RE: THANK YQU LETTER
Mayor Porter read a letter from the Rexburg Stake Presidency thanking us for the
use of the tabernacle for the Melodrama on the 24th of July.
RE: RICKS COLLEGE HOMECOMING
Sander Larson asked the council if the college could put a banner across Main Street
for the Homecoming activities. The council agreed it would be okay.
RE: BOUNCING SIGNS
The mayor said after meeting with the commissioners, they said they would pay 2 of
the cost of the installation of the bouncing signs at the Kennedy. School.
RE: PARK BLEECHERS
Sander Larson asked if it would be possible for the college to use the aluminum
bleechers fora show the college is possibly going to have for homecoming featuring
a group of stallions. There will be 14 stallions. The council agreed.
RE: REPAIR OF ROAD AT 2ND EAST
The mayor said the commissioners agreed that Farrell and their road superintendent
would work together on the 2nd East to repair the road.
RE: PAYING BILLS
A motion was made by Nile Boyle and seconded by Glen Pond to pay the bills

A meeting of the City Council for the City of Rexburg, Madison County, held
August 5, 1984, at the City Hall.

A motion was made by Darlene Blackburn and seconded by Glen Pond to approve the
minutes. All Aye.
RE: ARTIC CIRCLE PLANS
Ray Murphey representing Artic Circle was at the council meeting to show his plans
to build at the corner of 2nd East and 2nd North where the Dairy Queen was going
to build. He asked for a variance to allow the curb extending onto the right-of-way.
A motion was made by Nile Boyle and seconded by Morgan Garner to approve the plan
for the Artic Circle allowing the curb to extend onto the city right-of-way. All Aye,

RE: FLASHING LIGHT
Nile Boyle asked the mayor about the flashing light on 5th West and Main. The
mayor said it hasn't gotten here yet. They had to rebuild the one they had.
RE: -BUDGET
There weren't any citizens at the meeting to protest the budget. Mayor Porter
reviewed the budget. The only thing that was changed on the budget is they had
decided to write the amount we received from the Madison County Fire District against
their budget making the total for Fire, $128,400. The city budget total for the
city would be $2,625,200.
RE: ANNUAL APPROPRIATION ORDINANCE 662
The City Attorney read the Annual Appropriation Ordinance 662.
AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE OF THE CITY OF
REXBURG, IDAHO, FOR THE FISCAL YEAR OCTOBER 1, 1984, TO SEPTEMBER 30, 1984, AND
APPROPRIATING TO THE SEVERAL DEPARTMENTS, OFFICES AND FUNDS OF THE SAID CITY
GOVERNMENT FROM THE REVENUE DERIVED FROM TAXES LEVIED FOR SAID FISCAL YEAR, AND
ALL OTHER SOURCES, SUCH SUMS AS MAY BE NECESSARY OR DEEMED NECESSARY BY THE MAYOR
AND CITY COUNCIL TO DEFRAY THE EXPENSES AND LIABILITIES OF SAID CITY FOR THE FISCAL
YEAR ENDING SEPTEMBER 30, 1985.
A motion was made by Councilman Morgan Garner and seconded by Councilman Nile Boyle
that the rules requiring an ordinance of a general and permanent nature to be read
on three occasions be dispensed with and that said ordinance be numbered 662.

Ordinance 662 was then placed before the council. The mayor then celled for the
voting for final passage of the ordinance, and the motion was made by Nile Boyle
and seconded by Darlene Blackburn that ordinance 662 be passed.

The roll showed all councilmen present voting "Aye" carried, the Mayor declared that
majority of all the members of the City Council had voted for the passage of said
Ordinance, and that said Ordinance was duly and regularly passed. Mayor Porter declare d
the motion carried.
RE: TROOP 214

Mayor Porter said the council had received a letter from Troop 214 Blazers. They had
made a list of things that would help enforce traffic rules. Poor visibility
intersections:
Main Street and Fifth West - trees
Intersection on Fourth West - Canal banks need the weeds cut
Second South and Fifth West - Concrete on the bridge
We need a parking lot at the Fairgrounds
We need a traffic light at Main Street and Fifth West Intersection
The City Clerk was instructed to write them a letter.
RE: MADISON COUNTY CITIZENS FOR DECENCY THROUGH LAW
The mayor read a letter from Gary Brock. He has formed a committee called Madison
County Citizens for Decency Through Law. They intend to check on such things as
pornography material and various behavior that could occur and keep us posted on
it. The organizations headquarters is in Phoenix. The committee consists of Gary Brock,
Lola Walker, Marjorie Whatcott, J. D. Hancock, and Dr. Daniel Johnson. (.copy attached)

