A meeting of the City Council for the City of Rexburc, Madison County, held
February 1, 1984, at the City Hall. V
Present were the following:
Mayor: John C. Porter
Councilmen: Jim Morris
Glen Pend
Morgan Garner
Sander Larson
Councilwoman: Darlene Blackburn
Also Present: Mary Smith, City Attorney
Rose Bagley, City Clerk

A motion was made by Jim .Morris and seconded by Darlene Blackburn to approve the
minutes. All Aye.
RE: BOY SCOUTS TO HELP U;ITH SANDING STREET CORNERS
Matt Green representing Troup 306 Varsity Scouts. He wanted to discuss the winter
driving conditions on the hill, discussing the problems, consequences, and possible
solutions. (copy attached) The varsity scouts vranted to get permission from land-
owners to put barrels on corners on their property with sand in them and then the
Scouts would sand the intersection. The council felt it was a good idea. They
said they wtauld have Farrell get some 30 gallon garbage cans and mark them and fill
them with sand and put them on the corner indicated nn the map.
RE: ORDINANCES CONCERNING CONDOMINUMS
Mayor Porter referred to the Planning and Zoning Minutes. The Planning & Zoning
committee are concerned with a condominum ordinance. Mary Smith has gotten the
State Law for condominiums, Arlo Nelson gave us a sample Sub Division Ordinance
after he had drawn the Comprehensive Plan and there is a condominium section in
it. We will get copies of it to all the council and the Planning & Zoning Board
and have Mary take this Sub Division ordinance and the present one we have and
see if there is anything in the old one we should have, and if everyone agrees
to it we can just adopt this one. The condominum section on page 30 of this new
ordinance. The council agreed to proceed with changing the ordinance.
RE: SEWER PROBLEMS AT REXBURG HEIGHTS
The mayor said on Monday morning at 10:30 am the State Environmental Protection
Agency, which is a part of the Department of Health, wants to meet with the City
Sewer Committee. They want to discuss the sewer problem in Rexburg Heights. The
plan has been engineered and they have given their tentative approval to the pro-
jects as soon as those people up there and the county set up an LID and get it go-
ing. The EPA people want to know how we are going to handle it, the charges we are
going to make and when we will have our part done. We have negotiated with DeLoy
Ward and have the approval to run the line through his property to hook on our
sewer. It looks like now that we won't have to put a lift station in, we might
have to go into the Ward property a little farther.
RE: BUILDING SUGGESTION
Mike Hunter and the president of Monolithic Construction Company was at the meet-
ing to make a presentation of the buildings they construct. The building is a dome
like construction. These are extremely energy efficient buildings, and are concrete
buildings. The building could be built for $34 to $35 a square foot.
The mayor told them the community has decided to build back on the lot on Center
Street now and the full council will have to decide on it and then decide on the
type of building. He told them we would have to contact them later.
RE: REBUILDING CITY HALL IN THE OLD LOCATION

Mayor Porter read a letter from the committee (copy attached). They recommend to
proceed with plans to rebuild on the old location. This recommendation is contin-
gent on being able to build within the amount of money available without ioicurring

further debt. Glen Pond questioned if we would be able to use the footings
and floor at the old building. Mayor Porter said before we start to build
we will test it. The engineers that the insurance company used assured us
that it was okay, we did have others that said we couldn't. Morgan Garner
said at the hearing that Dick Davis and Charles Zollinger both had said we
could use them. Sander Larson told the council as the committee listened
to what people said, the people were concerned about accessability and tra-
ffic at the building we now occupy. In visiting with the police department,
they are looking at the possibility of making it no parking along in front
of this building to go along with what they have done all the way down the
street. That would make accessability in and out a little bit awkard, as
this street down here would take extra traffic there will be more traffic
coming off this street in a few years. There were many who thought they
would enjoy the features of a little less traffic at the location. A motion
was made by Jim Morris and seconded by Darlene Blackburn to adopt the re-
commendation made by the committee to rebuild on the old location. Clinton
Parkinson ask if he could say something before the motion was voted on. He
wanted to sell the Econo-Mart building to the city. He thought the city
should consider a bigger building, better parking, more square footage and
room for expansion which the Econo-Mart building would offer. Sander Larson
said of all the people he had spoken to there wasn't any that wanted to go
to that location. Mayor Porter said if we did buy that building it would
have to be brought up to code.
RE: MOTION MADE ON NEW CITY HALL LOCATION
Mayor Porter told the council that the motion had been made and was now
before the council for a vote. Those voting aye: Darlene Blackburn,
Jim Morris, Sander Larson, Morgan Garner. Abstaining: Glen Pond. Motion
carried.
Mayor Porter told Clinton Parkinson if the new building cost more than we
have money for then we might be talking to him.
Mayor Porter told the council after he had gotten the letter from the co-
mmittee he had sent out letters to four archi,te:cture firms and ask them to
submit a resume and has told them we would go over the proposals and select
three of them and have a persc,nal interview. Because there were on1.y four
anyway, the mayor thought we could interview all of them. It was decided
to meet on Wednesday, February 8 at 7:00 pm for the interviews.
A motion was made by Glen Pond and seconded by Sander Larson to approve the
bills. All Aye.

REXBURG CITY SAFETY PROJECT
Submitted by B.S.A. Troop 306 Varsity Scouts

Problem: Many streets on the Rexburg hill are icy and are not sanded, thereby
creating dangerous driving conditions. Ice remains on these streets
much longer than on downtown streets. The city has little funds for
equipment. and/or manpower to regularly sand these streets.
Consequences:
1. At many intersections cars can't stop and either overshoot .the
intersection or became stuck in snowbanks.
2. Many residents find it difficult and sometimes .impossible to
travel up many of the streets to get to their homes, church, or
school, when the streets are blazed with ice.
3. Frequently on hills with a steep decline cars will go out of
control even when traveling very slowly and when equipped with
studded snowtires.
4. The above stated driving .conditions create a special hazard to
pedestrians (school children and adults).
5. Many minor auto accidents occur on these hills and if the problem
is_ not corrected major accidents could occur.
Possible Solutions:
1. Rexburg City could supply 55 gallon barrels to put at strategic
corners and keep these barrels filled with sand.
2. Troop 306 Varsity Scouts would obtain permission from landowners
to have these barrels placed on the corners of their property
out of the way of snowplows.
3. Varsity Scouts would keep snow off the barrels and would sand
the intersections when directed by the Scoutmaster, the City,
and local residents. Each Scout would be assigned to a specific
location.
4. Neighborhood families would be free to help sand other. parts of
the streets as they feel inclined to.
5. This project could be implemented as an experiment on the locations
marked on the map and could then be expanded to other locations
as residents request and are willing to provide the service.
