HomeMy WebLinkAbout1984.07.18 CITY COUNCIL MINUTES The electricians said it would cost about $300 more for fixtures. We could get a workable building for $192,500. The air conditioning for the council would be a swamp cooler that we had on the old building. The council discussed the parking and right-of-way to the back. The mayor said after the meeting yesterday his feeling was that we could get the bare bones for this building for $192,500. He figured that to do the thing right so it will look good it will take $200,000. The bid for the other building was $259,000, and hp thought we could knock off $10,000 to make a nice building. Then with the donation of $20,000 you are talking about a difference of $30,000. He said after we decide which building we want, we should do it right so when it is finished we will have a nice building. Jim Morris said it should be attractive because it is the image of the city. Morgan Garner said he had heard from a lot of people that the city can find money for some foolish things, but when we come to something lasting and worthwhile you want to cut corners. Nile Boyle said we could pay part out of the budget this year and part out of the budget next year. Mayor Porter said all we have to do is declare an emergency and then levy against the property tax. Glen Pond said if we did not cut out all that other, he didn't think we would have to bid it. Jim Morris said we owe it to the help to have a good working condition with good air conditioning to help them work better. The council said the Porter building could be workable, but it would be nice to have a new workable building. RE: REBUILDING Nile Boyle said he felt that it is best for the city to go back and rebuild. Mayor Porter said the figures would change a little becuase of the rent we will have to pay and the payment on the escrow. Jim Morris said after the flood, we didn't have a chance to rebuild the City Hall right and now we do. The majority of the people will be happy with a new building. Morgan Garner thought that the council had worked hard and done a good job in making the right decision and studied all the facts and figures. A motion was made by Morgan Garner the city hall in the old site and not necessary. Porter Councilman: Jim Morris Morgan Garner Nile Boyle RE: APPROVE MINUTES Councilwoman: Darlene Blackburn Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, Treasurer ~~ ':~ A motion was made by Morgan Garner and seconded by Nile Boyle to approve the minutes. All Aye. 5 RE: SCHOOL CHILDREN CROSSING AT 4TH WEST & MAIN Marjorie Whatcott, principal of Kennedy School, and Carl Hanosky representing the P.T.A. of .Kennedy School were at the meeting to discuss the school children crossing at the corner of 5th Wept and Main. Mr. Hanosky said. they had been trying to get a red light at the crossing. They do have crossing guards there, but there are several near accidents. He takes his children to school in a car 99% of the time because it is so dangerous. Children do not have enough attention span to be cautious enough to cross. The number of students at Kennedy will increase because Washington School will be moving the students to Kennedy. Bruce Webster, the president of the P.T.A., has been in touch with the legislators in working with them on a continual basis, hoping they can do something. They would also like to have a police care at that crossing for the first few days of school to remind people to slow down. The council felt that it was necessary to have a police car there for the first week of school. Mayor Porter said he thought it would be a good idea to get the license number of the cars that do not stop and site them in court. Mayor Porter said he had talked to the highway department in Boise about a bouncing light, and they referred him to the Rigby office where they had every thing. They have some rebuilt lights and will give them to the cities that need them. They will help put it in, but we will have to put in the wiring and stand the cost of installation. Mrs. Whatcott had an estimate from the Utah Power & Light Co.; it will cost about $1,000 for the connection and about $28.00 per month to keep the light in. Mrs. Whatcott said they would like the city to still support them in getting a red light in even of ter they put the bouncing light in. Mayor Porter said he would talk to the county and see if they would split the cost of the bouncing light. Jim Morris said maybe we could get the county to participate. Mayor Porter said he would call the Highway Department and tell them we want them to get it put in within 30 days. RE: HOOKING ONTO STORM SEWER Mayor Porter said we have never done anything about people that want to hook onto the storm sewer. Clint Parkinson wants to hook onto the .storm sewer. This was discussed. A motion was made by Nile Boyle and seconded by Morgan Garner tha t anyone hooking onto the. storm sewer would have to pay a fee of $100 plus the digging permit. All Aye. RE: STREET LIGHT Mayor Porter said where the Ricks College Credit Union is being built they have a street light on one street and there is two other power poles. They want to take light off and put it on one of the power poles; Utah Power & Light will move one of the Poles. It will make it so they can drive in and around a little better. The council agreed that there was no problem as long as they do it at their own expense. RE: MONEY IN OFF STREET PARKING FUND The mayor said we have some money left in the Off Street Parking fund, about $41,000. Now that we are going to have the new city hall, he would like to resurface the tabernacle