Present were the following: Mayor: John C. Porter RE: APPROVAL OF MINUTES Councilmen: Jim Morris Glen Pond Morgan Garner Nile Boyle Sander Larson Councilwoman: Darlene Blackburn Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, Treasurer A motion was made by Jim Morris and Seconded by Morgan Garner to approve the minutes. All Aye. RE: FLOOD RELIEF MONEY Mayor Porter discussed the Flood Relief Money the city had collected. He said there are two ways to dispose of it. The LDS Church has an organization down there that is taking care of the flooding in all parts of Utah. If we want them to handle it, they will distribute it. The Governor also has a committee that handles it; all churches are involved, including the Salvation Army, Red Cross, and Civic Organizations. Nile Boyle said since the city is a government agency, he thought we should go through the Governor. He said he would call the Governor and make arrangements. Mayor Porter suggested that someone take the check to Salt Lake. RE: ZONE CHANGE FOR CREDIT UNION Ardyth Carlson was at the meeting to request a Zoning Change for the property on the corner of Center and 2nd South, just South of the Post Office. They were interested in purchasing .that property for the Ricks College Credit Union. Mrs. Carlson showed a plot plan.. Glen Pond mentioned that there was a lady up the street that had an apartment house that was using it for parking. Sander Larson said that was a temporary arrangement on the parking. Mayor Porter said we would have to have a public hearing. It is now zoned R-2 Glen Pond questioned that we are doing too much spot zoning, and that we need to be cautious as to re-zoning. The mayor said it would not be like changing an existing home, it would make an improvement. Sander Larson said the Credit Union is independent of the college. People not associated with the college who go to the Credit Union have a problem because of the parking congestion. This would eliminate the problem. Mary Smith suggested that it be changed for a Special Use Permit rather than a zone change. A motion was made by Morgan Garner and seconded by Nile Boyle to proceed with necessary publication and legal arrangements for a public hearing for a Special Use Permit. The mayor said he would arrange for a city employee to take a petition around to the property owners within 300 feet. He also advised Mrs. Carlson that she would have to pay the publication. costs. Hearing will be held August 24 at 7:30 p.m. RE: DAY CARE, PRE-SCHOOL, KINDERGARTEN Linda Eames was at the meeting. She is interested in buying the property at 106 East 1st South. Before she purchased the property she wanted to know if she could put a Day Care, Pre-School, and Kindergarten in the house. She would have an apartment in the basement. She said she knew a lot of people who baby sit in R2 zones. She had gone to the residents South and East within 300 feet of the property. and they all said they would not object if the place was fixed up. .She had talked to Chuck Frost and since the Planning & Zoning would not meet until the end of the month, he suggested that she come to the council and get their feeling. She said there isn't a licensed Day Care Center in Rexburg. She would get qualified teachers. A child would automatically received pre-school and. kindergarten. Mayor Porter said they would have to have enough off-street parking. She said they have three off-street parking spaces, and there is diagonal parking along the street. She would not have many cars there at one time. She is a certified teacher herself. Harold Hill has a rental unit next door, and he was going to lease the garden .area to her for a play area. Jim Morris said she would have to get a lease from Harold Hill and get the outside measurements, and the measurements of the building and bring them to the council. The council would go look at the area. Mary Smith read from the Planning and Zoning Ordinance under R1 "Exception to, and Limitation on Permited uses: Public or church owned recreational used and child nurseries must provide 100 square feet of play area per child, screened from view of adjacent properties." Permitted Uses: All in Class 1 above, plus educational institutions, churches, libraries, museums, parks, publicly owned recreational uses. Mayor Porter said he would have an employee take a survey of the property owners. RE: ALLEY BEIND 221 SOUTH 2nd EAST Steven Terry, who lives at 221 South 2nd East, was at the meeting to talk about the alley that runs behind his house. He said the alley situation is getting worse. He has 6 children and ttre neighbors have 3 children. The children have to walk up and down the alley, and the alley has become a thoroughfare. Teenagers race through the alley, and if a child would step out at the wrong moment, they would get hit. The reason they were at the meeting was to see if there is anything they can do. There are utility easements that go through the alley, and the garbage trucks go through the alley. Tt~e~ wanted to know if they could get one end of the alley closed with a gate that would open and close.. The end they would like the gate is on Harvard, the alley goes East and West. Mayor Porter said that several years ago when the city had the parking on one side of the street, only they maintained the alley. Sander Larson felt something should be done and reminded the council of the tragic accident that had happened that week. Glen Pond felt it should be closed. Nile Boyle stated that he felt the