City of Rexburg) A meeting of the City Council for the City of Rexburg, Madison County, held October 5, 1983, at the City Hall. Present were the following: Mayor: John C. Porter Councilman: Glen Pond Nile Boyle Sander Larson Morgan Garner Councilwoman: Darlene Blackburn RE: APPROVAL OF MINUTES A motion was made by Darlene Blackburn and seconded by Sander Larson to approve the minutes. All Aye. RE: CLAIM The mayor read a claim from a young fellow for damages to his car. Last Tuesday when it was raining real hard, the school crossing sign on the corner of 5th West and Main was left out in the middle of the street, and with the wind and rain it was tipped or knocked over and he hit it with his car. The accident happened about 8:00 p.m. He suggested the claim be turned over to the Insurance Company. RE: ELECTION JUDGES AND CLERKS Mayor Porter read the appointment of .the Election Judges and Clerks. Precinct 4~1 Judge - Verna Henderson, Clerks - Rula Hinckley and Virginia Smith. Precinct 4~2 Judge - Kathy Orton, Clerks - Marie Hathaway and Jan Parkinson. Precinct ~~3 Judge - Joan Brunson, Clerks - Ann Thompson and Cindy Muir. Precinct ~~4 Judge - Harriet Richardson - Clerks - Nancy Pruess and Debbie Kortright. A motion was made by Morgan Garner and seconded by Nile Boyle to approve the appointment of the Election Judges and Clerks. All Aye. RE: GAS BIDS Richard Horner handed out a sheet with the gas bids on it. The low bid was Madison Coop for Regular, Unleaded, and Diesel. The low bid for Oil Turbine and Multi-purpose Grease was Horkley Oil. The low bid for Motor Oil was Madison Coop. Mr. Horner told the council that we had received a 7% divided last year. A motion was made by Nile Boyle and seconded by Morgan Garner to except the low bids of Madison Coop and Horkley Oil. All Aye. RE: INSURANCE REPORT Lynn Archibald, for the insurance company, was at the meeting to make a report on the insurance. He said they had been working with the adjuster since the explosion. He said there appeared to be no coverage problems. At this point, it is a matter of determining if the city building is a total loss or not. They had had an architect from Idaho Falls in that day to assess the damage and to make a report to the company. That is the only thing that is delaying it. They will continue to check with them daily. The property damage part of the policy will cover the building damage, the liability part of the policy will cover the damage surrounding tenants, and other buildings next to the City Hall, the city pickup will be covered under the comprehensive. The adjuster did give the go ahead to get RESOLUTION A RESOLUTION PROCLAIMING A GENERAL CITY ELECTION, TO BE HELD ON NOVEMBER 8, 1983, DESIGNATING THE POLLING PLACES, DESIGNATING THE REGISTRAR AND DEPUTY REGISTRARS, AND ORDERING THE CITY CLERK TO GIVE NOTICE OF SUCH ELECTION. BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF REXBURG,IDAHO, THAT: SECTION 1. The general city election will be held in and for the city of Rexburg, on the 8th day of November, at which time there will be elected three councilmen to serve for a term of four years. SECTION 2. The following are designated as the polling places for such election: FOR THE FIRST PRECINCT: Adams School 110 North 2nd East FOR THE SECOND PRECINCT: Washington School 110 West Main FOR THE THIRD PRECINCT: Erickson Pontiac 221 West 4th South FOR THE FOURTH PRECINCT: Lincoln School 358 East 2nd South SECTION 3: That Rose Bagley, City Clerk, is hereby designated as Registrar and the following as Deputy Registrars: Nancy Ottesen, Deputy City Clerk; First Precinct, Verna Henderson; Second Precinct, Kathleen Orton, Third Precinct, Joan Brunson; Fourth Precinct, Harriet Richardson. SECTION 4. The Clerk, for and on behalf of the Mayor and Council, shall give public notice of the time and place of holding such general city election by posting such notice in three public places or publishing such notice in at least two issues of the Standard Journal, a newspaper printed and published in the city of Rexburg, Idaho, the first publication of such notice to be made not less than 45 days previous to the date of such city election and the last publication not more than 15 days prior to the election; the notice so published shall state the places of registration and the name of the Registrar and the Deputy Registrars, and the requirements for registration of electors at such city and such other information as may be necessary to give full facts of such election and registration; said notice to contain such information is accordance with the requirements of Section 50-436 of the Idaho Code. The damage is very extensive. The only wall that is lkay is the one by Blocks, almost everything else is damages, there is some salvage value in the trusses, air conditioner, electrical fixtures. The mayor said to recover the trusses would cost us more than to buy new ones. RE: COMMITTEE TO INVESTIGATE BUILDING The mayor said he proposed that we appoint a committee of three from the council to start an investigation and a study as to what we should do, whether we should re-build there at that sight or whether we should look for another building that we can purchase. He said he would like to name Nile Boye, Sander Larson, and Morgan Garner to be on the committee. He said he wanted them to report from time to time on their findings. RE: EAST MAIN SQUARE Dr. Paul Harris was at the meeting, he said he would like to present selling to the city East Main Square. He would offer it to the city within the appraisal