A meeting of the City Council for the City of Rexburg, Madison County, held October
16, 1985, at the City Hall.
Present were the following: Mayor: John C. Porter
Councilman: Nile Boyle
Jim Morris
Morgan Garner
Glen Pond
Sander Larson
Councilwoman: Darlene Blackburn
A motion was made by Glen. Pond and seconded by Nile Boyle to approve the minutes.
All Aye.
RE: CITY CULVERT IN CITY DRAIN DITCH
cks College owns the Village Apartments and
Erickson Pontiac right next to them wants to put in a culvert in the city drain
ditch, that goes in back of their businesses. They were already to do it and Far-
rell stopped them and told them they had better get it engineered. They came in
to see the mayor, and he told him we had had problems with flooding down there un-
til we cleaned out the city drain ditch. The mayor had told him it would be al-
right to cover it but the culvert should be such that it would drain the water.
They agreed to do that. They talked to Morgan Garner and said they would nut in
one clean out, but Farrell and I think they should have two clean outs. I also
feel they should have an engineer check it to make sure they have the right grade.
Sander Larson said he looked at it and it is an eye sore. The Village Apartments
is married housing and there is small children and they could wander out in the
back and fall in. They would like to take the same kind of nine where it ends and
:join it up and take it across the property, cover it and clean un the area. Mayor
Porter said he agreed with covering it but it had to be done correct. Sander said
the college had engineers that could do it. The mayor said there would have to be
two clean outs. The council agreed that it should be done.
RF: TAX ANTICIPATION NOTE
The Mayor discussed a Tax Anticipation Note for $300,000 (on file) payable February
1, 1986. In checking with the banks and financial institutions in Rexburg, and best
interest we can get is 7.12% at Idaho First National Bank. A motion was made by
Nile Boyle and seconded by Jim Morris to pass a resolution to get a Tax Anticipation
Note for $300,000.

RE• PARKING BY KENNEDY SCHOOL
The Mayor discussed the 5th Street Parking by Kennedy School. Blair Sievert had been
in touch with the bus driver of the INEL bus. The people that nark down there are not
aeople that are served by the Rexburg buses. They are served b,y the Rigby bus. They
want to cooperate, but they hate to come any further into town than 5th street because
they are on a tight schedule. They would like to have them nark further South on 5th
West. The mayor suggested that there might be a vacant lot they could park on. Blair
suggested that they park down by the Kingdom Hall church. The mayor said there is a
dedicated city street off of 5th West by the Nielson property. The council agreed
to have Blair work it out, he can talk to the Bus people and tell them where to stop.
RF• TELEPHONE COMPANY AND REXBURG SHARES
The mayor told the council that Neil Anderson from Bell Telephone Company had come in
to talk to him. He is the representative for this area. He told the mayor they have
a fund after they split up and Rexburg's share is $333 and they want to donate it to
a project. Jim Morris suggested donating it to the Parks for the dougouts at Smith
Park.

RE: REVENUE SHARING CUT
The mayor said that Jim Weatherby from the Association of Idaho Cities called and told
him that the Senate had cut 152% out of Revenue Sharing. After the conference hearings
we may end up with the cut and this $333 might come in handy.
Mayor Porter said the Plaques for the City Hall is about to be delivered.

Nile Boyle gave a check for $100 to donate towards it.
Darlene Blackburn gave a ckeck for $100 to donate.
Morgan Garner said he would bring in a check for $300 to donate.
Myron & Rose Bagley dba Tripple B Trucking gave a check for $100 to donate.
RE: DISCUSSION OF 4 WAY STOP
The council discussed the 4 way stop on 2nd East. They felt that it was dangerous
when the roads get slick and it was decided that they would take it out when the
snow comes.
A motion was made by Jim Morris and seconded by Glen Pond to pay the bills. All
Aye.
