RE: AUDIT CONTRACT
The mayor asked .the council if they had had a chance to read the audit contract
for 1983-1984 from Rudd, DaBell, Call, & Hill that had been mailed out to them.
The cost of the audit will range. from $7,000 to $7,200. A motion was made by Jim
Morris and seconded by Morgan Garner to except the audit contract from Rudd, DaBell,
Call, & Hill for $7,000. All Aye. (copy attached)
RE: BOY SCOUTS ATTEND
J.D. Hancock was at the meeting with a group of Boy Scouts.
RE: MUTUAL AID AGREEMENT
Sander Larson read a Mutual Aid Agreement with the Madison County Fire Department.
This agreement would allow the City to assist them and the city would be able to
assist the County. Sander Larson stated that he would recommend that we proceed
with it. J.D. Hancock, Assistant City Attorney, recommended that Mary Smith review
this agreement before it was excepted by the city. A motion was made by Jim Morris
and seconded by Sander Larson to accept the Mutual Aid Agreement pending Mary Smith's
review and council. All Aye.
Rf: EXTRA MEETING
Mayor Porter announced that after the council meeting the council was going to have
a personnel meeting.
RE: APPROVE BILLS
Jim Morris made a motion to pay the bills seconded by Morgan Garner. All Aye.
RE: ADJOURNMENT
Morgan Garner moved that the meeting be adjourned, seconded by JimcMorris,, All Aye.

A special meeting of the City Council for the City of Rexburg, Madison County,
held October 31, 1984, at the City Hall.
Present were the following:

Mayor Porter handed out a handout to the councilman with an explanation of payments
received and owed by Madison County to the City of Rexburg for sales tax and road
and bridge funds.

RE; FORMULA FQR ROAD & BRIDGE FUNDS
Mayor Porter told the council the reason that he had checked on this was
because he had read in the paper in Idaho Falls when they were working on
their budget, that because the county had lowered the Road and Bridge levy
that the city had lost $100,000. He had thought that it was a lot of money
for even Bonneville County. when we only get $7000 or $8000. When the mayor
was in Boise two months ago he had talked to the Association of Idaho Cities
to have them check on the formula to see if we were getting our share of the
money. They thought we were talking about the sales tax and had already
sent us a letter. When the mayor was in Boise last Friday, he had told them
that the what he was really asking about was, the division of the Road and
Bridge money that the county collects on the property taxes. Some of the
sales tax money does go to highways so that is what they thought the mayor
was talking about. The mayor got the formula from the A.I.C. while he was
over there on the division of the money that the county collects on the
Road and Bridge. If they levy 2 mills, all the people within the corporate
limits of the city pay that 2 mills to the county on their valuation of their
property. Then the county is suppose to remit 50% of that back to the city
and they have not been doing it. The mayor said he didn't know what the
rule is and we have just been excepting what ever they send us. They send
us money every month with a sheet listing what it is for, and once a year
they will send Road and Bridge Fund money. Sometimes they go for two years
without remitting the Road and Bridge Fund. Richard went over the Treasurer's
office and found out how much they are collecting every year and by using
that formula it shows that since 1976 we are short $668,092. (copies attached)
RE: CORRECT FORMULA
The mayor said he had called the meeting to let the council know what is
going on. He had given the information to Mary Smith and Brent Moss to research
it to make sure the formula is correct. He was going to talk to Dell Klinger
to let him know what the problem is. He was sure the county would want to ask
the Attorney General's office for their opinion. He felt that as city
officials we have a responsibility, if the law says this is the money we are
suppose to get, we should try to get the money. On the Road and .Bridge money,
the county has been using it in the county, and it should have been used
in the city.
RE: .AUDIT
The mayor said there is one thing that we must insist on from now on wherever
there is a division of funds from the county, we should insist that t4~e
auditors go over and audit that fund every year just like they audit every-
thing else.
RE: PAYBACK
The mayor said he had been trying to think how we could get it back. If they
ask him he would tell them that starting .immediately they would have to pay
us our share now plus 25% of the back amount, so they would be paying 75%
and they would have to pay quartly like the law says.
RE: FALSE CEILING
The mayor said he had met with the contractor and archetect today. They are
going to put a false ceiling in the store room where the recreation department
will be. ECIPDA would like three offices instead of just one office room.
It will mean about $4000 additional and they have agreed to pay $200 more rent
a month. The archetect had suggested to have the ceiling just like it is back
there and have the contractor build the petitions but they will just go up
so far and then they will put a seal on up, so if we ever want to take the
whole thing out it would be possible.
RE: NEW TRUCK BED
Mayor Porter said when the city bought the new .truck we were going to shift
the body from another truck, but it won't work. Farrell had gone to a sale
in Pocatello to see about buying abed to fit .the truck, but came home and
talked to Bob Bell who will build us one for about $1000.