parking lot because it is starting to break up. The Library Board will pay a per cent. Nile Boyle suggested that we check the other parking lots and repair them. There is also a large hole behind the tabernacle and we only own 6 feet of ground behind there. The driveway belongs to the church and the school. He thought we would repair the entire thing and have each one of them pay $1,000. He said he would estimate the cost at about $10,000. Nile thought it would be a good idea to charge some of that money out to snow removal in the parking lots and also strip the parking lots. The mayor said we also need to repair the alley in the back of the new city hall. The mayor said he would get estimates on the cost. RE: WATER PROBLEMS The-mayor said that Jim Keller and DeLynn Edstrom had made a study of the water problem and opened up some pressure valves and turned on the pump at Smith Park. Now we have enough water. There is a problem of sand developing is some places. RE: BLUE CROSS RATES The council discussed the increase in the Blue Cross rates. They also discussed putting dental and vision on the insurance. The council felt that they could not afford to put dental and vision on. They decided that the council will continue to pay on the regular Slue Cross Insurance at the same rate as they did last year. IO RE: TABERNACLE Mayor Porter told the council that the Tabernacle is being used a lot more. The Lions Club raised the stage and it is high enough so you can see from everywhere. It cost the city only about $3,000. He suggested that we appoint a Civic Auditorium Board and have them set up rules and regulations and have them operate it. We received about $13,000 from the Centenial, and we have spent about $5,000. The mayor had talked to some people that wi17 put in a loud speaking system. The music teachers raised money for a new piano; the city had to pay only about $2,500 on it. The mayor suggested for the board: Florence Bowman Eunice Layton Harry Schultz Mayor Porter Harold Forbush Roger Harris and a County Commissioner The council .agreed that he go ahead and line up the board. It would act just like the golf board. RE: ORDINANCE 659 City Attorney Mary Smith read Ordinance 659, an ordinance to annex Gene Palmers property to extend his trailer court. ORDINANCE 659 AN ORDINANCE ANNEXING CERTAIN LANDS TO THE CITY OF REXBURG, IDAHO: DESCRIBING SAID LANDS AND DECLARING SAME A PART OF THE CITY OF REXBURG, IDAHO; AND AMENDING AND CHANGING THE ZONING MAP OF THE CITY OF REXBURG, IDAHO, TO SHOW SUCH ANNEXATION AND THE CLASSIFICATION OF THE SAME UNDER THE ZONING ORDINANCE OF THE CITY OF REXBURG, IDAHO, AND PROVIDING WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE. A motion was made by Councilman Nile Boyle and seconded by Councilman Morgan Garner that the rules requiring an ordinance of a general and permanent nature to be read on three occasions be dispensed with and that said ordinance be numbered 659. Those Voting Aye: Darlene Blackburn Jim Morris Nile Boyle Morgan Garner ~' Those Voting Nay: None Ordinance 659 was then placed before the council. The mayor then called for the voting for final passage of the ordinance, and the motion was made by Nile Boyle and seconded by Jim Morris that ordinance be passed. Those Voting Aye: Darlene Blackburn Jim Morris Nile Boyle Morgan Garner Those Voting Nay: None The roll showed all councilmen present voting "Aye" carried. The Mayor declared that the majority of all members of the city council had voted for the passage of said ordinance, and that said ordinance was duly and regularly passed. Mayor Porter declared the motion carried. RE: INDUSTRIAL PRETREATMENT PROGRAM Mary Smith told the council that Forsgren Perkins has prepared the Industrial Pretreatment Program for the city which is manditory under state and federal code. They have included a model Municipal Moded Pretreatment Ordinance for existing and new sources of pollution. She suggested that we call it a Model Municipal Treatment Code for existing and new sources of pollution which would allow us to adopt it like a code we adopted on the fire code and uniform building code. RE: ORDINANCE 660 AN ORDINANCE ADOPTING THAT CERTAIN DOCUMENT KNOWN AS THE CITY OF REXBURG MODEL MUNICIPAL PRETREATMENT CODE FOR EXISTING AND NEW SOURCES OF POLLUTION, TOGETHER WITH THE INCLUSION OF APPENDICES: REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT WITH SAID CODE; PROVIDING THAT INVALIDATION OF ANY PROVISION, PARAGRAPH, WORD, SECTION OR CHAPTER OF SAID CODE DOES NOT AFFECT THE REMAINING PROVISIONS, PARAGRAPHS, WORDS, SECTIONS AND CHAPTERS THEREOF, WHICH SHALL CONTINUE IN FULL FORCE AND EFFECT; AND PROVIDING WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE. Mayor Porter declared the motion carried.- RE: SECOND EAST STREET Mayor Porter discussed the 2nd East Street. There are some patches that need to be done. Farrell had gone up there the other day and put some gravel in the big hole by the water tower. The mayor thought we should meet with the county commissioners and get an agreement on the road. From the Teton Villa up to the tower the county owns one side and the city owns the other; and from the tower to Rexburg Heights the city is on both sides of the road, and when you get to Rexburg Heights the county is on one side and the city on the other; so we need to enter into some kind of an agreement in the maintenance of the road. The county was the one that oiled that road last year and it is going to pieces and needs to be done again. RE: BILLS A motion was made by Jim Morris and seconded by Morgan Garner to pay the bills.
