care of the grounds. He didn`t think they would want to do it until the Centennial
is over. We would have to work up a lease with them. The council thought it would
be a good idea.
RE: CONCESSION STAND
The mayor said there is a concession stand at the community park and that is
where all the water controls are. The school also uses it in the summer and in
the fall they use it as a refreshment stand. He thought we should work out a lease
agreement with the school so when they are using it they pay the utility costs
on it. The mayor suggested that Jim Morris negotiate with the school.
RE: BILLS
A motion was made by Glen Pond and seconded by Morgan Garner to pass the bills.

RE: SCOUT TROOP TO PLANT TREES
Jim Morris told the council that there is a scout troop that is going to plant
some trees at the Park Street Park.

A meeting of the City Council for the City of Rexburg, Madison County, held
June 1, 1983, at the City Hall.
Present were the following: Mayor: John C. Porter

RE: APPROVAL OF MINUTES
A motion was made by Glen Pond and seconded by Darlene Blackburn to approve the
minutes. All Aye.
RE: REPORT FROM PLANNING & ZONING COMMITTEE
Mayor Porter discussed the report from the Planning and Zoning Committee. One
thing they want the council to do is something about the 50 foot lots. Glen
Pond, the council representative for the Planning & Zoning, told the
council the committee recommended that variances be considered on 50 foot lots
if the proposed new structure is similar in use to the most recent structure on
the property. And if the property owner wants to change the use of the property,
it would be considered on a case by case basis using the applicable zoning
regulations. Mayor Porter said he thought a 50 foot lot, unless they can
purchase some more property on the other side, we should give a variance and
let them build a similar structure as it was before and consider it on a case
by case basis concurrent. to the Planning & Zoning recommendations.
RE: ABANDONED HOUSES

Another thing they discussed was abandoned houses. He said we have had some
complaints. There is one on 2nd East between 1st and 2nd North. Mary has talked
to those people, and they have agreed to tear it down, but they want two months

