MINUTES OF THE CITY COUNCIL MEETING
December 11, 1985

A meeting of the City Council for the City of Rexburg, Madison County, held December 11,
1985, at the City Hall.
Present were the following: Mayor: John C. Porter
Councilman: Sander Larson
Glen Pond
Nile Boyle
Jim Morris
Morgan Garner
Councilwoman: Darlene Blackburn
Also Present: Mary Smith, City Attorney
Rose Bagley, City Clerk
Richard Horner, Treasurer
A motion was made by Nile Boyle and seconded by Jim Morris to approve the minutes. All

RE: GROUND BOUGHT FROM GRANT RICKS
eve ar rpm ar s is g Company or Earl's Two-l~Jay Radio in Idaho Falls, was
at the meeting. They are buying some ground from Grant Ricks just East of the Water
Tower. It is in the city limits and is zoned R1. The other uses around it except on
the South are similar to what they want to use it for. They would like a variance so
they could ;gut up a tower and building to put up some radio equipment, and also for an
easement so they could have access to their propertyy. It will be located just east of
the Elevated Water Tower. The Planning Board didn't meet but Mr. Earl had talked to
Chuck Frost, the chairman. Chuck Frost checked it over and talked to some of the other
Planning Board Members and they couldn't see anything wrong with it. Mayor Porter said
when we annexed all that property from AMR Corp., he thought everything was zoned R1,
but that is an area up there which shouldn't be. The council felt there was no problem.
The mayor said we would have to change the zoning before it could be done. Mr. Earl said
they wouldn't be doing anything for a couple of months because of the weather.

The mayor told the council that there are two more beer licenses that need to be
renewed before the first of the .year.

RE: IN PROCESS OF GETTING STATE AND COUNTY LICENSE

As soon as they get them, they will bring them in, he suggested that we add them to the
list and okay them so we won't have to call a special meeting. The council agreed to
approve them with the list above.
RE: DISCUSSION OF LIABILITY INSURANCE IN BOISE
e mayor repor e a wen a discussed the liability insurance with
the AIC. The Blaine Com~?an~/ have ,iust about got the thing nut together. They think
that in a week to 10 days they will be ready to offer a liability insurance policy to
all of the cities. The only problem is that we will have to !gay a large premium to
start. When they get it all worked out they will send the information to us. When we
get the information we will have to call a special meeting to go over it.
RE: SNOW REMOVAL GOING SMOOTH
r e a e ought the snow removal had been going smooth now that we
have both of the graders in operation. The council discussed a problem on the snow
being piled on the corners. Sander Larson said he had complaints about some of the hea-
vily traveled streets that get plowed more often and the driveways are getting plowed
in quite often. They ask if the city could consider plowing the snow in the center and
hauling it away. The mayor said that what was happening was when we onl;~ had one snow
plow, they would rush and go back again to get it closer to the curb and move it in.
The people started thinking that they would just get it shoveled out and the plow would
come back again. Now we have the two graders, they will be doing a good job the first
time and won't have to come back again.
RE: CHRISTMAS BONUS'
e mayor o e council that in other years we have given Christmas Bonus' to all
full time employees at a rate of $25.00 if they have been here all year or if they
started work during the year get $2.00 r~er month from the time they started during
the year. Part time employees and people serving on committees we have given tur-
keys. He suggested we do the same thing again. A motion was made by Morgan Gar-
ner and seconded by Darlene Blackburn to give bonus' and turkeys to employees and
committee members. All Aye.
RE: COMMITTEE ASSIGNMENTS FOR PAST TWO YEARS

council had for the last two years for them to look over, and see what committee
they wanted to serve on and ask them to get back with him.
RE: CITY COUNCIL MEETING CHANG

