Present were the following: Presiding: Council President, Nile Boyle Councilman: Jim Morris Morgan Garner Glen Pond Councilwoman: Darlene Blackburn Also Present: Rose Bagley, City Clerk RE: P.T.A. MONTH. Nile Boyle declared September as P.T.A Month in the City of Rexburg. RE: GENERAL CITY ELECTION Nile Boyle introduced the Resolution proclaiming a General City Election, to be held on November 8, 1983, designating the polling places, designating the registrar and deputy registrars, and ordering the City Clerk to give notice of such election. At which time there will be elected three councilmen to serve for a term of four years. Designating as the polling places for such election: For the First Precinct: Adams School, for the Second Precinct: Washington School, for the Third Precinct: Erickson Pontiac, for the Fourth Precinct: Lincoln School. Designating Rose Bagley, City Clerk as Registrar and the following as Deputy Registrars: Nancy Ottesen, Deputy City Clerk, First Precinct, Verna Henderson; Second Precinct, Kathleen Orton; Third Precinct, Joan Brunson; Fourth Precinct, Harriet Richardson. A motion was made by Darlene Blackburn to pass the resolution. All Aye. RE: STORM DRAINS AT MADISON PARK Nile Boyle said we have had a request from the people at Madison Park to hook their storm drain from their parking lots to the City Storm Drain. He talked to John Mellar, and he said there is no problem at all, in fact, it would be good to get rid of that water. Morgan Garner asked how they were going to hook on to it. Nile Boyle said John Mellar thought they should hook onto it on 5th West. Morgan questioned how they would hook into it, he had been down there and looked at it and it is lower than the street and the curb and gutter. The council suggested that Morgan get with John Mellar and check it to see if they could hook onto it without any problem. Nile Boyle said if they do hook onto it they would have to pay a Digging Permit and a fee to hook on the storm drain, and put a stipulation that someone from the city if there to make sure it is done correct. A motion was made by Jim Morris that we let them hook onto the storm drain if it is okayed by Morgan Garner and John Mellar and that they pay for a digging permit and also a $300 fee to hook onto the storm drain. Seconded by Glen Pond. All Aye. RE: HUD GRANTS Nile Boyle told the council that John Mellar told him that the Hud Grants are coming up again that we applied for a year ago. A motion was made by Morgan Garner and seconded by Darlene Blackburn to pass a resolution to approve the application for the Sewer Hud Grant with 25% participation from the City and 75% participation from the State. The city would apply for $250,000 from the State and the city would match it with $57,000. All Aye. RE: CANCEL COUNCIL MEETING Nile Boyle told the council if there isn't anything on the agenda for next week, we might cancel that meeting. RE: STREET REPAIR AND OILING The council discussed the street repair and discussed the oiling of the alley behind Coast to Coast. Jim Morris said they needed the actual bid for the amount it would cost to oil the alley. RE: ADJOURNMENT A motion was made by Glen Pond and seconded by Jim Morris to adjourn. All Aye. City of Rexburg) A meeting of the City Council for the City of Rexburg, Madison County, held October 5, 1983, at the City Hall. Present were the following: Mayor: John C. Porter Councilman: Glen Pond Nile Boyle Sander Larson Morgan Garner Councilwoman: Darlene Blackburn RE: APPROVAL OF MINUTES A motion was made by Darlene Blackburn and seconded by Sander Larson to approve the minutes. All Aye. RE: CLAIM The mayor read a claim from a young fellow for damages to his car. Last Tuesday when it was raining real hard, the school crossing sign on the corner of 5th West and Main was left out in the middle of the street, and with the wind and rain it was tipped or knocked over and he hit it with his car. The accident happened about 8:00 p.m. He suggested the claim be turned over to the Insurance Company. RE: ELECTION JUDGES AND CLERKS Mayor Porter read the appointment of the Election Judges and Clerks. Precinct 461 Judge - Verna Henderson, Clerks - Rula Hinckley and Virginia Smith. Precinct 462 Judge - Kathy Orton, Clerks - Marie Hathaway and Jan Parkinson. Precinct 463 Judge - Joan Brunson, Clerks - Ann Thompson and Cindy Muir. Precinct 464 Judge - Harriet .Richardson - Clerks - Nancy Pruess and Debbie Kortright. A motion was made by Morgan Garner and seconded by Nile Boyle to approve the appointment of the Election Judges and Clerks. All Aye. RE: GAS BIDS Richard Horner handed out a sheet with the gas bids on it. The low bid was Madison Coop for Regular, Unleaded, and Diesel. The low bid for Oil Turbine and Multi-purpose Grease was Horkley Oil. The low bid for Motor Oil was Madison Coop. Mr. Horner told the council that we had received a 7% divided last year. A motion was made by Nile Boyle and seconded by Morgan Garner to except the low bids of Madison Coop and Horkley Oil. All Aye. RE: INSURANCE REPORT Lynn Archibald, for the insurance company, was at the meeting to make a report on the insurance. He said they had been working with the adjuster since the explosion. He said there appeared to be no coverage problems. At this point, it is a matter of determining if the city building is a total loss or not. They had had an architect from Idaho Falls in that day to assess the damage and to make a report to the company. That is the only thing that is delaying it. They will continue to check with them daily. The property damage part of the policy will cover the building damage, the liability part of the policy will cover the damage surrounding tenants, and other buildings next to the City Hall, the city pickup will be covered under the comprehensive.
