RE: NEW CITY HALL
The mayor said he met with the contractor and the architect and went over all the changes
for the new city hall. One of the things the architect brought up was how to determine
the color of the drapes and everything. They have people in there office who are
trained decorators. The mayor suggested to him that these people make a selection
and then we have three people from the council that okay it. The council appointed
Darlene Blackburn, Mary Smith, and Rose Bagley to be on the committee.
RE: DUMPSTERS
Gordon Nelson is complaining because people are parking in front of dumpsters.
The mayor will write a letter to all apartment managers.
RE: NEW STORM DRAIN
The mayor said we are going to put a new storm drain in down by C & L Body Shop.
We have a permit from the State of Idaho to do it. Zollinger is going to put
it in. He said they had discussed the drain on the other side of Main. If they
can get everyone to go along on the new LID on the curb and gutter, there is a
pump that is hooked onto the storm drain by Reese Realty that will work and we
will not need to put that one in.
RE: NEW CURB PROGRAM
The mayor said if we get this new curb program going on West Main, the State Highway
Department will come in after the project is done and resurface that street.
RE: APPROVE BILLS
A motion was made by Morgan Garner and seconded by Glen Pond to pay the bills. All Aye.

In the excused absence of the City Clerk, Rose Bagley, the Mayor asked Mary Smith
to take the minutes. Glen Pond moved that the minutes of the regular meeting held
September 5, 1984, be approved. Seconded by Jim Morris. All Aye.

RE: EMERGENCY ACCESS ROAD TO HOSPITAL ON ASH AND MAPLE
A delegation of residents from Maple Drive and Ash Avenue were in attendance,
protesting the emergency access road from Ash Avenue to the Madison Memorial Hospital.
Many problems were addressed by various people attending the meeting - the
congestion of traffic, the lack of sidewalks along Ash and Maple for pedestrians
and consequently the use of Ash Avenue and Maple Drive by pedestrians, the limit
of visibility for motor and pedestrian traffic because of vegetation abutting
the streets and the fact that the intersection of Ash Avenue with Main Street
and North 4th East with Main Street were dangerous intersections, the danger
enhanced because of the present street immediately east of Ash and Main serving
the hospital and the traffic to the old hospital, the Smith City Park, and
pedestrian and motor traffic to and from Madison High School and other schools.
The Mayor stated that Madison County owned the hospital property and the property
upon which the emergency access road was being constructed. He suggested that a
delegation from the area meet with th? Hospital Board and County Commissioners.
RE: ASH AVENUE & MAPLE DRIVE
Jim Long of 77 Ash, a landscape architect, made the following proposals:
1. Sidewalks be constructed on both sides of Ash Avenue.
2. Parking be restricted on Ash Avenue and portions of Maple Drive.
3. Vegetation which obstructs the view on Ash Avenue be set-back or removed.
4. A stop sign be placed at the intersection of Maple Drive and Ash Avenue.
These proposals were discussed. The Mayor stated that the set-back and location of
the Medical building on the west corner of Main Street and Ash Avenue had been
very carefully surveyed by the City Engineers and was in compliance.
RE: WEEDS ON VACANT LOTS
The matter of weeds on vacant lots in the Powell addition and other areas of the
City was discussed. The Mayor explained that the City would mow any vacant lots if
requested to do so; that there was a minor charge for this service.
RE: MAPLE DRIVE
Ray Hancock, a property owner on Maple Drive, whose backyard abuts county
Hospital property, complained that he was denied entrance to his back yard. The
Mayor explained that the abutting property was owned by the County and was not
a City Alley; that he would have to contact Keith Steiner, manager of Madison
Memorial Hospital or the County.
RE: PARKING ON ASH AVENUE FROM PAIN STREET
After discussion, it was moved by Darlene Blackburn, seconded by Morgan Garner, and
unanimously carried, that parking be eliminated on each side of Ash Avenue from
Main Street to its intersection with Maple Drive and on each side of Maple Drive
to its intersection with Birch.
RE: STOP SIGN
The Mayor stated he would have Chief Siepert make a traffic study as to whether
or not a stop sign should be placed at the intersection of North 4th East with
Main Street.
RE: JOHN HOLLIST TRAILER HOME
The Mayor reported that John Hollist had requested permission to leave his trailer
home located by the Medical Center in that location until spring; that when he
purchased it, he did not know it had to be moved. The matter was discussed and it
was determined there should be no exceptions.
RE: PARRY TRAILER
The Mayor stated he was having Chief Siepert investigate the complaints regarding
the Parry trailer on South Third West.
RE: REXBURG HEIGHTS SEWER
The Mayor stated he had met with a committee from Rexburg Heights and they had
reached an agreement on sewer charges of $600.00 for each sewer hook-up and a
monthly service charge of 12 that of the City residence fee, and that their Sewer
District would be responsible for any major repairs and the City for minor repairs;
that the respective responsibilities would be set forth in detail in an agreement
between the Rexburg Heights Sewer District and the City.

RE: UNAUTHORIZED DUMPING
Darlene Blackburn stated she had been advised of unauthorized dumping of garbage into
private dump bins. The matter was discussed.
RE: -GALE HARDING SEWER CONNECT
The Mayor reported Gale Harding was building a house located just outside of the
City limits and he wanted to connect to the City sewer line with the Rexburg Heights
project. The matter was discussed and permission given to connect at the same cost
as to the Rexburg Heights property owners.
RE: BILLS
Moved by Glen Pond and seconded by Sander Larson that the bills be paid. All Aye.

RE: APPROVAL OF MINUTES
A motion was made by Glen Pond. and seconded by Jim Morris to approve the minutes of
September 19, 1984. All Aye.
RE: THEATER SERIES
The Mayor read a letter from Sander L. Larson inviting everyone to the opening of
the Theater Series. The opening is October 10.
RE: BIDS FOR GAS, OIL & GREASE
The mayor told the council that they had a copy in their packet of the bids for Gas,
Oil & Grease. The apparent low bid for Oil Turbine was Horkley Oil; for Motor Oil
was Valley Oil; for Regular, Unleaded, and Diesel #2 Madison Coop. (copy attached)
A motion was made by Jim Morris and seconded by Nile Boyle to accept the low bids
as indicated on the bid sheet. All Aye.
RE: INSUFFICENT CHECKS
The mayor told the council that we receive from time to time insufficient checks. We
have decided to make a $5.00 charge for each insufficient check. The bank charges us
$1.16 for each. one. A motion was made by Nile Boyle and seconded by Jim Morris to
establish a $5.00 charge for returned checks. All Aye.