time. Mary said she would call her again and let her know that we are serious
about getting it torn down. There is another one on 4th South which we have checked
on and have found it may not be hooked up to the sewer and Mary will write to them,
they have an old shed that had been rented to a family, and he did not think there was
any sanitary facilities in the shed. He asked the council if they knew of any
others. This was discussed. The Planning Board recommended that the Council
have a Police Officer make a list of abandonded homes if they notice them while
driving around the city. The mayor said there is some lots in the city that need
to be cleaned up. There is one across from the Third Ward Church that needs to
be cleaned up. Morgan Garner discussed the Walters homes that need to have something
done. Sander Larson asked about a car on South 5th Weston the Barrick property,
this was talked about last year and is still there. The mayor said the city is
gradually getting a lot of things cleaned up around the city.
RE: APPOINTMENT OF CHARLES PORTER
Mayor Porter said he would like to appoint Charles Porter as a member of the
Planning & Zoning Board. He is a businessman, a licensed engineer and an
attorney. A motion was made by Morgan Garner and seconded by Sander Larson to
approve the appointment of Charles Porter. All Aye.
RE: STREETS
The council discussed the streets. They had preciously okayed work on 4th South
and also on Mohawk. The mayor said we are in the process of getting the streets
taken care of; on 1st North we have had Asphalt Construction fill all the cracks.
He said he was sure it would make that street last a lot longer. The mayor said
he had an estimate for two blocks on 4th South from 2nd East to the Heating
Plant and 1 block on Mohawk, the estimate was $43,000. Morgan Garner asked about
what we are going to do with the Railroad Crossings. The mayor said one would
cost $2300, one they bid from the Railroad down to the intersection which is
not paved $4066, then another one was $2378, the total comes to $10,734. The
mayor said while we are doing it we will bid the streets and Railroad Crossings
together. The council authorized the mayor to prepare the bids. He reported
on the revenue for the streets. We have $6000 from Revenue Sharing, we have
$22,000 left over from last year that was not expended, we have this year $46,000
in the budget, making a total of $74,000 for streets. We have spent $8000 to fix
the Railroad Crossings like they are now.
RE: STREETS BY COLLEGE
The mayor said he got a letter from the college, they want to get the street fixed
in front of the green house. He talked to Clayter Forsgren, we have had trouble
with other streets on the hill. When they put black top over the concrete by the
Fourth ward church, they discovered under the concrete there was a huge cavern
that the water had just washed away, it had started to settle so they knocked a
hole in it and filled it full of gravel and then put the black top on, because it
is a concrete base there it has held up fine. Up on the hill the soil is fine
and when the run-off comes, it goes under the street and washes it out. If there
is enough money left, we will try to fix some of those, otherwise we will have
to fill up the holes with gravel.
RE: ANNEXATION OF REXBURG HEIGHTS
Mayor Porter reported on the annexation of Rexburg Heights. He had talked to the
engineers and they are working on the cost of what the sewer project would be to
the homeowners, including .the curb and gutter. They will have that ready for the
next meeting. Morgan Garner asked if it would be possible to make that in two bids.
He had been talking to some of the people from there, and they were wondering
if they could just do the sewer now and maybe in five or six years come back and
do the curb and gutter. The mayor said it is important that we have the
curb and gutter to protect the streets. He had talked to the Department of Public
Health, and because it is an emergency situation and a health hazard, we will be
able to apply for a grant to help with a sewer project. If we could get a $100.00
grant, it would help those people and then they could put in the curb and gutter.
Morgan Garner asked if Mary could work up a proposal with everything that would be
necessary to agree with the cities zoning ordinances and they would take it around
and see if they could get 80% to sign it, and have it ready for the next meeting.
At the next meeting a representative from the health department and the people
from Rexburg Heights will be at the meeting. He said he thought there was no
question that they have to annex. Mary Smith was instructed to draw up a proposal.
RE: CENTENNIAL
Mayor Porter discussed the observing. of the Centennial in Rexburg, On July 22,
the book that has been written be Dave Crowder will be on sale. From time to
time we have an exchange student come in City Hall and they like to have something
that they can take home. He said he would like the city to buy some of the books
so we will have them to give to these people. Lf we order .them now we .can. get ,them for
$2.00 off. A motion was made by Morgan Garner and seconded by Darlene Blackburn to
authorize the mayor to purchase 25 books.- All Aye.
RE: TETON PIPE LINE PEOPLE
The Teton Pipe Line people were in the city hall and want to sign the lease. Mary
Smith said the lease is ready.
RE: UTAH FLOOD FUND
Mayor Porter said another thing, he thought the council and the city should start
a fund for the people in Utah that are in the flood. The money can be sent
or brought to the city hall and we can send it down to them. Sander Larson
suggested that we send man power down, the mayor said that would probably be
handled by the church.
RE: BLUE CROSS. PREMIUM
Glen Pond discussed the increase in the Blue Cross premium. It has gone up about 20%.
Single Membership from $53.46 to $66.55
Two-Party Membership from 118.55 to 145.25
Family Membership from 136.75 to 166.20
The employees have been paying 20% and 25% and the city has been paying 75% and 80%.
This increase will start July 1. Glen read an additional clause "A new Idaho law
requires that the charge for benefits for elective abortions be defined and made
optional. Your current health care program includes this coverage at a cost of $.O5
per contract, per month. If you prefer to remove this benefit from your group
program, you may do so be completing a waiver card.." It was decided by the council. to
go ahead for the balance of the budget year with the same percentage scale as we have,
and then at budget time take it under consideration as to what percentage the city
will pay. It was also decided to leave the elective abortion as part in the policy.
RE: REXBURG IRRIGATION COMPANY
Members of the Rexburg Irrigation Company were at themeeting. The council approved
a contract with them and they are to pay the city $300 a year.
RE: PAYING BILLS
A motion was made by Morgan Garner to pay the bills and seconded by Sander Larson.
