RE: UNAUTHORIZED DUMPING
Darlene Blackburn stated she had been advised of unauthorized dumping of garbage into
private dump bins. The matter was discussed.
RE: -GALE HARDING SEWER CONNECT
The Mayor reported Gale Harding was building a house located just outside of the
City limits and he wanted to connect to the City sewer line with the Rexburg Heights
project. The matter was discussed and permission given to connect at the same cost
as to the Rexburg Heights property owners.
RE: BILLS
Moved by Glen Pond and seconded by Sander Larson that the bills be paid. All Aye.

A meeting of the City Council for the City of Rexburg, Madison County, held October '3, ,
1984, at the City Hall.

RE: APPROVAL OF MINUTES
A motion was made by Glen Pond and seconded by Jim Morris to approve the minutes of
September 19, 1984. All Aye.
RE: THEATER SERIES
The Mayor read a letter from Sander L. Larson inviting everyone to the opening of
the Theater Series. The opening is October 10.
RE: BIDS FOR GAS, OIL & GREASE
The mayor told the council that they had a copy in their packet of the bids for Gas,
Oil & Grease. The apparent low bid for Oil Turbine was Horkley Oil; for P~otor Oil
was Valley Oil; for Regular, Unleaded, and Diesel #2 Madison Coop. (copy attached)
A motion was made by Jim Morris and seconded by Nile Boyle to accept the low bids
as indicated on the bid sheet. All Aye.
RE: INSUFFICENT CHECKS
The mayor told the council that we receive from time to time insufficient checks. We
have decided to make a $5.00 charge for each insufficient check. The bank charges us
$1.16 for each one. A motion was made by Nile Boyle and seconded by Jim Morris to
establish a $5.00 charge for returned checks. All Aye.
RE: .PLANNING & ZONING
Glen Pond gave a report on the Planning & Zoning meeting. (copy on file)
RE: 2ND EAST PROJECT
The mayor said he met with the Highway officials from Rigby and Forsgren Perkins
Engineers. They are working out a contract for the engineer on the 2nd East
Project. The state pays 90% of it, so they have to review the engineering contract
and okay it. They wanted the city to be in on the negotiations. They were
wondering if there would be a lot of opposition. He had told them there would be
opposition unless we could work out an agreement whereby we could just have no
parking on either side instead of widening those two blocks. A lot of the people
he had talked to would be willing to go along with that. They said they couldn't
see anything wrong with that. They may have to widen it 1 foot on each side; they
would check on it with the Bureau of Public Roads. The Bureau of Public Roads didn't
like to have a road that comes in and out; they like to have them the same width.
They suggested that we go with the same width of a street clear up the street.
They pointed out that if there is a lot of objections, the Federal Bureau of Roads
would insist on a full environmental investigation and that would take a year.
The council discussed that the people on that street had only single driveways and
wondered if it would be a mistake to have no parking on that street, especially in
the winter and if they had guests visit them where would they park. The highway
official agreed to the Flood Control project on 9th South that goes down to
Taylor Chevrolet for the city to eventually go ahead with it and run a drain to
get rid of the water. They are going to start designing it. He suggested to the
engineers that the council could have some informal meetings to try to get it all
finalized so when we go to the formal hearing we would not have any hassel.
RE: TELEMETERING
The Mayor told the council that in the packets there is a report on the telemetering
from Franklin Service. Their representative has gone over the whole system and has
made a report on what needs to be done to get it working. He had told Forsgren
Perkins to tell these people to start the ball rolling and get it working. After
the council looks the repair over we will have a special meeting. (copy on file)
RE: OLD STORM SEWER
On Main Street we have been having trouble with the old storm. sewer. It has been
backing up, and after a heavy storm, the water would go into the old se~~rer and fill
it up and come up by Blocks and in two or three other places. John Mellar,
Farrell, and DeLynn checked each manhole and had a special light to see if there
was any blockage. ..They found down in the far end a place where there was an old
sewer line that goes through it that is still in use. There has been a buildup of
gravel and debris that they think is stopping it. They are going to clean it
out. Jim Keller suggested that on the sewer project that has been approved by the
State we would try to get this same line on that improvement list. The Mayor had
told him to go ahead and try to do it. He thinks we can get this project on our same
grant.
RE: HOSPITAL SIDEWALK
The hospital is ready to go on the sidewalk. Morgan said they wanted to know what we
want. The council decided it should go next to the curb. The Mayor said his
feeling is if they could continue the sidewalk across the street on the west side of
Ash and get all of those people to go clear down to the corner and then turn it
there and go to the intersection of 3rd East and Main Street. The council discussed
it and talked about getting the people in that area to participate on an LID to
put sidewalks in and have the hospital participate. The hospital assured the mayor
that if they put the sidewalk on their side, they would also keep the snow off it.
RE: ,PRESSURE VALVES ON WATER LINE.
The Mayor told the council that during the summer they had some consultatns check all
the pressure valves. on the water line. The only one they did not check was the one
on Millhollow. They came back Monday to check it and found a 2 X 4 in a 12"
water main. It had floated down the pipe and jammed into the valve. They think
that was what was causing our water shortage last summer. There was also some
pieces of concrete-that had washed down.
RE: WATER PRESSURE ON MADISON AVENUE
Glen Pond asked the Mayor about the water pressure on Madison Avenue. The Mayor
told him that DeLynn Edstrom had checked it and they only have a 3/4" line. To

many houses are on that line. When the first house was built on that street they
put a 3/4" line in for their house and then every house after that hooked onto that
line. In order to correct it the property owners would have to put in a 2" line,
and they would have to stand the cost because they had to get permission from the
school to build there and they are the ones that put that line in in the first place.
RE: SEWER PROBLEMS ON CORNELL
The Mayor said the people on Cornell have been having a lot of sewer problems. There
is a line that has no manholes on it. After tracing it down, we found out that when
Bill Webster built up there, he took his own line from 2nd South and ran it on
up to where he built. As the other houses were built on that street, they hooked
onto that line. He did not put any manholes in, so there is no way we can clean
it out. This week we have put some manholes in. It will cost about $600 or $700.
RE: WATER STUDY
The Mayor said the last water study was done in 1972. When the council met about
the telemetering. he would like to discuss it.
RE: PAYING THE BILLS
A motion was made by Sander Larson and seconded by Glen Pond to pay the bills. All Aye.

A motion was made by Darlene Blackburn and seconded by Nile Boyle to approve the

RE: SERVICE PROJECT
Mayor Porter said he had received a letter from Jacob Haberlie, who is graduating
from primary and needs to do a service project. He had made a survey on Culdesac
just off of 3rd West. There are 11 children younger than 12 on that street. He
had a petition signed by all the people on that street retiuesting that a sign be
put at the entrance limiting the speed on that street because of small children at
play. The council felt that this would be a good idea and the mayor said he would
instruct Farrell to have the sign put up.
RE: BLINKING LIGHTS
Mayor Porter read a service agreement with the Utah Power and Light to put up the
Blinking Lights on North 5th West and Main and another agreement to install the
electricity at the new City Hall. A motion was made by Nile Boyle and seconded
by Jim Morris to authorize the mayor to sign the service agreements. All Aye.