council should study it and go up and look at it. The mayor said he would have the police check on it and have Mary Smith check the legality on it and the council could go and look at it. A decision would be made at the next meeting. The mayor said he would check on the ownership of the alley. RE: TRAILER HOUSES Morgan Garner gave a trailer report. We have been effective in getting most of the trailers moved. We still have the Beebe trailer that needs to be moved. Wylies have moved all of theirs. Archibalds have moved theirs. Camphouse's have moved out of their trailer, but the trailer is still there and needs to moved. Lonnie Mitchell has cleaned up and made some improvements down his way and he is a senior citizen, but he doesn't. live there very much. The Mayor said that since this has happened we haven't had any request to put trailers on private property. Morgan Garner said he and Rose would go around with the list and see which trailers are still there and then Mary Smith could send out letters to those that have not moved their trailers. The council discussed the problem of Glen Stelzer's trailer. There has been a lot of complaints about it, he is a senior citizen. RE: STREET IMPROVEMENTS Mayor Porter said he signed the contracts for the street improvements before he left to go to Northern Idaho. They were suppose to start Monday, June 4th. RE : CRAMER HOUSE The mayor said the people are supposed to get the Cramer house moved in August. RE: TELEPHONES: The mayor told the council that he and Rose and Richard met with the people. selling telephones. Richard explained the savings, copy attached. The advantage would be we would have the phone system paid for, from then on we would save at least $333 per month. Mayor Porter said one advantage to the system, we could call all departments and have a conference. We might be able to share a Watts Line with the county. The phones would be set up to trace long distance calls. We will pay it on monthly payments at the end of 5 years we would have to pay $1,000. The mayor said we could put a jack in the councilroom and could have conference calls with legislators. In the long run there will be quite a savings. A motion was made by Sander Larson and seconded by Morgan Garner to go ahead with the new phone system if there was no capital expenditure. All Aye. RE: BUDGET SCHEDULE A copy of the budget schedule was handed out. The mayor said they had had a number of budget hearings with the department heads. On August 10 at 7:30 p.m. there will be a Revenue Sharing Pre-budget Hearing and Finalization of a Tentative Budget. On Tuesday at 2:00 p.m. there is a meeting with the college about buying water from them during the winter months. On August 17 at 7:30 p.m. with the regular council meeting, we will adopt the tentative budget.. September 7 at the regular meeting we will approve the final budget. RE: FIREMEN'S RETIREMENT I l_J 1 Mayor Porter told the council that Richard see if there was any way we could get out Retirement, but there wasn't anything that RE: COST OF LIVING INCREASE had gone to Boise to an AIC meeting to of paying the extra money for Firemen's could be done. The mayor told the council they need to make a decision on the Cost of Living Increase for the Budget. Richard had put a 5% on it while having department meetings. The council discussed it. RE: STEP RAISES In the meetings with the employees the mayor had told the department heads to evaluate the employees before they gave step raises. Next Tuesday morning there will be a Personnel meeting at 7:30 a.m. on the 9th. RE: BUILDING PERMIT REPORT The mayor gave a building permit report. RE: IMPACT AREA The mayor said we need to appoint a committee to meet with the county about the Impact Area. We need three councilmen and three residents. They will make recommendations on the impact area. The three councilmen will pick the three residents. The councilmen appointed need to meet with the County on Monday. The mayor appointed Jim Morris, Morgan Garner and Darlene Blackburn with Glen Pond as an alternate. RE: APPROVAL OF BILLS A motion was made by Sander Larson to approve the bills and seconded by Darlene Blackburn. All Aye. Porter City Clerk Rose gle PERSONNEL MEETING August 9, 1983 Present were the following: RE: DISCREPANCY IN SALARIES Mayor: Councilmen: John C. Porter Morgan Garner Sander Larson Glen Pond Jim Morris. Nile Boyle Councilwoman: Darlene Blackburn Mayor Porter said there seems to be a discrepancy in some of the salaries. For example, Rod Matkin who is the forman over the street department makes $1062 a month and Charlie Niederer makes $1243.'. He said he was sure the Rod Matkin is worth a lot more money. Lynn Grover who is over the shop and is making $1021. a month and Robert Foster, who is the assistant makes $1243. What is happening is that someone that is mediocre starts to work for the city when they are young and get the step raises and cost of living raises, and pretty soon it doesn't make any difference the- type of work they are doing, they are doing pretty good. We have got to change. He would like to have an evaluation once a year of all the employees and tell them if they are not doing their job and if the evaluation shows they are not doing their job when their step raise is due, they don't get it unless they have changed. He said he thought their needed to be a ceiling on some jobs, after a person has worked so long in that job, he hits the ceiling, and he only gets the cost of living raise.