council decided to change the meeting to Thursday, January 2, at 7:30 P.M.
RE: SPECIA EDUCATION PROGRAM AT IdASHINGTON SCHOOL
T e ma~lor announce tat on Decem er 18, at 1:00 P.M. at the Washington School
Auditorium there would be a program presented by the Special Education. They
would like the mayor and as many of the council to attend as possible.
RE• TWO ADDITIONS TO CARRIAGE HOUSE AND SUMMERSET
The mayor received a letter from Bi`Zly and Myrth Kidd, who own the Carriage
House. They are proposing two additions for student housing units that they
own the Carriage House and the Summerset. The Carriage House would have 24
additional units and the Summerset would have 14 additional units. She doesn't
expect to get this done for a couple of .years. I told her I would give it to
the Planning & Zoning. One problem with it is that street that they are on
is on the sewer line that we are having all the problems with, is used to
capacity and a little more. Before the expansion is made we will have to
get the sewer line enlarged. We have an a!~plication for a federal grant to
get that done this summer but we are down number 30 on the list, so it ma,y be
a couple of years before we get that done.
RE: LNEL PARKING
Sander Larson asked about the parking of the INEL. There is approximately
eight cars parked by Park Street and when there is a snow storm, they have

Sander suggested that we put 2 hour parking on both sides of the street to
sole the problem. He suggested that they use the parking at the Railroad
Depot. Morgan Garner suggested that they make an extra pass with the grader
by the Depot so they could park there.
RE• LIGHTING ON CENTER STREET AND SECOND ~~~~~
Sander Larson said the college as a im' o ina up the impno~per lighting at
the intersection of Center Street and Second South. Jim Morris said he thought
+here was a light there. He had talked to the Power Company the other day and
they had been having problems with lights. The~re~ is also improper lighting
between "lain Street and 1st South on 1st West, across the street from Rainbow
Park. He said he thought we should look at both of those spots and see what
we could do.
RF• CONTROVERSY ON STOP SIGN ON 1ST SOUTH AND 2ND EAST
Sander also told the council that h~ had heard a lot of controversy on the stop
sign at 1st South and 2nd East. The council discussed it and some of the coun-
cil said they had had as many people say they wanted it to stay there as there
have been people wanting it to be moved. Nile Boyle said he thought we should
re-establish the safety committee. He said he did not think that stop signs
should be used to control speed.
RE: DISCUSSION OF If1POUND FEES
The council discussed impound fees. They also discussed a need for signs to
be nut up as you enter town informing people that there is no parking on the
city streets from November 1 to March 1 from 2:00 A.fl. to 7:00 A.M.
RE: CURB AND GUTTER ON NORTH 5TH WEST
Nile Boyle said that Clint Parkinson talked to him about the curb and gutter
in front of his apartment on North 5th West. The 'mayor said that Farrell
was checking on it.

RE: DLSCUSSION OF MONEY THAT COUNTY OWES CITY

them a letter and told them that we would expect to get the money for the 3 years, but
we have not heard from them. He said we got the gravel and he is trying to negotiate
with them on the other contract on the computer.

RE: REPORT OF 1985
e mayor repor ed that we had had a good year in 1985.
~iJe have repaired some streets.
Put in some new water lines.
The Planning & Zoning Committee had given the council a new Sub Division Ordinance,
which will benefit the city in the future.
We had more people enrolled in the Recreation program.
The Swimming Pool operated with the least amount of days out of service, and as a result
it brought in more money and came closer to breaking even.
The Parks were kept in good condition.
The mayor reported that he had talked to the fellow that owned the harvester across from
the park and he has it parked there to take in for repairs and will have it moved soon.
RE: PROBLEM WITH CARS PARKING ON 5TH WEST

the police went down and put notes on the cars to have them park on one side of the street.
Pat Price had talked to the mayor and he said it was better. Sander said the one problem
was the snow removal. Sander said he was concerned about the children going to school
in the mornings and having to walk around the cars and piles of snow and having to walk
into the street.
Morgan Garner asked about the Perry trailer and if it had been moved. The mayor told him
it was in the courts.
A motion was made by Morgan Garner and seconded by Sander Larson to pay the bills. All