RE: CHANGES IN BUDGET
The mayor said with. the budget that the council had passed there is some changes
that he thought would bring in a little more money. The building permits for a
minimum has been $5.00 for 25 years, we will raise the minimum permit to $10.00.
All the churches, schools and taxing units have not been charged for building permits,
but we still have been inspecting them. He suggested that we start charging them
50% of the permit charge. We haven't been charging for parking lots, but we have to
go out and inspect them to make sure .the driveways are put in properly. He
suggested that we charge a $50.00 inspection for any driveway that is broken or new
or any parking lot. The council agreed with the changes.
RE: ACCESS DRIVEWAY TO HOSPITAL
The council discussed the access driveway to the hospital. They had wanted to put
an access driveway through Morgan Drive. They had a meeting with the property
owners that afternoon. The property owners along that street and the Garner
addition were opposed. The hospital had bought three lots zoned P.1 which zoning
would not .allow them to put an access driveway through there. Mayor Porter said
that he had talked to Keith Steiner that afternoon and he said they would not go
through Morgan Drive. They haven't decided how they were going to do it. The people
were very upset about it. Mel Sanford came to the council meeting to express his
opposition. He also complimented the mayor and council on their fine work in
handling the city problems.
RE: LIST OF MAJOR REPAIRS
Mayor Porter asked the council to look at the list of major repairs that is in
their packets. Farrell made this list up and will try to get these repairs in
order of their priority.
RE: SIGNING EASEMENT
The mayor said he was going to meet with Deloy Ward and get the easement signed.
When they get that signed, they will be ready to put the sewer line in.
RE: 4TH SOUTH
Morgan Garner said he had talked to the college about 4th South. They water the
center strip and they also water the street at the same time and it is breaking up
the street. They are thinking of taking out the center section.
RE: CROSS CONNECTION ORDINANCE
The mayor said 4 or 5 years ago we passed a cross connection ordinance. It makes
it so if we have to shut off one of the city main lines, it does not drain
somebodys sprinkling system back into the city lines. The other night there was
a water break in the Garner Addition and they had to turn the water off and it
drained a sprinkling system back into the city line with mud and everything. DeLynn
proposes to start inspecting all sprinkling systems in the city, to make sure they
have the cross connection, and also a vacuum. What he proposes is if he finds
one that does not have the cross connection that he will notify them and we will
give them 60 days to get it corrected. If they don't we, will do it ourselves
and fine them.
RE: STORM DRAIN ON MAIN STREET
For the last couple of years when we have had a heavy rainfall, the drain down by
Blocks and the old city hall fills up. In fact, the whole storm drain on ~1ain
Street fills up and surcharges back. The engineers went over the plans on how it was
put in. They think it was filled up with dirt and sand and sediment and it needs
to be flushed out so they are going to do that before winter.
RE: NO PARKING SIGNS
On the street on South 1st East and 3rd South for one-half of the street the college
wants to put up No Parking signs on about three parking spots on the East across
from the Clark Building so it will be safer for the students to cross. The council
felt that there was no problem.

RE: NEW CITY HALL
The mayor said he met with the contractor and the architect and went over all the changes
for the new city hall. One of the things the architect brought up was how to determine
the color of the drapes and everything. They have people in there office who are
trained decorators. The mayor suggested to him that these people make a selection
and then we have three people from the council that okay it. The council appointed
Darlene Blackburn, Mary Smith, and Rose Bagley to be on the committee.
RE: DUMPSTERS
Gordon Nelson is complaining because people are parking in front of dumpsters.
The mayor will write a letter to all apartment managers.
RE: NEW STORM DRAIN
The mayor said we are going to put a new .storm drain in down by C & L Body Shop.
We have a permit from the State of Idaho to do it. Zollinger is going to put
it in. He said they had discussed the drain on the other side of Main. If they
can get everyone to go along on the new LID on the curb and gutter, there is a
pump that is hooked onto the storm drain by Reese Realty that will work and we
will not need to put that one in.
RE: NEW CURB PROGRAM
The mayor said if we get this new curb program going on West Main, the State Highway
Department will come in after the project is done and resurface that street.
