A meeting of the City Council for the City of Rexburg, Madison County, held March 6,
at the City Hall.
Present were the following: Mayor: John C. Porter
Councilman: Morgan Garner.
Glen Pond
Jim Morris
Nile Boyle
Councilwoman: Darlene Blackburn
Also Present: Rose Bagley, City Clerk
RE: MINUTES:
A motion was made by Glen Pond and seconded by Jim Morris to approve the minutes.
All Aye.
RE: FIRST MEETING IN NEW COUNCIL CHAMBERS
The Mayor announced that this is the first meeting in our new Council Chambers.
RE: SCOUT TROOPS 306 and 303 ATTENDED
Scout Troop 306 from the Rexburg 6th Ward was at the meeting. 303 Chief and Patrol
Troop was at the meeting.
RE: A GROUP FROM RICKS COLLEGE ATTENDED
A group from Ricks College was at the meeting.
RE: THE MAYOR ANNOUNCED PLANS FOR THE OPEN HOUSE
The Mayor announced that two weeks from tonight on March 20, at 6:30 P.M. would be
the open house. City Council meeting on that day would be changed to 7:30 A.M.
RE: MAYOR DISCUSSED THE WATER LINE EXTENSION
The Mayor discussed the water line extension. After the flood we had what we
called a North Rexburg Water project. We put in a 8" water line across the river,
so far we have two businesses that have hooked onto that line. They have run
their line at an angle over to where the city line ends. Now there is another
business, Wendy's going in out there and possibly another one going in that area.
We have enough pipe to extend the line, that we took out of the ground from
another project. He suggested that the city go ahead and extend that line. We
could charge then what it would have cost them fora small line to go over and
hook onto our line if we hadn't extended it. A motion was made by Morgan Garner
and seconded by Darlene Blackburn to extend the water line out to the American
Potato Road. All Aye.
RE: AGREEMENT WITH IDAHO TRANSPORTATION TO HAVE BRIDGES INSPECTED
We have a letter from the Idaho Transportation Department. Every four years we
have to enter into an agreement with them to have our bridges inspected. The
four years is up in 1985 and they have sent another agreement for us to sign.
They enter into an agreement with an engineering firm in Idaho to go all over
the state inspecting bridges. Our cost is 10% and they pay 90%. They will
make a report to us and they will pay part of the cost for repair if they need
repaired. A motion was made by Jim Morris and seconded by Morgan Garner that
we enter into an agreement with the State Transportation Department fora bridge
inspection. All Aye.
RE: REPLACING CURB AND GUTTER
The Mayor discussed that we are trying to get people to replace curb and gutter
where they have old style curbs or if they are broken. Ken Benfield came in
the office and he wants to take a petition to the property owners along Millhollow
Road to get them put on the LID to have curb, gutter and sidewalks put in.

He also asked if the city would plant grass in that triangle where Millhollow and
Shoshone meet, he would volunteer to keep it watered and mowed. He also asked about
getting speed bumps in on that road that we had talked about in a previous council
meeting. The Mayor suggested that we put in rumble strips instead, the council
agreed.
RE: PLANNING AND ZONING WANT ZONING MAP UPDATED
The Mayor told the council that the Planning and Zoning want to get the Zoning
Map updated, and we are in the process of getting all the information to Forsgren
Perkins to do that. Glen Pond said that the reason they need that is to help them
when people come in about zoning questions and also to help them while they are up-
dating the zoning ordinance. The County Assessor has found some spots in the city
that we thought was in the city that are not, they were left out. There is a spot
in back of Tri County Equipment that was left out of the Annexation Ordinance. It
makes it difficult for the County Assessor to assess property taxes. There is also
a area across from Ruth and Lyle Smith's that needs to be annexed. The assessor
wants the trailor court out by American Potato to be annexed but they don't want to
be in the city limits at present there is no need.
RE: SCOUT SERVICE PROJECTS DISCUSSED
The Scouts asked the Mayor what service projects they could do. We told them to
contact the Public Works Director this spring and he would find soma things for them
to do in the parks.
RE: APPROVAL OF BILLS AND ADJOURNMENT
A motion was made by Jim Morris and seconded by Nile Boyle to approve the bills.
All Aye.
A motion was made by Darlene Blackburn and seconded by Morgan Garner to adjourn.
