where there is already curb, gutter, and .sidewalk. A motion was made by Nile
Boyle and seconded by Morgan Garner to authorize the Engineers to immediately
start planning the project. All Aye.
RE: INSURANCE COMPANY SETTLEMENT
Mayor Porter reported that he had made an offer to the insurance company to settle
our claim for $200,000, but had not heard from the adjustor yet.
RE: APPROVE BILLS
A motion was made by Morgan Garner and .seconded by Sander Larson to approve the
bills. All Aye.

A meeting of the City Council for the City of Rexburg, Madison County, held
December 21, 1983, at the City Hall.
Present were the following: Mayor: John C. Porter
Councilman:
Jim Morris
Nile Boyle
Glen Pond

Councilwoman: Darlene Blackburn
Also Present: Rose Bagley, City Clerk
Richard Horner, Treasurer
RE: APPROVAL OF MINUTES
A motion was made by Darlene Blackburn and seconded by Morgan Garner to approve the
minutes. All Aye.
RE: BEER LICENSES
Mayor Porter read beer licenses for beer to be sold but not consumed on the premises.

A motion was made by Jim Morris and seconded by Glen Pond to approve these licenses.

RE: INSURANCE COMPANY
Mayor Porter told the council we still have not received any word from the insurance
company. We had told them we would accept $200,000. The adjustor said it had been
sent into the insurance company and had also added some for architecture.
RE: SNOW ON INTERSECTIONS
The mayor told the council he had had alot of calls from people complaining
because of the way the snow is rolled up on intersections. He said it would
be nice if merchants would clean it, but alot of them don't and leave it there
and people walk up it and as they go down the other side they fall. He had
Farrell go around and clean all them out.
RE: VACANCY ON PLUMBING BOARD
The mayor told the council that we have a vacancy on the Plumbing Board. He had
talked to Leo Gallup and he had agreed to serve on the board. A motion was
made by Nile Boyle and seconded by Darlene Blackburn to appoint Leo Gallup to
serve on the Plumbing Board. All Aye.
RE: 6-PLEX
The mayor said there had been a man in town, Reed Wyatt, that is building
a 6 plex and someone had told him he could do his own plumbing. DeLynn went
down and talked to him and told him he could not. The law states that a
licensed plumber would have to plumb a 6 plex, and then have an inspection.
RE: DENTAL LAB
The mayor referred to the minutes of the Planning & Zoning Meeting. Ken
Belnap had requested to put a dental lab in behind Dr. Christensen's office in
the Professional Plaza. Mary Smith was under the opinion that he was a
manufacturer and wouldn't qulaify there, but he is not a denturist he just
does work for dentists. The Planning Board recommended that he be allowed to
locate there. A motion was made by Nile Boyle to go along with the Planning
& Zoning recommendation and allow him to have a dental lab located in the
Professional Plaza if he is in compliance with everything else. All Aye.
RE: GAS TAX
Mayor Porter said we get approximately $200,000 from the State Highway
Department as our share of the gas tax. We sent into the state auditor
the City Street Finance Report. (copy of this report handed out to
council. !Attached.) This report has to show that we are spending the
money for streets. It is also published in the paper. The council has to
okay it. A motion was made by Nile Boyle to approve the City Highway User
Report. Seconded by Sander Larson. All Aye.
RE: LAWS FOR ISSUING BEER LICENSES
The mayor told the council that there has also been some changes in the laws for
issuing Beer Licenses. W e also have to pass a new ordinance. A sample
ordinance was sent to us by the AIC. We also have a copy from the City of
Caldwell. When we make the new ordinance Ike need to clean up some of the
wording in our license. He would give the information to P•1ary for her to
make the ordinance.
