RE: SUNBIRDS
Mayor Porter said he got a letter from a Sunbird congratulating the city on the
streets. There was one problem that needed to be corrected that was the low hanging
limbs over the sidewalks.
RE: PEOPLE NOT TRIMMING SHRUBS
The mayor told the council that we are having problems with people not trimming
their shrubs and cleaning their lots in the city. We now have some people that don't
want to pay. There are people that live in houses and they don't clean their
lots and neighbors were complaining. The weeds and everything become afire hazard.
The mayor suggested that we send out a registration letter to the people in violtaion.
RE: FINANCE COMMITTEE
The mayor reported that the Finance Committee had met with Art Porter and he is here
to let us know about the proposition the committee and he had come up with.
Richard had gone over the insurance account for the building. Richard said since
the last time we met the architects fee has come down a little bit and we haven't paid
as much rent and if we purchased the building in the next week or so and calculating
the interest we have $192,500. Art Porter had taken the architect's plan and
estimated that it would cost $45,000 to remodel. This would be with all the business
on the ground floor. He had talked to Charles Zollinger and Harold Harris. Charles
Zollinger was the only one that made a bid for $47,000 to remodel. The remodeling
was: discussed. It was decided to turn the decision back to the Finance
Committee. In the absence of Sander Larson, Darlene Blackburn was appointed to
take his place on the committee. The committee would meet Tuesday morning at
7:00 a.m. with all the contractors and subcontractors and go over everything.
The council would then meet Wednesday morning at 7:00 a.m to make a decision.
RE: BILLS
A motion was mdde by Jim Morris and seconded by Morgan Garner to pay the bills.

RE: ADJOURNMENT
A motion was made by Nile Boyle and seconded by Darlene Blackburn to adjourn.

A special meeting of the City Council for the City of Rexburg, Madison County,.

Present were the following:
Mayor: John C. Porter
Councilman: Morgan Garner
Glen Pond
Jim Morris
Nile Boyle
Councilwoman: Darlene Blackburn
RE: FINANCE COMMITTEE
Also Present: Rose Bagley, City Clerk
Richard Horner, Treasurer
Glen Pond reported that the finance committee had met with the contractor and
subcontractors and went all over the remodeling and building. The only problem
that arose was air conditioning which would cost extra; about $3,000.
The electricians said it would cost about $300 more for fixtures, We could get
a workable building for $192,500. The air conditioning for the council would be a
swamp cooler that we had on the old building. The council discussed the parking and
right-of-way to the back. .The mayor said after the meeting yesterday his feeling was
that we could get the bare bones for this building for $192,500. He figured that
to do the thing right so it will look good it will take $200,000. The bid for the
other building was $259,000, and hp thought we could knock off $10,000 to make a nice
building. Then with the donation of $20,000 you are talking about a difference of
$30,000. He said after we decide which building we want, we should do it right so
when it is finished we will have a nice building. Jim Morris said it should be
attractive because it is the image of the city. Morgan Garner said he had heard from
a lot of people that the city can find money for some foolish things, but when we
come to something lasting and worthwhile you want to cut corners. Nile Boyle
said we could pay part out of the budget this year and part out of the budget next
year. Mayor Porter said all we have to do is declare an emergency and then levy
against the property tax. Glen Pond said if we did not cut out all that other,
he didn't think we would have to bid it. Jim Morris said we owe it to the help
to have a good working condition with good air conditi~bning to help them work
better. The council said the Porter building could be workable, but it would be nice
to have a new workable building.
RE: REBUILDING
Nile Boyle said he felt that it is best for the city to go back and rebuild. Mayor
Porter said the figures would change a little becuase of the rent we will have to pay
and the payment on the escrow.
Jim Morris said after the flood, we didn't have a chance to rebuild the City Hall right
and now we do. The majority of the people will be happy with a new building.
Morgan Garner thought that the council had worked hard and done a good job in
making the right decision and studied all the facts and figures.
A motion was made by Morgan Garner and seconded by Jim Morris that the city rebuild
the city hall in the old site and negotiate with the contractor to eliminate things
not necessary. All Aye.
