Porter Bruce Sutherland Sander Larson Nile Boyle Glen Pond The mayor told the council that we have an application to buy the Big Flush. The value they have on it is $120,000 although it will cost $180,000 to build. The grant is $60,000 that we can make the application for to the Parks and Recreation. If they grant us the $60,000 the owners will donate the other $60,000 to the city, which is our share. He gave the councilmen a handout showing that the slide has made money for the city. Richard explained the handout, telling the council that without the slide it looks like the revenue would go down $6,000 or $7,000 and our expenses on the pool would remain about the same. RE: INSURANCE The council asked about insurance. The mayor said: he had talked to Archibalds again and they said there was some companies that were showing some interest. Richard told them that there is a broker in Boise and one in Oregon that are still looking for us. Eventually the Association of .Counties can take care of us but it will be 6 or 8 months. If we don't get any insurance, we can't open up the pool. We have had a lot mothers calling who are concerned. Vaughn is getting the Wool all ready just in case we get the insurance. RE: GRANT FOR WATER SLIDE The mayor told the council that there is no guarantee that will get this grant, but we need to pass a resolution saying that we agree to put ua our $60,000, which we will receive from donations and revenues from the slide. A motion was made by Glen Pond and seconded by Nile Boyle to adopt a resolution asking for a Land and Water Conservation Fund grant in the amount of $60,000 which is half the amount needed for the purchase of the Water Slide. Those Voting Aye: Glen Pond Nile Boyle Sander Larson Bruce Sutherland Those Voting Nay: None RE: SIGN FOR SUNBEAM DAY CARE Gordon Meredith has requested putting a sign for his Sunbeam Day Care by the wall by Mickelsons P.O.D. He wants to put the sign post on the side by Wagoners. The Planning & Zoning told him that he could not put it on residential property. Today he brought a letter signed by Dar Mickelsen giving him permission to put the sign on his property. Dar Mickels~n claims there is a three foot strip between the fence andWagoners property that he owns. which is zoned commercial. This strip is where he proposes to put the sign post for the sign, which would hang over the fence. Chuck Frost from the Planning & Zoning said he could not see anything wrong with it now. Nile Boyle thought we should check it out to make sure the property line is differ- ent from the fence. It looks like the fence is separating the residential property and the commercial property. A motion was made by Nile Boyle and seconded by Glen Pond that it be turned down and he not be allowed to put the sign at that location. All Aye. RE: SIGNS ON CURBS AND SIDEWALKS Mayor Porter said he had discussed in a previous meeting the problem of signs being put on the curbs and sidewalks. The mayor said he was going to tell Blair to have them take them out according to the ordinance. Sander Larson suggested that we send out letters to all businesses along Main Street and then give them until June 1, and then send the police out to enforce the ordinance. The council authorized Mayor Porter to go ahead and see what he could do to enforce the ordinance. -~ RE: BUSLNESS INTEREST IN ART PORTER BUILDING The mayor said he got a letter from Livermore, Calif., and they want to meet with the mayor, chamber and Art Porter. They want to put in a business in that building to manufacture some kind of plastic pipe. The meeting is set up for April 30. RE: AMERICARE PEOPLE The Americare people have been in town. They have two bankers, one which signed un for the construction and the other one is for long term funding. RE: FILING SUITE WITH COUNTY The council discussed filing suite with the county. RE: BUILDING AND ELECTRICAL INSPECTIONS The council discussed the building inspections and electrical inspections. RE: UNEMPLOYMENT Mayor Porter reported that we had a meeting with the Gibbons Company, that take care of our unemployment. The mayor thought we should have a meeting with the Department Heads and go over everything. In the hearing they had with Fowler, one thing the hearing office questioned the mayor about is "When did you find out about money they were using?" The mayor told them it was when we got the attorney general's report. She asked why this was not brought to the attention of the council and mayor immedi- ately. We have to impress on all the department heads that when they do have some problems in their departments, they have not got to just sweep it under the rug, they have got to come say this is what happened and all these things go in their personnel file. We have to have everything documented so it becomes a matter of record. RE: SMALL ;MALL - PARKING BY PORTER PARK Sander Larson asked what is going on at Small Mall. He also asked about the combine and the cars parked across from Porter Park, and asked that we get them moved. RE: VACANT LOTS - WEEDS The mayor discussed the vacant lots and trying to decide how to get rid of the weeds. We are trying to clean up the concrete and rock off the lots. The mayor said he would like to get a disk and disk the lots. Sander Larson asked about the ditch behind Park Street and thought something should be done about the weeds. The council discussed spraying the weeds on vacant lots. The council felt we should send out letters on the lots. The council thought we should go ahead and spray the weeds. RE: CEMENT ON VACANT LOTS The mayor discussed the cement that the cement trucks are dumping on vacant lots. He had had Blair Siepert check it out and talk to Walters. Meeting Adjourned. May n C. Porter ~ %~ City Clerk, Rose B ey RESOLUTION WHEREAS, the Idaho State Park Administration administers grants made through the Land and Water Conservation Fund and the City of Rexburg plans to make an application to the Idaho State Park Administration for a grant to enable the city to purchase a 300 IF Water Tube Slide that is now privately owned and located adjacent to the Rexburg Municipal Swimming Pool. The slide, since it was constructed and put into use has greatly increased the use of the swimming pool by the public, cutting down the net cost of operation .for the city. WHEREAS, the amount of the grant is for $60,000, the city agrees to provide a similiar amount of money to complete the purchase price of the idater Tube Slide. The City also agrees to operate the slide in conjunction with the Municipal Swimming Pool. It will open to the public and there will be no discrimination regarding race or sex. NOW, THEREFORE, BE IT RESOLVED: That the Mayor be authorized to file an application to the State Park Administration, asking for a Land and Water Conservation Fund grant in the amount of 60,000 which is half the amount needed for the purchase of the Water Slide.
