RE: NEW GARBAGE TRUCK .BIDS
Mayor Porter told the council they had a bid opening for the new garbage
truck and compactor. A copy of the bids was in the packets for the council
(copy attached). The mayor suggested that the low bid with trade is $15,499.
and the low bid without trade is $17,368. if you take the one for $17,368
you could keep the whole outfit that we have and are using at $1869. The
mayor had told Farrell he would have to go over the specifacation of the
truck chassie to see if it met the specs. It appears that the bid from
Tri County Equipment for $32,000 would be the low bid for the specs. A
motion was made by Nile Boyle to except the bid on the compactor without
trade from Western Road Machinery seconded by Jim Morris. All Aye.
A motion was made by Nile Boyle that after review of the specifications
of the truck we expect the low bid. All Aye.
RE: RICKS COLLEGE FLAG COMMITTEE TO PRESENT NEW FLAG TO CITY
Mayor Porter said on Friday morning a new Flag Committee at Ricks College
have a flag they want to present to the City of Rexburg but he would not
be here. Sander Larson and Morgan Garner said they would be there to
accept the flag.
The mayor told the council we had recieved $26,536. from the Utah Power
and Light for Franchise Tax.
A motion was made by Jim Morris and seconded by Glen Pond to pay the
bills. All Aye.
A motion was made by Morgan Garner and seconded by Jim Morris to adjourn.

A motion was made by Nile Boyle and seconded by Jim Morris to approve the minutes.

RE: NEW STREET SWEEPER BID OPENING
Mayor Porter told the council the opening of the bids for the new sweeper had been
that afternood, and he read the bids.

The mayor said the specifications were different and varied. He suggested that
the council turn the bids over to the street committee and let them review the
specifications and make a decision. We would buy it on a lease purchase, delivery
time runs from three weeks to sixty days.
The representative from Starline Equipment was at the meeting and the service
manager for that company was also there to answer any question. The mayor told
them the committee would contact them.
A representative from Arrowhead Machinery was at the meeting also, he told the
council they had a new concept in sweeping with new ideas, the machine eliminates
approximately 1200 parts, the visability is tremendous. All the reports they
have had are satisfactory.
RE: NURSING HOME NEED TO HAVE CITY SEWER AND WATER SERVICE
Mayor Porter said that afternoon two men had came in the office that are interested
in building a Nursing Home in the Rexburg area. It would be a 50 bed and not
only a regular nursing home but also an intensive care unit. The eleven acres
of property they have is South West of the airport, and is out of the city limits.
In order for them to build it they have got to have city sewer and water
service. They have agreed to build the line. They want the council to say
if they comply with all the city rules and regulations that the city will allow
them to hook onto the city sewer and also that we have the capacity for them
to hook onto the sewer and water. The mayor had told them they would have to
go through the Planning & Zoning. They have to have a letter from the city with
with a certificate of need to be sent in with their application on Monday. The
mayor said we could not annex that property because there isn't any continuous
property around it. He also told them it would cost them 50% more. A motion
was made by Nile Boyle and seconded by Morgan Garner. to authorize the mayor
to write a letter saying they can hook onto the sewer and water. All Aye
RE: SUB DIVISION ORDINANCE
The mayor told the council that the Planning Board had been going over the
new Sub Division Ordinance and making some changes they will have one more meeting
and then they will give it to the council to adopt.
RE: UNION PACIFIC WANTS TO CLOSE FREIGHT DEPOT IN REXBURG
The mayor told the council that Rexburg is one of the many Freight Depots that
Union Pacific is asking the P.U.C. to close in Idaho. They are several cities
all over the State of Idaho that they are trying to close. One thing that is
bad about closing all the depots on the branch line is once that is done the
state P.U.C. no longer has control, it would be up to the ICC. There is a
bill in the legislature even though we close these stations that the PUC will
still have control over the branch lines. They would like us to give our support
on this bill and also write the PUC protesting the closure. Eventually there
will probably be some saving to the railroad, at the present time the union contract,
states even if they close down the depot in Rexburg they have to keep paying the
agent a while until he retires. They will do all business at the depots in
Idaho Falls, Pocatello, Nampa, Twin Falls, and Montepelier, they will have a toll.
free line to call for your freight. The street going in front of the property
and the property all around it belongs to the Union Pacific. The council
authorized the mayor to write a letter in protest of closing the depot.
RE: FIRE TRUCK LEASE PURCHASE
Mayor Porter told the council that the city would be able to take over the fire
truck on Friday. We are buying it from the county. The city attorney read
a resolution to authorize the need to negotiate with the bank on a lease
purchase of a 1977 American La France Fire Truck. We would pay 1/3 of it now,

1/3 next year and 1/3 the following year. (copy on file) We are financing
$55,000, with a down payment of $20,000, at an interest rate of 8.25%. A motion was
made by Jim Morris and seconded by Nile Boyle to approve the resolution. All Aye
RE: PLANS FOR NEW CITY HALL
The architect representative was at the meeting to show the plans of the new
City Hall building. Mayor Porter told the council he had had a meeting with
Clayter Forsgren and Clint Kingsford and they had gone over the problem of the
storm drain on Center Street. The doorway of the old building is no lower than
any of the doorways anywhere in the city. What happens is the old storm drain
is surcharging and coming up at Blocks corner. Clayter said he couldn't
understand why it is doing that. They are going to make a study and see
what is going on. There is a drain line that starts. in front of the tabernacle
and comes down to the Food Center and then crosses over to where the city hall
was and then goes from there down into the old storm drain in the middle of the
street. They suggested that we get the aquetec and run the line to see if it is
plugged, they are going to go where the water is diverted from the old storm
sewer into the new one by the bank and see if that line is plugged up so
it is all going into the old one instead of the new one.
RE: PATCHING STREETS
The mayor told the council the city crews are around patching the streets. The
council ask the mayor about 4th South, the new street that was put in last
fall, is breaking up. The mayor said he had already written them a letter,
our warranty is good until July. The council felt that we need to put some
presssure on Forsgren Perkins about that street, they need to follow up on it.
RE: FARRELL & DELYNN TO ATTEND MEETING IN KALISPELL
The mayor told the council that there is a Rocky Mountain Conference for
street maintenance in Kalispell, Montana. Farrell and DeLynn want to attend.
The council agreed that they be allowed to attend.
RE: MAYOR AUTHORIZED TO SIGN AGREEMENT WITH UNION PACIFIC
A motion was made by Nile Boyle and seconded by Jim Morris to authorize the
mayor to sign an agreement with the Union Pacific Railroad Company to cover
sanitary and storm sewer pipe line crossing and encroachment. All Aye