range. The building itself has 12,000 square feet of office space. It is built of concrete and brick. He said he has installed one of the first sprinkling systems. The main floor is now occupied with eight offices, that floor is 7,000 square feet. Where the restaurant is now is approximately 4,700 square feet, which could be made into offices. He said he had the only elevator in town. They also had the indoor garden. He said he thought we could get the down payment within the cities budget without going to a bond issue, and he would be willing to work out the balance over a period of 12 or 20 years. The leases on the offices that are in there are no longer than 2 years, and the lease on the restaurant will be up on the 31st of December. The council told him they would study it. RE: OLD PORTER PRINTING BUILDING (PRESENT LOCATION) The mayor said regardless of what we do, we will probably be in this building for six or eight months. He said we have decided in front of this building to mark it parallel parking and then put 10 minute parking signs, as well as signs saying that there is parking in the rear. On the back door of the building we would have a sign saying City Hall and ECIPDA Offices. We will then put tHe.movable petitions along to make a hallway, with signs for directions. We will have the signs up by Friday. RE: REPORT ON GOLF COURSE Jim Morris was unable to be at the meeting, but had asked the mayor to give a report on the Golf Course. They have sold the house that was out there for $4,500 it is going to be moved. With that money, they were able to pay off the contractor for the club house. RE: RECREATION DIRECTOR The mayor told the council that Roscoe Orton, who has been the Recreation Director, isn't teaching school anymore. He has gone into the insurance business. He has offered to continue on, but Jim felt the best thing to do is to ask for applications for people that would like to take the job over. Roscoe can also put in his application. The winter program is in conjunction with school. We need someone to supervise it. He said he would get an announcement out asking for applications far a City Recreation Director. RE: RESTROOMS IN PARKS The mayor said that this fall we went to quite a bit of expense to clean up all the restrooms in the parks, and since that we have had a lot of vandalism in the restrooms. Jim Morris suggested that we offer a reward for information leading to those vandalising the restrooms. A motion was made by Nile Boyle and seconded by Sander Larson to post a reward of $500 for information leading to the conviction of people vandalising the restrooms. All Aye. RE: FIRE INSPECTION PERMIT The Fire Department wants us to issue a fire inspection permit on all businesses, remodeled or new businesses, besides the building permit. They also want us to give them an inspection permit if a business changes when we issue a business license. Mary Smith was instructed to check the legality of it for a possible ordinance. RE: STREET REPAIRS The mayor said he had not had a chance to talk to Farrell about the street repairs.. Morgan Garner said. he didn't think the mix was as good as it should be, it isn't as smooth as we have had before. There was a discussion of the corner of 4th South and 1st East. It had been paved so the street would drain and there was a severe bump there that could cause an accident. Sander Larson made suggestions about smoothing it out on the other side. Nile Boyle said he thought it should be redone at that corner. Morgan Garner said he thought he, Farrell, and John Millar should go around and inspect the work. RE: IRRIGATION COMPANY TO FENCE CANAL Mayor Porter and Mirth Kidd was going to meet with the council, she wants the Rexburg Irrigation Company to fence the canal that goes through Rexburg. He had told her there wasn't anything the city could do about it, she would have to talk to the Rexburg Irrigation. RE: GREEN RIVER ORDINANCE The mayor said he was having Farrell get some signs made that we have the Green River Ordinance in Rexburg, to be put on highway as people enter the city. RE: ALLEY BEHIND STEVE TERRY'S HOME There was a discussion about the alley behind the Steve Terry home. RE: BUILDING REPORT Mayor Porter read the building report. There was $244,300 permits in September. RE: INQUIRIES ABOUT REPLACING CHARLIE Mayor Porter said he had had some inquiries from some of the councilmen about replacing Charlie. He had talked to Farrell, and since we have the new truck and compactor, it can be run with one man, so we will not replace him at the preset time. RE: BILLS NOT READY The mayor told the council that Rose did not have time to get the bills ready, so we would approve them at the next council. RE: DAMAGE FROM EXPLOSION Morgan Garner asked the mayor how things looked to him about the damage from the explosion. The mayor said the policy is for $196,000 and $44,000 for contents. There was little damage on the contents. He said as he talked to the adjustor today, he feels we would be able to salvage the air conditioner and light fixtures. There is probably only about $2500 in salvage. The council discussed rebuilding on the same spot and other various locations that could be purchased. The mayor had checked with some contractors on how much it would cost to re- build. They had given him the figure of about $225,000 to $250,000. Nile Boyle felt we did not need to hurry and make a decision, and we need to think about the future. RE: ADJOURNMENT A motion was made by Darlene Blackburn and seconded by Nile Boyle to adjourn.
