A meeting of the City Council for the City of Rexburg, Madison County, held
April 16, 1986, at the City Hall.
Present were the following:
Mayor: John C. Porter
Councilmen: Nile Boyle
Glen Pond
Bruce Sutherland
Bruce Casper
Councilwoman: Darlene Blackburn
Also Present: Mary Smith, City Attorney
Rose Bagley, City Clerk
Richard Horner, Treasurer
A motion was made by Nile Boyle and seconded by Bruce Sutherland to approve the
minutes. All Aye.
RE: WATER RATE INCREASE
Richard Horner explained the water rate increase, he gave a handout to each
councilman. (copy attached) We need to raise it to cover $30,000 that we are
going to be in the hole, and we talked about raising it $1.00 for each user.
The mayor went over it and thought it would put too much burden on the small
user. So they had changed it so it would be 50-50, change the minimum rate
from $5.00 to $5.50 and change the overage rate from 25~ per 1000 to 272¢.
The mayor said his thinking is that we have probably 500 or 600 Senior Citizens
and widows living on a low fixed income. This way it would be a $6.00 increase
for the base rate for the year, and the rest of the money would be brought in
by the overage.
RE: RESOLUTION FOR WATER RATE INCREASE
A motion was made by Nile Boyle to adopt a resolution to adopt plan to increase
the water rates increasing the base rate from $5.00 to $5.50 and increasing the
overage rate from 25~ to 272. Seconded by Bruce Casper.

The mayor declared the motion carried.

RE: STREET REPAIRS
Bruce Sutherland .reported on the street repair. Farrel Davidson was waiting
on Forsgren Perkins to give us some cost estimates. He read the list of
major streets that need to be repaired.
North 1st West by Tri State Tire
West 4th South - Between Center & lst West
North 3rd West & South 3rd West
East 350 South Road Sunk
North Main by Smith Park - outside lane - sink hole
East 4th South - Between Harvard & 3rd East
South 2nd East by Water Tanks
The council approved the repairs needed.
RE: STUART NELSON MAKES REQUEST FOR STORAGE AT NORTH 5TH WEST
Stuart Nelson was at the meeting. He operates a vending business and wants to
purchase Don Ricks Home on North 5th West. He will live in the home and wanted to ~~
store candy and pop and vending machines in the buildings. that are on the property.
There will be no business done at that home except storage, and he won't have a sign.
The mayor told him there would be no problem with it. Stuart told the council that
they deliver everything. Glen Pond told him that with the zoning as it is he would
not be able to build a warehouse on that property. A motion was made by Nile Boyle
and seconded by Bruce Casper to approve Stuart Nelson using the property on North 5th
West for storage for his business. All Aye.
RE: COMPLAINT ABOUT HANDBILLS BEING PUT ON CARS
Mayor Porter read a letter from Paul Carver, of J. C. Penneys. He was concerned
about people putting handbills on windows of cars. People throw the bills on the
ground or the wind blows them all over. Bruce Sutherland told the council it was
an inexpensive way to advertise. The mayor told the council to think about what
we should do about it. It is a mess for the city to clean up.
RE: REQUEST FOR DEMONSTE~ATION IN PARK
Paul Sivio, of Total Equipment has requested to take his lawn equipment to Smith
Park and put on a demonstration. The council okayed it.
RE: PORTER PARK HEDGE
The council discussed the Porter Park Hedge. Bruce Sutherland said he thought the
hedge needed to be taken out, it is an eye sore,and a junk collector. It is old and
has not been taken care of. Nile Boyle said he had two people call who expressed
the fact that they thought it would look a lot better if they took it out. A couple
of people called who wanted it kept there because it collected junk. A motion was
made by Bruce Sutherland and seconded by Darlene Blackburn that the hedge be taken
out. All Aye. Mayor Porter said if the public complain too much we would plant a
new hedge. It is old and can't be beautified. The council stated that the city
would plant grass and trees if necessary to make it look nice.
RE: POLICY AND PROCEDURES MANUAL
The mayor told the council that the Policy and Procedures Manual had been finished.
Glen Pond introduced a resolution to adopt the City Policy and Procedures Manual and
it shall be effective and in force and will repeal, supersede and take precedence
over all or any other work or any other personnel policy of the City of Rexburg.
Seconded by Bruce Casper.

The council discussed the money that the county owes the city.
Mayor Porter told the council. about the District Workshop at Rigby, April 22, at
1:15 P.M. at Rigby City Hall.
The council discussed Grants and work done on them by Forsgren Perkins and payments
to them.
A motion was made by Glen Pond and seconded by Bruce Casper to approve the bills.
All Aye.
