them to use. This would be a lot cheaper if we would work out
a square footage and let it go on their bill and discount it $10 a month or something.
Bruce Sutherland said he thought if they would clean up the lot and keep it cleaned
it would be worth it. Glen Pond disagreed, he said he keeps his lot cleaned up, will
the city discount his water bill. He didn`t think we should get into that ball
game. The guy down the street is going to say, "Hey, I keep my yard up all the time.
They should discount my water too." It is the owner's lot and his responsibility
to take care of it or sell it. The mayor said he is taking care of the lot next to
him and he would pay for the water himself just to sake it look nice. One fellow,
who is a senior citizen, came in to talk to the mayor and said he would clean up
the weeds and take care of it if the city would provide the water. It actually saves
us money if we don't have to take care of it and also makes it look nice. Glen Pond
said he thought we were billing them for it. The mayor told him we do, but it is
pretty hard to bill them for the total cost. The council discussed the lot across
from the library, getting it cleaned up for a park. -Bruce Sutherland said he thought
we would need to take each case on an individual basis, and would have to meet cer-
tain stipulations---such as it would have to be seeded, kept mowed and kept watered
by the right of ownership. The mayor told them we do have an ordinance, but you have
to take them to court and it is a long procedure; by the time you get that done, the
summer is gone. Sander Larson asked what about the man that has a vacant lot next
to him and would like to put in grass, would we then assist that individual with the
watering of the grass if it is his own lot. Sander said he liked the principal but
we need to be consistant. The mayor said he would like to establish some kind of
rule. The council was asked to think about it until the next meeting.
RE: PUBLIC HEARING
At eight o'clock P.M. a Public Hearing was held regarding proposed amendments and
changes of City of Rexburg, Idaho, Zoning Ordinance No. 478. (copy of Notice of
Public Hearing attached). No one was at the meeting to protest. A motion was
made by Nile Boyle and seconded by Glen Pond to change the zoning as described in
the Notice of Public Hearing.

RE: CLEANLNG UP CITY FOR DANCE FESTIVAL
Sander Larson mentioned that the Dance Festival is coming to Rexburg, and it would be
a good time to make a push with the Service Clubs, Organizations, Neighborhood Groups,
Boy Scouts, Girl Scouts and Church Groups to do everything we could to paint un and
clean up. It has been 10 years since the flood. We are going to be a showcase at
that time. We could provide the trucks in certain parts of the city in addition to
garbage trucks to help take some of these things away. It would give us an incentive
to do something that would enhance the whole city. It was suggested that the council
get out and try to gush the clean-up in the neighborhoods. Bruce Sutherland suggested
that he would talk to Blair Covington about the lot he owns across from the library
and tell him he would give him the grass seed at cost. The mayor said if they fixed
up that lot maybe others would see it and would start them doing something. Sander
Larson suggested that a note be put on all water bills and possibly an ad in the paper,
and a letter to the service clubs, scouts, etc.
RE: JOGGING PATHS
The mayor told the council when we had our Centennial in 1983 we published a book of
Rexburg. All the expenses were paid by the service clubs to guarantee it and they
still have that money in there. We are attempting to have them donate the money and
have another drive to sell the books to fund the project. We then could take the
money the service clubs donated to the book fund to put in some jogging paths in the
city park. Rose's son, Todd, who is in landscaping, has agreed to name all the trees
and shrubs on the path. The path would be a 5 ft. asphalt path. We can't do it this
year, but the books will bring in about $18,000. We will have to get the service
clubs to donate all of their share. (Mayor Porter showed pictures of the jogging
paths. )
RE: DISCUSSION ON PORTABLE HOT TUB AND ENCLOSURE OF POOL
Bruce Casper told the council that Vaughn Jenkins, the pool director, would like to
suggest putting in a portable hot tub at the city pool; it would enclose the swimming
pool on the deck in the southwest corner next to the fence. He is proposing
aerobic classes on the grass and then the ladies can go get in the hot tub. The
pool has $2000 from the budget that he has to go toward the cost of $3700. Sander
Larson suggested that we get a little work done around the picnic area. The
council discussed and did not make a decision.
RE: PARK MAINTENANCE
Bruce told the council that Jack Van Houten is in charge of the physical maintenance
of the parks, including upkeep on the diamonds. Vaughn Jenkins is in charge of the
reservations of the diamonds and pool. He also reported on the maintenance that has
been done. Kathy Koon complained about the condition of the ball diamonds. The
mayor told the council that there would be someone on Saturday at both parks to make
sure the picnic areas are set up and clean for the reservations and also clean up
after the people leave that have reserved the shelters.
RE: STREET REPAIR
The mayor told the council that the bids for the street repair should be ready to go
next week. The street department is spraying roundup on weeds in vacant lots. Dale
Steiner called and has sprayed the canal behind Park Street and got it cleaned out.
RE: PARK RESERVATIONS
The Council discussed charging an extra $15.00 cleanup fee on park reservations to be
refunded if the shelter is left clean. The council asked the city clerk to go through
the reservations and see how many families, businesses, churches or clubs have made
reservations so the council can consider that and make a decision at the next meeting.
The council scheduled a meeting on 2nd East with the engineers for June 10th at
7:00 A.M. for a briefing on the project.
Because of the AIC meeting in Boise on June 18th the next council meeting will be
held at 6:30 P.M. on June 17th just before the 2nd East Public .Hearing.
A motion was made by Bruce Sutherland and seconded by Bruce Casper to pay the bills.

ZONING ORDINANCE N0.478
4 NOTICE IS HEREBY GIVEN that a public hearing will be

held and conducted by and before the City Council of the City
of Rexburg, Idaho, on Wednesday, the 4th day of June, 1986, at
8:00 o'clock P.M., in the Council Chambers of the City Building
e at 12 North Center, Rexburg, Idaho, regarding proposed
4 amendments and changes of City of Rexburg, Idaho, Zoning
Ordinance No. 478, to provide as follows:
1. That the following described property be zoned
R-3 rather than R-2 as it is presently zoned. That said
property is located in the Mill Hollow Mobile Home Park in

Commencing at a point that is 1642.79 feet north
of the Southeast Corner of the Southwest Quarter
