Art Porter
Art Porter presented a plan to remodel his building.. He had Paul Jensen look
at the plan and give an estimate of remodeling. He explained they would take out
the front door and put it in the back and put a new door where the window is
now. The vault will be in the corner where the door is now. You will have to
have two entrances to the council chambers with a fire door. It is impossible to
move the stairway because you have all the utilities under the stairway. He allowed
for another furnace. He suggested that it would sure save money if we would leave
the walls in and not take them out. It is a job to patch after and then the carpet
doesn't match. He put the restrooms in the back and they will have to be big enough
for a wheel chair. They would make as good of an entrance on the back as in the
front. There would be a problem in moving the council chambers because of the
carpet. He had arranged four offices for ECIPDA. Mr. Jensen said there isn't
mcuh difference in the cost of movable petitions and permanent walls. The total
cost to remodel with the plan they figured would be about $46,675. The mayor said
he_,.~~.d-~l<lced i t over with Mary and she sees no reason that we could not pay Art
so much for the building and Art would remodel the building for that amount according
to our spec fications. We could have Blakely come and draw the plans but we wouldn't
have to bid it; Art could hire the contractor and plumbers. Art said that would
be okay, but he did not want to stay around all summer and supervise the building.
The mayor said we could agree on a plan and then work out a sales contract with
the understanding of a total price and finalize it when the remodeling is! done.
Richard went over the money.
Before we had $186,000 which we took out of the moving costs. If we don't take
out that, we come $14,00 of having $190,000. On the bases that we pay $12,000
in rent and it may change because we estimated the interest. The mayor suggested that
we add on these other factors. There is $2,800 if Art agreed to buy the property
for $20,000. The Herring escrow that we are paying on would amount to $4100
and we can receive $5000 from Mountain Bell for taking in their bills. This makes
a total of~$210,886. The mayor said this would give us a little extra in case it
cost extra to remodel. The committee said they did not feel that we should go
over the $190,000. The mayor said he thought we should add in the $4100 that
we have been paying on the other building for one year because we would not have that
expense. Nile said if there is a change of an overrun on the cost, he did not
think we could have that. Glen Pond said he did not think we should spend anymore
on the architect. The mayor said he did not think we would have to. Art Porter
said he was sure we could buy and remodel the building for the $190,000.
Nile Boyle said there was a citizen that will donate $20,000 to the building of the
city hall at the old location. He wants to remain anonymous. He feels strong
enough about it he would donate that if the building was rebuilt back in the old
location. Nile said he didn't know if we could get anymore donations.
Sander Larson said it is a generous offer. Nile said he didn't think we could really
make all the cuts in the building because they are too severe. Sander said he did
not think we could go back and redo it because the whole city would wonder if we
can make up our minds. He said he thought we needed to carry through with what we
had decided. He felt that Byron Blakeey was excellent, but he was extravagant.
Nile said he thought if we go over what money we have, we will have a problem.
The committee said they thought we should turn it over to Byron Blakley, Harold Harris,
and Holley Plumbing to see about how much it would cost.
Sander Larson said we need to see if we can utilize the upstairs.
Glen Pond said we need to get the direct costs to take to the council.
Nile Boyle thought we still should take a vote on the water bills.
