The lady that was over.the state highway safety committee said she would get some pam- olets on safety that they have and .send them to us. ~RE: REPORT ON LIABILITY INSURANCE e mayor repor e on e ~a ~ ,ty Insurance. When the mayor was in Boise, he talked to Bud Blaine and Bill Jerackie. Bud Blaine gave him a letter of what the insurance would be. "They have the .backup insurance, with a company in Florida, and it has been approved by the state insurance commission. We received from Valley View Sewer District $15,750 for sewer hookuas for all the lots.. RE: DISCUSSION OF LOAN AND TRUST FUND e mayor to t e counc~ tat the representative from Americare was in the city hall today talking to ECIPDA to negotiate the loan for $970,000. They are ready to go. They have bank financing. As soon as they start, which will be in March, they will start paying interest which is paid every month. We need to set up some kind of a trust fund so interest is paid on it so the fund remains in tact. He said it wasn't going to be easy to get any federal grants from now on. If we can keep that fund all the time, we will have almost as good as revenue sharing. They plan to have it in operation in a year, they would like to have it going by December. We will have to bid. the water line to the nursing home. The mayor discussed the personel manual, which had been mailed to each councilman and ask if they would go over it and come to some special meeting to discuss it. The first meeting would be at 7:00 a.m. Monday. RE: EXPLANATION OF QUESTIONNAIRES FOR BUSINESSES e ynn E Strom a an a out some EPA questionnaires to all the businesses. Mayor Porter explained it to the council. RE: SPRING PROJECTS e mayor to t e council that when spring comes we need to start working on projects. Each councilman needs to meet with the Department Head that he is in charge of and go over all the needed projects. RE: ECONOMIC DEVELOPMENT STUDY OF COMMUNITY Mayor Porter said he had got a letter from Arthur Young about doing a study of Economic Development in the community. They are going to do a study in St. Anthony. He asked the council if they. were interested. They thought he could present it to us and tell us how much it would cost and we could go from there. RE: COMPLAINTS ABOUT ALLEY BY COLLEGE SQUARE Darlene Blackburn said she had had a complaint about the alley by College Square on College Avenue. RE: DISCUSSION OF PARKING The council discusses again the parking of the cars of the people who ride the INEL bus. A motion was made by Nile Boyle and seconded by Darlene Blackburn to pay the bills. All Aye. A motion was made by Bruce Casper and seconded by Nile Boyle to adjourn. Present were the following: Mayor: John C. Porter Councilman: Sander Larson Bruce Casper Glen Pond Nile Boyle Bruce Sutherland Councilwoman: Darlene Blackburn Also Present: Rose Bagley, City Clerk Richard Horner, Treasurer ~`;!~ Mary Smith, City Attorney was excused because of illness in the family. RE: DISCUSSION OF LTABLLITY LNSURANCE Mayor Porter discussed the Liability Insurance. They are having trouble in getting the $600,000 in reserve. He had talked to theM and they thought maybe they could get the County to join in with them. There is two large cities, Boise and Pocatello that are trying to make a decision in the next few days if they will-join the insurance pool. If that happens it will bring it to $500,000, and they think that the insurance commissioner will then issue them a license, and they can start issuing policies. RE: LNSURANCE SYSTEM FOR STATE ere is a i in oise at will set up an insurance system for the state.. It had passed the Senate. This would be set up something like the Workmans Comp. We have paid a couple of small claims. There is another claim from the FHA office because of a drain h,ad not been opened and the water had flooded the basemen RE: DISCUSSION OF ORDINANCE WITH TRAFFhC SAFETY ADVISORY BOARD ruce ut er an reporte tat e a iscusse wit ary mit the ordinance with Traffic Safety Advisory Board. Mary will have it ready for the next meeting. The board will consist of 5 citizens, one councilman, and-any other advisory people we need to call. He and Mary thought it would be a good idea to have the board serve fora period of two years, and then we could reappoint them if they felt they wanted to stay on. Bruce gave a list of the names of people he had contacted to be. on the board: Brent Barker LaDawn Bratsman Val balling Beth Thatcher Bart Webster Mayor Porter told him the council would vote on these people at the same time we pass the ordinance and also decide, on-the date of the 1st meeting. RE: INEL BUS PARKING e counci iscussed the INEL Bus parking. The mayor told the council that a repre- sentative from INEL would like to meet with the council and the traffic board. The mayor greeted the group of scouts .that were at the meeting. RE: DISCUSSION OF MONEY COUNTY OWES CITY The council discussed the money that the county owes the city. The mayor said he thought the only way we could settle it was with a law suit. The council said they had some complaints about the alley by the College Square Apartments. Notices had been mailed to all the property owners within 300 feet of the property to be re-zoned. RE: MAIL ORDER BUSINESS IN BASEMENT avi au a es co were a e meeting. They live on the block to be re-zoned and said they had a business in their basement at 29 West 1st South, they sell mail order equpiment. The council told them there would be no problem, that could be grandfathered so they could continue to have the business in the basement, but if the property were to be sold it would have to be discontinued. RE: CHANGE OF ZONING motion was ma e y Bruce Sutherland and seconded by Nile Boyle to change the zone from commercial to R3 for the N.W. Corner of block 48 (property discribed on attached notice.) The mayor said he would have the police go down and tell them they are in violation and had to get it cleaned up and then if they continue we will have to take action. RE: CHANGE ORDINANCE 478 At 8:00 p.m. a Public Hearing to amend and change the City of Rexburg, Idaho Zoning Ordinance No. 478 to provide fora zone change for the property on the North West Corner of block 48 from commercial to R3. (copy of notice attached). George Turk was at the meeting to explain the reason that he had requested the zone change is because he can't sell his. home because the banks will not borrow money on residential property in a Commercial Zone.
